COi4STRUCTION REPORT FOR PUBLIC WATER SYSTEM PROJECTS
Effective September 9, 1983 the following Regulation applies: WAC 246-290-040(3)-A construction report
i shall be submitted to and accepted by the department within sixty days of completion and prior to use of any
project for which plans and specifications have been approved by the department for projects designed by a
professional engineer. The construction report must be signed by a professional engineer. The report shall
state in the opinion of the signee whether the project has been constructed in accordance with approved plans
and specifications avid the installation,testing and disinfection of the system were carried out in accordance
with department regulations.
a) If a project is being completed in staged construction,attach a map and description of portion of project
being certified as completed as approved on date given below.
b) As future portions of staged construction projects are completed,each must be certified as required by
\VAC 246-290-040(3).
c) Additional certification forms are available upon request from DOH offices listed below.

Thank you for your cost break down regarding the cost differential of 8" to 12" pipe and related
fittings. After review of your submittal, the City is prepared to offer Segale Business Park a
reimbursement in the amount of $18,606.36, per the provisions in Resolution t12164. This
amount reflects the additional costs to install a 12"main and appurtenances in lieu of an 8"main.
The request for an additional$1,100 for additional bedding material is denied.

Dear Mr. Marino:
On July 30, 1996 1 wrote Lys Hornsby requesting reimbursement for the cost differential for
increasing the waterline in Edmonds Ave from 8 inch to 12 inch. At our preconstruction
meeting you requested addiiic-tal cost information. Attached is a detailed breakdown of the
cost difference between the two lines.
The subcontractor had included $1,089 for asphalt patching in both bids so this has been
subtracted. Also,Segale was supplying the bedding material for the pipe and since the 12
inch line requires more bedding material $1,100 has been added to the cost of the 12 inch
line. The total cost for the 8 inch line is $48,755, and the 12 inch line is $68,461. for a
difference of$19,706.

This is sort of OK. If you can, let them know at precon mtg that if they don't submit detailed cost item
listing (with costs), that the City cannot pay them anything toward the required 12" main. No list = $0.00
contribution by City.
Main appears to be in 436 foot pressure zone. Any idea on finished floor elevations for Cedar Crest or
LaColina? It so, you may wan to check pressure to see if it will be within acceptable i.nge.
Good luck at precon.
By the way, there will be no staff support for BPW meeting. Jim H. knows issues pretty well, so it should
go alright.

I wanted to address some issues before a pre-con was held.
First, I realize this project was requested by the Water Department to upsize from an 8" main to a 12"
main. What I don't know is that the actual cost breakdown of the 8" main vs. 12" main. So, please let the
developer know that we want to allow them the "opportunity" to substantiate his costs before we come to
an agreement on reimbursement.
Second, ; have looked into the matter of what pressure zone this area is being served from. The tie-in
connection at NE 3rd and Edmonds is in the 436 zone. However, I don't know where wether the finished
grade of + /- 300 at the south end is a requirement to have a prv. It should be addressed by someone who
can make that call.
That's all the major concerns I have about this project.

EDMONDS AVENUE EXTENSTION IMPROVEMENTS

FRANCHISE UTILITIES:
i
I. The franchise utilities require copies of the approved construction drawings before
designing their facilities. Provide a copy of the approved composite drawing to each utility
for inclusion with their permit application.
2. Each franchise utility must apply for a separate permit prior to construction in existing or
future right-of-way. A blueline drawing showing the location of all utilities, city and
franchise, in redlines shall be submitted to the third Floor counter for City review two
weeks before installation.
3. All franchise utilities shall he separated a minimum of five feet (5') horizontally and twelve
inches (12") vertically from City utilities.
GENERAL:
1. CALL FOR INSPECTION (24 HR NOTICE) BEFORE YOU START WORK.
NOTIFY FIRE, POLICE AND METRO OF CONSTRUCTION SCHEDULE. CALL
911 FROM A LOCAL LAND LINE ONLY. FIRE DISPATCH FROM CELL
PHONE: 854-2005
2. Contractors are advised to only use sets of drawings stamped and signed by the City of
Renton for constructing utility and transportation improvements. The approved plans do
not constitute a fill and grade permit or grant any rights to fill and/or grade outside of the
right-of-way. Keep a set of approved drawings on-site at all times.
3. Work hours for hauling in right-of-way are weekdays, 8:30 AM to 3:30 PM, Saturda�v by
approval only and no Sundays. Construction hours: 7:00 AM to 8:00 PM. Any changes
to work hours shall have prior approval from the City of Renton.
4. Contractor must call for City inspection before 3:00 p.m. on the previous day. Overtime
takes special authorization and scheduling in advance. Pay schedule is $50 per hour for
overtime.
5. Keep the streets clean. Truck washing and other measures as approved required for the
duration of the project. Provide whatever measures necessary for cleanup and dust control
during job and at night.

6. Traffic control and signing to he in accordance with the Manual on Uniform Traffic
Control Devices. Flaggers shall have hard hats, vests, signs and certification card. Haul
legal loads and observe all traffic laws. All truck maneuvering and materials storage to be
on-site only. Right of way to remain unobstructed when possible. No stockpiles on right
of way.
7. All utilities must he inspected prior to backfill.
8. The contractor, as well as the engineer, shall keep as-built drawings. All changes shall be
shown on as-builts. As-builts shall be per City specifications. All bends on waterlines
shall be surveyed prior to backfill with horizontal and vertical control for all bends
established. Sewer lines may he surveyed after backfiu at manhole access. As-built
drawings must have a P.E. or L.P.S. stamp. Final occupancy will not be issued until
receipt and 'approval by the City of project utility and transportation improvement as-built #
drawings. 4
9. For any field changes: If minor, submit a shop drawing or schematic through the inspector '
or by FAX- 277-4455. If major, the project engineer should submit drawings and
complete justification, information and calculations as applicable to the Plan Review
project coordinator. The City will answer by memo or schedule a meeting within two days.
The field inspector can not give approval in the field for construction changes.
FIRE PREVENTION:
I. Maintain access to site at all times. Must be able to support emergency equipment in all
types of weather. Hydrants must he in place prior to any combustahle instailation above
the foundations.
2. All new hydrants shall he Cory ty^a hydrants to be painted Safety Yellow. Iowa and
Renselear are manufacturers of Cory type. An alternate fire hydrant, Clow Medallion or
Mueller Super Centurion have been approved for use. Any hydrant installed shall be
equipped with 5-inch diameter Stortz "quick connect" style fittings.
3. New hydrants ar:to be covered with burlap bags until operational.
4. All blocking must he inspected by a City inspector prior to backfill.
5. Leads that exceed 50 feet in length shall be 8"diameter pipe.
6. Call 911 from a local phone if the watermain needs a, be shut off (emergency only). All
other water mains or valves shut down, call Renton Water Department at 235-2646.
7. Fuel: any temporary on-site fuel supplies shall have a separate permit from Fire
Prevention.
f 8. All underground mains serving fire sprinkler systems must he installed by a Washington
State certified fire sprinkler contractor.
9. Notify central dispatch 24 hours prior to work in the existing right-of-way. (Local Land
Line : 91 1)or Fire Dispatch (cell phone - 854-2005)
10. Any Hazardous Materials Permit or Hot Works Certification may be applied for through
Fire Prevention, second floor of Renton City Hall.
CITY UTILITIES
WATER:
I. Pipe materials, valves and fittings shall be as indicated in the approved plans and standard
notes. In tha case of construction in proposed new roadways, all construction of the road
prism shall he accomplished and in place prior to utility installation to avoid damage or
disturbance of the infrastucture.
2. All connections to existing mains shall be accomplished by the City of Renton or an
approved contractor. The contractor constructs the new water main to a point about ten
feet short of the existing main. All necessary excavation, shoring, and materials are
supplied by the contractor and shall be on-site prior to scheduling. Allowing at least two
working days advance notice, schedule the connection through the construction inspector
or with the contractor approved for taps by the Ciiy of Renton. A list is attached for
reference.
3. Procedure for cleaning and construction testing of new water lines:
a. Temporary and permanent thrust blocks shall be formed. Concrete for thrust blocks
shall he delivered to the job. No on-site mixes are allowed. All blocking must be
inspected before oackfilling.
b. Pipe cleaning shall be by poly pigging through vertical crosses installed at the ends of
the water lines to serve as pig launches and sediment traps.
c. All water lines shall he pressure tested to minimum of 200 psi or 150 over operating
pressure (static) for 2 hours. Services may be tested separately by visual inspection of
the corp stop under static pressure.
d. Chlorinate for 24 hours, using liquid chlorine and chlorine pump assembly. The
inspector shall schedule chlorinating. Five working days advance notice is required.
e. Water used for flushing water lines shall be drained into sanitary sewer only.
f. Purity tests are collected by the construction inspector at blow-offs and hydrants.
Water purity tests are taken to the laboratory on Rednesdays. Contractor shall arrange
courier service for any other day. Test results are available in 5-7 days.
4. Crushed ruck backfill to grade is required in City right-of-way. Recycled concrete may be
used in lieu of crushed rock backfill. Pit run type material may be considered for use in
backfill by the construction inspector. Compaction trsting may he required.
5. Where conflict exists• the water main shall go under other utilities, however, it is preferred
that no water mains shall have more than 6 feet of cover. All water mains shall have a
minimum of three feet of cover.
6. All pipe shall he poly-wrapped.
7. Final acceptance shall he after final walk through inspection, adjustment of all structures,
and approval of as-builts and cost data inventory.
8. A pressure reducing valve (prv) may be required. The water main to be tapped is in
the 436 pressure zone. Owner's engineer is to provide proposed finished floor
elevations and a recommendation of whether a pry is necessary, and if so, where it is
Ito be t•K•ated.
STORM:
1. Approve, 'cmporary erosion control measures are to he installed and maintained at all
times for the duration of the project to the satisfaction of the Public Works inspector.
2. All pipes and materials shall be per approved plan. All roadway excavation and backfill
for construction of the road prism shall be accomplished prior to installation of the
drainage facilities to avoid damage or disturbance of the new infrastructure..
3. Contractor must maity engineer of any vertical conflict prior to proceeding wi h
construction Submit a shop drawing for review.
4. Bedding material shall he per Standard Specifications 9•03.12(3).
5. Backfill shall he compacted to at least 95% of maximum density.
6. Catch Basins shall he grouted smoothly.
7. System shall he flushed and cleaned. City may request that the line be Tamped.
8. Smooth interior wall corrugated polyethylene storm water pipe, where permitted, shall use
heat shrunk or watertight couplings. It shall also he bedded in pea gravel to the springline.
TRANSPORTATION:
1. Uniform traffic manual shall be followed for street closures and routing for traffic. The
approved traffic control plan shall be in place as required.
2. Paving -- The minimum compaction shall he 95% of maximum relative density on
subgrade and ruck surfaces.
3. Contractor shall not leave open trenches overnight. Backfill• plate or fence all trenches.
The proposed method of cover or protection shall be submitted for approval to the
inspector. Shoring plates and cold mix to he on site at all times. Cold mix for sidewalks
and driveways may he required by the inspector for safety.
4. Watch for any pedestrian traffic. Provide "sidewalk closed" signing as needed.

I have reviewed the cost of the pipe materiels lot the oversizing of the subject water
main from 8-inch to 12-inch, that you submitted on August 16, 1994 (cost estimate
by Aare Construction Co. dated 7/12!94). 1 concur with the cost of the City's share in
the amount of $6,180.92. The City's portion shell be limited to the cost of the
oversizing of the pipe materials, fittings and valve only and must not exceed
$6,180.92. No other costs shall be included in the City's share (i.e. f►eckfill material,
Moot restoration, hydrants, stc.). The water main shall be constructed per the
approved civil plans for the project. The City's payment will be made to you after the
completion and acceptance. of the water main.

We have made application to extend Edmonds Ave NE as part of the Cedar Crest project.
We have been requested by the City of Renton to upsize the water main from an 8 inch
diameter line to a 12 inch diameter line. Per the provisions in Resolution #2164 we request

SUBJECT: RmE CO MENTS ON PLANS FOR EDMONDS AVENUE NE
The water utility has the following comments on the subject project:
1. The proposed 12 inch diameter water main must be located 5 feet from the face of curb; preferably
along the easterly side of the street. Water mains are located to the side of roadways to avoid making
full width pavement restorations when performing maintenance and repair. The proposed location (five
feet easterly of the right-of-way centerline)is unacceptable.
2. Reference Water Note 4 on sheet 2 of 5. The last sentence should read: "All ductile iron pipe
installed shall be polyethylene wrapped per ANSI/AW WA C105-77 Standards."
3. Reference sheet 4 of 5:
a. The 12 i:ich gate valve at connection to the 16 inch main on NE 31d ST must have a two inch
by-pass. See deu.il 1 sketched on the plans. Final plans must show a before and after detail of the
connection.
b. The 12 inch gate valve at the tee at the location of the future Cedar Crest Parkway must be in
a vault and have a one inch by-pass. See City of Renton Standard detail. Need to show thrust block on
the plan. The end of the 12 inch branch must be terminated with a plug and thrust block or a cap S
shackled back to a thrust block straddling the line. .. I

c. The note about oversizing should be removed from the plan. The developer may apply for
reimbursement for oversizing. Reimbursement is for cost differential for materials only,if approved.
4. Reference sheet 3 of 5:
a. Because the main is over 8 inches in diameter, a fire hydrant assembly is required at the end )�
of the dead-end line (instead of a permanent blow-off). See detail 1 sketched on the plans. Final plans
must show a detail of the termination of the 12 inch main.
5. Final plans must have separate water plan sheets. Plans must meet City drawing standards (e.g.,
APWA standard symbols).
