This endorsement has not been approved by the insurance regulators in all states. CH2M HILL's policy underwriter is in the State of California. MEMORANDUM CWHIU Tank Corrosion PREPARED FOR: Lys Hornsby,City of Renton Tom Malphrus,City of Renton PREPARED BY: Karen Komher,P.E.,Structural Engineer COPIES: Jerry Dupportg/SEA DATE: SeFtember20,1996 1 visited the site of the Rrmton Highlands tank on August 27 with Jerry Duppong.At that time,the painter had vndblasted about half of the upper portion of the tank I was asked to look at the reported corrosion from a structural standpoint l noted there was heavy corrosion in vertical streaks. 1 was immediately concerned because the tank was probably designed to hold the water in hoop tension.While tension stresses can 1 typically bridge around pin-hole corrosion,the streaks were too long to bridge,so the available material to carry the hoop tension was whatever was left beneath the corrosion. Jerry measured pit depth and found a maximum depth of approximately 0.1 inch. The painter indicated that he had seen deeper pits;we assumed that pits up to 1/9-inch deep had occurred in the 1/4-inch plate.The portion of the tank that I looked at was not this badly j corroded. Tanks like the Highlands tank are very specialized structures,and tyically only a few firms nationally can perform the calculations required to determine the extent of the problem. I talked to both Bob W osniak,who is an independent expert in this field,and to Steve Meyer at CBI,who both confirmed my suspicions about the potential severity of the problem.They felt that only the upper portion of the tank was probably critical,smce the worst corrosion appeared to be there,and because a recent code change increased the allowable stresses in the lower portion of the tank i In order to make an accurate assessment and provide recommendations,it will be necessary i to do a thorough investigation of the extent of the corrosion.This will require special rigging and equipment to access th,tank wells. CBI is probably most suited to do this work since they originally designed and constructed the tank. Other firms,such as PDM or Mr. W osniak,using a painting subcontractor to provide access,also have the capability to do this work,but it is important for the firm doing the analysis to do their own investigation,as they are interdependent. < My understanding of the potential outcomes of the inwstigaeon are: • The tank could be safely operated at a lower maximum water elevation. • 11 there are just a few places where the corrosion is deeper than typical,these could be welded,and the safe operating level would increase from that detemvned above. • The plates could be replaced. ' We strongly recommend that this investigation be done by a firm specializing in this work to allow you to make the best possible decision repardint.the rehabilitation of this tank. Attached are two test results of the tightly-adhered black deposit In pits on the tank wall. These tests indicate that the material is primarily iron oxide. One sample shows only iron and oxygen. The second sample shows iron and oxygen with a trace amount of calcium and silicon. Calcium and silicon are common constituents in potable water and could be included in the deposit through,he electrochemical corrosion process. Ray Sled called me yesterday to discuss some concerns he has about the Highlands Tank painting. Ray 'I Is primarily concerned with having the tank out of service for 2 months while the interior is painted Me i mention.a %at he had heard of a flame-spray coating that could be applied and would cure instantly I am aware of I: ,coating procedure•but have not seen it used on potable water Larks. I checked with the Plastic Flame Spray.and they have a product that is NSF listed as an acceptable material for potable I water. I have some hesitation recommending this product since I do not know of a local applicator who can apply this material. Nor do I know of a local representative. They may be around.but there may one iI be one or two applicators,if any,in the Puget Sound area. There is another coat g that is available that does have the NSF listing for potable water. This is a 1100% j solids urethane coati (manufactured b Madisson Chemicals,Ontario,Canada)that can be applied one coat to a thickness of up to 40 mils. It cures in one hour. Obviously,this is a real advantage and could reduce the coating schedule by at least two weeks(the estimated time of cure for the specified I epoxy coaling). We have not used this product on water tanks in the Puget Sound area, but Seattle Water apartment has. I spoke with Martin Jacobsen about SWD experience,and it seems to be genera good. SWD's major concern related to surface preparation associated with repair of damaged coatings(since the coating cures very rapidly,any repair coating will not chemically bond to the first coat: the first coat must be sufficiently abraded before repair coatings are applied). I do not have a good handle on the cost difference associated with this product over what we presently have in the specifications,but I can do a little more work on this next week if you wish. y Here are some of the Issues that will need to be considered for this product. C - 1. The 100%solids urethane can be applied in one c at to the required Ihlckness. The coating thickness can be Increased In areas of the tank where poling has occurred.possibly eliminating the need for the epoxy mastic filler (I") 2. The product cures instantl!allowing the contractor to proceed directly with disinfecting the tank, and eliminating a 2 to 3 week cure period for an epoxy coating. 3. The product is NSF approved for potable water. 4. The product will cost more per gallon and it must be applied with specialized equipment,resulting in a higher project cost 5 The product is tacky to apply. It must be applied by an experienced applicator certified by the coating manufacturer. I have identified one certified applicator in the Puget Sound area-the coating manufacturer indicated they could certify other contractors before the bids were due(it would take less than two weeks). i 6. 1 spoke with a local coating contractor regarding schedule. If we change the specs we wilt need to make some modifications to cover quality control issues (contractor certification and manufacturer's services)and coating repairs associated with this product. ;s well as the product definitions and application thickness. 8. 1 do not know what affect changing the coatin material will have on the review that was done by DOH. We should be able to find out with a quick phone call-I would be hopeful that there would be no further review requirement since we are still using an NSF approved material and are not changing anything related to the disinfecting procedure. 9. The original low-bidder for the painting project defaulted on the contract when the company went out of business,and the tank has remained out of service while the City has negotiated with the bonding company to complete this project. It Is in the best interest of the City to return this tank to service as quickly as possible. The City currently has a bid from long Painting Company to complete this work. Long Painting is a large,regional painting contractor with the st,df and equipment required to complete this work. The protective coating for the interior of this tank requires special certification from the paint manufacturer. It is our understanding that Long Painting has undertaken the special training required by the paint manufacturer for application of their product. Per our conversation this morning,1 see no technical reason why we cannot switch to a polable- grade epoxy paint for the Highlands tank. This is the product we initially specified,but changed to the polyurethane coating for its fast cure properties. It seems to me that healing the polyurethane type coating will present some problems,especially since the application period will move into the cooler tall months. Madison Chemical does not list the temperature required for application of their product in the product data sheets,but a competitor's data sheet indicates that material must be preheated to 75 to 90 degrees F and applied at 130 to 140 degree F at the gun. I believe that it will be difficult to maintain temperature of the product Irom the mixing/storage containers through the hoses to the application gun. It could be done,but it is another factor that must be closely monitored to make sure the product is applied properly. The downside to the epoxy coatings is cure time. Several manufacturer's can provide"fast cure"or"low temperature-curs"epoxy coatings that can be applied at 35 degree F. At 35 degrees F,it will take approximately 3 weeks to cure. The cure time might be reduced it the dehumidifier is left on and the tank is well ventilated. The vast majority of steel tanks in the Puget Sound area have polyamide epoxy coatings on the inside,so many contractor's have experience with this product. There are also several local technical representatives for epoxy products. I consider these positive aspects for this coating. For your information,I attached sections of the original draft specifications that show the epoxy paint. I modified the product description to provide a low-temperature cure paint and for the coating thickness to end up at tff mils(this should help Coat pitied areas and other possible areas difficult to Coat•such as rough welds).
