"Grantor(s);and the CITY OF RENTON,a Municipal Corporation of King County,Washington,hereinafter called R

That said Gramor(s),for and in consideration of mutual benefits,do by these presents,grant,bargain,sell,convey,and jg
warrants unto the mid Grantee,its successors and assigns,an casement for public utilities(including water,wastewater,
and surface water)with nee msatry appurtenances over,under,through,across and upon the following described property
(the right-of-way)in King County,Washingou,more particularly described as follows:
Trio instrument hereby replaces and supersedes the easement dedicated across Lots 48 and 49 in
the plat t f Village On Union according to the plat thereof recorded under King County Recording$
Number 550402.585 by amending the easement to be as follows:
The east 4.10 feet of Lot 48 and the west 6.00 feet of Lot 49 of said plat.
For the purpose of ocort ructinii,reconstructing,installing,repairing,replacing,enlalgnng,operating and maintaining
utilities and utility pipelines,utcluding,but not limited to,water,sewer and storm drainage lines,together with the right is
of ingress and egress thereto v.ithout prior institution of any,uit or proceedings of law and without incurring any legal
obligation or liability therefor. Following the initial construction of its facilities,Grantee may from time to time
{� construct such additional facilities As it may require. This easement is granted subject to the following terns and

vol 1. The Grantee shall,upon completion of any work within the property covered by the easement,restore the surface of
the easement,and any private improvements disturbed or destroyed during execution of the work,As nearly as
practicable to the condition they were in immediately before commencement of the work or entry by the Grantee.
7 Grantor shall retain the right to use the surface of the casement ar long as such use does not interfere with the
casement rights granted to the Grantee. Grantor shall not,however,have the right to.
a. Erect or maintain any buildings or structures within the casement;or
b. Plant trees,shrubs or vegetation having deep toot patens which may cause damage to or interfere with the
utilities to be placed within the easement by the Grantee;or
c. Develop,landscape, i ^_..p pe,or beautify the easement nrca in any way which would unreuonar .b�mererse the costs to '
I the Grantee of restoring the casement area and any private unprovuments therein.
d. Dig,tunnel c:perform other forms of construction activities on the property which would disturb the

This casement shall run with the land described herein,and shall be binding upon the parties,their heirs,successors in

I have reviewed your request and submittals dated September 22 and 27, 1995 regarding the proposed i
croaaiog of the new City 8" water over the existing 36" Seattle Water Department line (SWD) on
Union Avenue NE:and I recomm erw We following:
hutaB a 6"sand cushion over the 36"SWD,per your proposal.
Install the new 8" Ductile Iron using Class 53 pipe City water main on die above sand cushion. The 8"
line will have an outside diameter of 9.05 inch,leaving about 15 inch of Cover on the 8"line. -
Vertical bends and Concrete blocking per City standards shall be used to cross over the 36" SWD, Due to
the presence of outer existing utilities(storm drain,gas pipeline,telephone conduits),the Contractor should
pothole them in order to determine the location and type of vertical bends needed to go over or under
these utilities. A profile of the water main crossing showing all the required vertical fends should be
submitted for our review prior to the installation of the crossing.
A t inch ab-vacuum release assembly shall be installed at the high point of the line and the assembly can
be located behind the sidewalk.
Backfill the trench across Union Avenue NE with controlled density fill (CDF) up to the bottom of the
existing asphalt pavement
Install minimum 4"Class B asphalt over the CDF or match existing asphalt thickness of roadway.
This option will give adequate protection io the new 8" City water main and it is also more econo, .,.al
than the installation of the 8"line under the 36"S W 0 line.

FRANCHISE UTILITIES: Engineer and contractor are responsible for notifying and
coordinating construction activities with Puget Power, Washington Natural Gas TCI,
US West etc.
1. The franchise utilities require copies of the approved construction drawings
before designing their facilities.
2. Each franchise utility must apply for a separate permit prior to construction in
existing or future right-of-way. A blueline drawing showing the location of all
utilities, city and franchise, in redlines shall be submitted to the third floor
counter for City review two weeks before installation.
3. All franchise utilities shall be separated a minimum of five feet (5') horizontally
and twelve inches (12") vertically from City utilities.

FIRE PREVENTION:
1. Maintain access to site at all times. Must be able to support emergency
equipment in all types of weather.
2. All new hydrants shall be painted Safety Yellcw. Iowa and Renselear are
manufacturers of Cory type. The City recently adopted new specs on Fire
Hydrants--the City is now allowing a few compression type fire hydrants. A.
copy of the specs is included in these minutes.
3. New hydrants are to be covered with burlap bags until operational.

4. All blocking must be inspected by a City inspector prior to backfill.
5. Leads that exceed 50 feet in length shall be 8".

6. Call 911 from a local phone if the watermain needs to be shut off (emergency
only). All other water mains or valves shut down, call Renton Water
Department at 235-2646.
7. Fuel .- any temporary on-site fuel supplies shall have a permit from Fire
Prevention. Contractor stated at precon that no fuel will be stored on site.
S. All underground mains serving fire sprinkler systems must be installed by a
Washington State certified fire sprinkler contractor.
9. Notify central dispatch 24 hours prior to work in the existing right-of-way.

WATER:
1. Pipe materials, valves and fittings shall be as indicated in the approved plans
and standard notes. In the case of construction in proposed new roadways, all
construction of the road prism shall be accomplished and in place prior to utility
installation to avoid damage or disturbance of 1 frastructure.
2. All connections to existing mains shall be accomplished by the City of Renton.
The contractor constructs the new water main to a point about ten feet short of
the existing main. All necessary excavation, shoring, and materials are supplied
_ by the contractor and shall be on-site prior to scheduling. Allowing at least two
working days advance notice, schedule the connection through the construction
inspector.
3. Procedure for cleaning and construction testing of new water lines:
a. Pipe cleaning shall be by poly pigging through vertical crosses installed at the
ends of the water lines to serve as pig launches and sediment traps. .;
b. All water lines shall be pressure tested to minimum of 200 psi or 150 over _
operating pressure (static) for 2 hours. Services may be tested separately by
visual inspection of the Corp stop under static pressure.

c. Chlorinate for 24 hours, using liquid chlorine and chlorine pump assembly.
The inspector shall schedule chlorinating. Five working days advance notice
is required.
d. Water used for flushing water lines shall be drained into sanitary sewer only.
e Purity tests are collected by the construction inspector at blow-offs and
hydrants. Water purity tests are taken to the laboratory on Wednesdays.
Contractor shall arrange courier servico for any other day. Test results are
available in 5-7 days.
f. Temporary and permanent thrust blocks shall be formed. Concrete for thrust
blocks shall be delivered to the job. No on-site mixes are allowed. All
blocking must be inspected before backfilling.
g. All watermains shall be polywrapped.
4, Crushed rock backfill to grade is required in City right-of-way. Recycled
concrete may be used in lieu of crushed rock backfill. Pit run type material may ,
be considered for use in backfill by the construction inspector. Compaction
testing may be required.
5. Where conflict exists, the water main shall go under other utilities, however, it j
is preferred that no water mains shall have more than 6 feet of cover. All water llll
mains shall have a minimum of three feet of cover.
6. Final acceptance shall be after final walk through inspection, adjustment of all
structures, and approval of as-builts and cost data inventory.
7. The connection in Union Ave will go over the Seattle line. Engineer will show
this on the plans.
SANITARY SEWER:
i1. All pipes and materials shall be per approved plan and standard notes.
However, any sewer pipe with less than four feet or greater than fifteen feet of
cover shall be Ductile Iron, Class 50. C900 (Blue Brut) may be and is f
i
encouraged in lieu of DI.
2. Pipe bedding for PVC pipe shall be pea gravel 6" above and below the pipe.
3. Select backfill shall be compacted to at least 95% of maximum density. In the
case of new road construction, all roadway excavation and backfill for the road
prism shall occur prior to construction of the sanitary sewer to minimize
disturbance of the sanitary sewer line and appurtenances after installation.

4. Contractor will be responsible for TV of the sanitary line. TV after channeling is I
complete. Air tests on main and sidesewers shall be per City specification.
Number 6 wire shall be wrapped around the stub and extended to the top.

Backfill for construction of the road prism shall be accomplished prior to
installation of the drainage facilities to avoid damage or disturbance of the new
infrastructure..
3. Contractor must notify engineer of any vertical conflict prior to proceeding with
construction. Submit a shop drawing to Plan Reviewer for review.
4. Bedding material shall be per Standard Specifications 9-03.12(3). -
5. Backfill shall be compacted to at least 95% of maximum density.
6. Catch Basins shall be grouted smoothly.
7. System shall be flushed and cleaned. City may request that the line be larrped.
8. Smooth interior wall corrugated polyethylene storm water pipe, where
permitted, shall use heat shrunk or watertight couplings. It shall also be bedded
in pea gravel to the springline.
TRANSPORTATION:
1. Uniform traffic manual shall be followed for street closures and routing for
traffic. The approved traffic control plan shall be in place as required.
2. Paving -- The minimum compaction shall be 95% of maximum relative density
on subgrade and rock surfaces.
3. Contractnr shall not le:ie open trenches overnight. Backfill, plate or fence all
trenches. The proposed method of cover or protection shall be submitted for
f` approval to the inspector. Shoring plates and cold mix to be on site at all times.
Cold mix for sidewalks and driveways may be required by the inspector for
safety.
4. Keep field records for asbuilts.
5. Truck hauling to be in non peak hours only. (8:30 to 3:30).
6. Watch for pedestrian traffic. Provide "sidewalk closed" signing as needed.
GENERAL:

FIRE, POLICE AND METRO OF CONSTRUCTION SCHEDULE.

2. Contractors are advised to only use sets of drawings stamped and signed by the
City of Renton for constructing utility and transportation improvements. The
approved plans do not constitute a fill and grade permit or grant any rights to fill
and/or grade outside of the right-of-way. Keep a but of approved drawings on-
site at all times.
1 ! 3. Work hours for work in right-of-way are weekdays, 8:30 AM to 3:30 PM,
Saturday by approval only and no Sundays. Work hours other than ROW: 7:00
AM to 8:00 PM
4. Contractor must call for City inspection before 3:00 p.m, on the previous day.
Overtime takes special authorization and scheduling in advance. Pay schedule is
$50 per hour for overtime.
5. Keep the streets clean. Truck washing and other measures as approved required I ,

6. A Traffic Control Plan shall be submitted for approval odor to permit Issuance-
Traffic control and signing to be in accordance with the Manual on Uniform
Traffic Control Devices. Flaggers shall have hard hats, vests, signs and
certification card. Haul legal loads and observe all traffic laws. All truck
maneuvering and materials storage to be on-site only. Right of way to remain
' unobstructed when possible. No stockpiles on right of way.
7. All utilities must be inspected poor to backfill.
8. The contractor, as well as the engineer, shall keep as-built drawings. All `
changes shall be shown on as-builts. As-builts shall be per City specifications.
All bends on waterlines shall be surveyed prior to backfill with horizontal and
vertical control for all bends established. Sewer lines may be surveyed after
' backfill at manhole access. As-built drawings must have a P.E. or L.P.S. stamp. 3
Final occupancy will not be issued until receipt and approval by the City of i
project utility and transportation improvement as-built drawings.
9. For any field changes: If minor, submit a shop drawing or schematic through the
inspector or by FAX- 235-2541. If major, the project engineer should submit
drawings and complete justification, information and calculations as applicable
a' to the Plan Review project coordinator. The City will answer by memo or
schedule a meeting within two days. The field inspector can not give approval
