SUBJECT: ISSUES REGARDING THE USE OF POLIBRID 705 ON THE
HIGHLANDS ELEVATED RESERVOIR INTERIOR SURFACE
Dear Bill:
Then are a few issues that we would like addressed prior to approving the Polibrid 705 as an
alternative to the coating that we specified in our contract. Please consult Polibrid Costing&In.,
regarding the following concerns:
I. Project Engineer, Jerry Du( ,ong, has informed me that for a reservoir, the make and
condition of our reservoir,Polibrid's minimum recommended coating thickness is 25 mils.
Our project specifications call for 20 mils. Do we need to revise this to 25 mils?
2. The surface profile after sandblasting should be a minimum of 3.5 mils. What is your
intended sandblast profile? ,
3. The Polibrid coating is designed to be continuous. -
a. How will you maintain continuity across the joint laps(gaps)on the reservoir interior
ceiling?
b. What are the special application requirements for areas such as the access hatch anode
holes,overflow hole and other discontinuous surfaces in the reservoir?
4. What type of Holiday Tester foes Polibrid recommend for detecting pinholes in the finished
costing?

special instructions,or procedures for addressing the above-mentioned concems.

Dear Mr.Harlso:
The contract documents for this project require that the paint manufacturer's representative shall
visit the job site during surface preparation and painting as may be required for product i
application quality assurance. In addition, the contract documents stipulate that all cost
associated with paint manufuturer's services shall be the responsibility of the contractor. See
MANUFACTURERS'SERVICES under the SPECIAL PROVISIONS section of the contract.
Madison Chemical Industries, Inc.has indicated that they need to inspect the corroded areas of
the reservoir before they can provide us with direction on how to proceed with the project.
Please request Madison Chemical Industries,Inc.to send a technical representative to inspect the
corroded areas of the reservoir as soon as possible.

Gentlemen,
On July 8, 1996 Norton Corrosion Limited (NCL) completed the removal of
the anodes for the subject system. The following observations were made:
I. The anode elements consisted of 1" 0 high silicon cast iron.
They appeared .n good condition with little wear.
2. The cables attached to the anodes were coiled and taped to
the top of the tank. It was noted that the cable insulation
made "creaking noises" though no damage ,as observed. Any
cracks in the insulation, exposing the .opper wire, will
cause early failure of the anode assembly.
3. It should also be noted that the reference cell at the east
side of the tank could not be removed due to the conduit in
the tank. If this blocks your equipment, then it will have
to be cut away and replaced.

On August 14, 1996 we shut down production on Nonhtank water tower due to the
following concerns.
There is a black unknown substance(appears to be tar like)on the wall surface possible '
used to repair deep gauges and thin metal. In an attempt to blast it off,this has caused us
to use excessive time and sand. Also,has brought concerns about the integrity of the
structure

We brought this to the attention of Tom Malphrus,inspector for the City of Renton. Tom j
is bringing in an engineer t:i inspect and assess the situation. This meeting with Tom,his
engineer,and our crew will take place at 2 00 pm August 15, 1996, At the water tower in
Renton

inspector,that we could blast to white everywhere except where the black etched steel is,
there we could just give a little extra profile and paint over it
We asked him to submit this change in writing,as our contract is for a white metal blast
If we would apply over the black substance.we would not be able to blast it off.

j SUMMARY OF MEETING HELD ON AUGUST 1,19% '
Dear Mr.Hartso:
The following were the issues that you,Jerry Duppong,and 1 discussed during our meeting on
August 1, 19%,at the Highlands Elevated Reservoir site: -
• Schedule: According to the terms of the contract,the project is to be completed on or before
August 6, 1996.
• Lead Testing: Production Finishing, Inc., is responsible for testing the waste generated by
the paint removal operation for hazardous and dangerous constituents. A representative
sample of the waste generated by the Sandblasting operation shall be tested as soon as
possible. In addition,Jerry asked that you monitor the air quality inside the tank to ensure the
safety of Production Finishing,Inc.,personnel.
• Quantity of Paint: Jerry and I questioned whether the quantity of paint stored on site, 130
gallons, was sufficient to complete the job, Jerry would contact you after he has had the
opportunity to check his quantity estimates.
• Cathodic Protection for Stand Pipe: Norton Corrosion Limited prepared a cost estimate for r
the placement of cathodic protection in the stand pipe portion of the reservoir. Jerry needs to
be supplied with details regarding the materials and construction of the proposed system.
• Madison Chemical Industries, Inc„ Repreaeatative: As required by the contract, a
technical represenative from Madison Chemical Industries, Inc., must be present at the job }
site during portions of the sandblasting and coating application operations.
• Containment of Dust: Jerry requested that you place additional cover over the ground
beneath the reservoir to contain the dust generated by the sandblasting operation.

I would like to offer the following comments on the preliminary shop drawings provided
by you at our meeting on May 10!
Make the ladder rung spacing on the extension of the existing ladder match the spacing on
the existing ladder.Adjust the location of the lowest rung to match this spacing.
The FB l/4 x 3 hoops can be spaced at maximum 4'0"o.c..
The intermed:,te vertical members on the cage extension(F81/4 x 1)should be extended
idown and welded to the last hoop on thu existing ladder,so there a no gap in the cage at
this point. Allow for some difference in the configuration between the existing and new
cage.
The elevation drawing of the cage shows an extension of the ladder above the top of the
,. cage.The ladder(and cage)does not need to be extended above the level of the new
handrail.
Provide bracket attachments of the new ladder to the tank wall(not shown).
Provide 1/4 inch bar at middle support beam per Detail 8.
Verify the distance between the new platform and the existing walkway(3'7'per the
ladder detai I).

10:00 PM, during the sandblasting portion of the above referenced project. Subject to the
following conditions,the City of Renton grants Production Finishing, Inc., permission to work
these hours.
• Production Finishing,Inc.,will reimburse the City of Renton for costs incurred as a result of
work during these hours.
• Permission to work these hours may be revoked at any time. Production Finishing,Inc.,shall
have no claim for damages or delays should such permission he revoked.
