July 28. 1995 .1 City of Renton 200 Mill Street - Renton,WA 98055 Attention: Abu[Gator Cory Thomas Reference: McKnight Middle School (93-358A) Fire Flow - Based on our telephone conversation today, apparently there has been a discrepancy in the fire Bow requiremem for this facility. This discrepancy was not realized until recently during permit reviews. Earlier on in the project,a fire Bow, requirement of 5000 qpm at 20 psig residual was calculated. Unfortunately only 2500 qpm was available at the main in Harrington Ave.,N.E. Since that calculation, the requirement has been reduced to aa00 qpm. Unfortunately this was not known when permit sign-off by the water department was requiml. However,apparently this discrepancy has been taken care of and is no longer an issue. Thank you for explaining this in°ormalion and calling Jack Connell at the School IAstrict. I will forward this letter to Mike Grimit at RBMA, the Architect on this project, for his information and confirmation that this issue has been resolved. I think the meeting was of value and presented information which should help the subcontractor i proceed with the least amount of difficulties in the installation of the underground utility ! systems. We appreciate both your input and the input from Mr. Steve Pinkham and your several suggestions to es c the entire installation and inspection process. During the meeting, the subject of the poly wrap on the piping installations was discussed. During that discussion, Steve felt that the poly wrap would no, be necessary for the McKnight site due to the sandy soil conditions. We will, therefore, be proceeding under those guidaines, in lieu of the comments indicated on the mylar drawings which were printed and distributed at our original pre-construction meeting at the City of Renton. Fire Prevention-Itelatgd Items 1. Steve Pinkham wiU inspect all work to the vault. The fire department wiU inspect all work from the vault to the building. The work behind the vault needs to be done b,, a certified sprinkler contractor or signed off and approved by a certified individual. After fire hydrant installation, hydrants will be bagged until they are operational. B. Water 1. If all street work is done with proper lifts and materials, there will be no compaction tests required. I 2. Notify the city of all street closures or partial closures as well as 911. The school district also wishes to be notified for the re-routing of bus traffic. This should tv done on a daily basis. t 3. Multiple inspections for storrnwater and sewer can be done at the same time for work 1 being done concurrently. 4. The cut-ins, as necessary, will all be done by the city requiring Steve to have at least one week prior notice. All wet taps need to be done by city approved contractors. There are four wet taps on Harrington. Spears or P.W. can do the wet taps on the city mains. Contractor should verify this with potholes to also locate pipe. i 6. The site has an approved traffic control plan which was submitted with the construction documents. 7. Steve needs to witness all pressure tests and the coupons from the taps need to be saved. For short runs between hydrants and the main, a swab cleaning with chlorine can be used. 8. For runs of pipe less than 20 feet, no pressure test will be required. 9. No double disk test is required against tapping valves. 10. Once the meters have been installed they will be locked until the fees are paid. 11. From the meter to the building will be covered on a plumbing permit and the inspections will be done by Phil Huggins. Plumbing will check until the double check valve for the fire service and then the fire marshall's department will check after that. ` 12. Abdoul stressed the importance of verifying the OD of all cast irons and AC tines on I 16th before installing and pointed out that when doing work, it was better to schedule and cane' inspections rather than delay because an inspection cannot be obtained. 13. It was advantageous to do both cut-ins on 16th at the same time and the city crews will again perform this work. They expect to work in only safe trenchts. The temporary shutdown needs to be sr".eduled ahead of time and materials need to be available on site, the city will assemble the parts and install. The only help they may require is the lowering of the materials into the trench. 14. No powder chlorine can be used and the city will clean and pressure test the lines. ? _ i 15. A poly pig should be used to clean all materials out of the line before chlorination cleaning. Steve will witness the retrieval of the pigs and removal of any debris. The pigging process was briefly explained. I t r I MINUTES OF CIVIL PRE-CONSTRUCTION CONFERENCE August 28, 1995 Page 3 16. Water lines need to L,, tested at 150 psi above operating pressure. This means a;tproximately 235 psi for two hours with only a 5 psi loss in pressure allowed. 17. The line should be poly pig, pressure tested, and then Steve should he called to chlorinate and take water samples. I i i r 18. Schedule connection for one week after the day the sample is taken for testing. 19. Steve suggested that the cut-in locations be staked and cut-in ahead of time with the pipe dropped in at a later date. 20. When asked Steve responded that n t poly wrap would be required with the soil conditions on the McKnight site. 21. If conflicts occur, Steve can be called on the telephone and he will try to respond immediately. 22. The Flange on the hydrants should be located above grade and a0 thrust b'.ocks should be poured, only no precast. Steve stressed that he does not get involved in the sizing requirements for thrust blocks, that should be determined by the design team. 23. The as-builts need to be prepared by a PE or certified individual. C. Sewer 1. TV taping of sewer main installation is requ;red. 2. Concrete sewer mains are located in the vicinity and can be connected with saddles. 3. Crushed rock or recycled concrete should be used in the backfill. i 4. Pressure test at 3.5 psi. 5. In Phase 11, the side sewer that will be connected into an existing connection should be air tested and then can be connected. The line shouid be reasonably straight and installed to promote drainage. I E. General Information 1. Street patching details require grinding or saw cutting beyond the original cut to a width of 6 I/2 feet to undisturbed base. Granular back-fill will be okay. 2. After final paving will there be acceptance of the storm system. 1 Roof drain diameters are 6 inches and I degree minimum slope required. The subcontractor, Iliad, requested that the civil engineer verify some potential runs to insure that the I% slope can't be maintained without daylighting the piping. The preceding minutes ate Renton School District's interpretation of the items discussed and decisions reached at the above referenced meeting.
