conformity with the lines and dimensions shown on the plans or established by the Engineer.

b. Sealing at Mal toles: The annular space between the liner pipe and the host pipe at manholes
shall be seale The sealing of the annular space is necessary to prevent infiltration along the ,!
outside of tF. liner pipe. Normally,this sealing of the annular space at manholes is done as a i
supplemental part of the grouting procedures.
C. Annulus Grouting: The annular space between the litter pipe and the host pipe may be grouted.
Several grouting methods can be used:
Holes drilled from grade through the crown of the existing pipe.
From the interior of the pipe using threaded grout nipples placed is the hoer pipe.
Pumping grout from manhole to manhole from insertion pits.
Consideration should be given to the maximum grout pressure that the liner pipe can withstand
using an adequate safety factor.
d. Reinstating Service Connections: After the liner is installed, and before grouting, the
Contractor shall restore service to all connections. Depending on the liner pipe diameter and
flow conditions, some service connections can be reinstated manually from within the liner ,`
pipe. Other connections may require point excavation to make the proper connections.
C. EacasemenC Al points where the liner has been exposed,(service connections,insertion pits)
the liner pipe and fittings may be encased in cement-stabilized sand or other high-density
material to prevent deflection due to earth loading or subsidence. In preparation for the placing
of the encasemenr material,other than at laterals,debris and soil shall be removed along each
side of the exist Ig pipe down to the spring line.
After the encasement material is in place and accepted by the Engineer,backfill is placed and
finished grade in accordance with the Owner's Representative's

connections in order to prevent subsidence and resultant stress at the connections.

10, Measurements for Payments: Sliplining of sewers with PVC pipe shall include cleaning the
existing sewer, removal of obstructions, excavation of in

grouting of annular space,connection of laterals,backfill, and sealing the liner at manholes.
Payment for these items shall be at the unit price bid or included in the price per linear foot of
installed liner pipe. Measurement of the actual number of feet sliplined shall be made from the
center of manholes.

Water Utilit}is coordinating with Storm Water Section.
Storm Water is being directed by the Dept.of Fisheries with regard to culvert design and site
work.
The Water Utilin will install a IY'Water main separate from the Storm Water.
The timing of our.onstruction and the depth of crossing at the planned culvert for the Storm
Water project will coordinated.
The intent is to install the water main ahead of the cuhcrt at a depth predetermined to allow for
the installation of the culvert. _
No additional joint construction will be required.
The Water Unlit%would like to begin construction by Mid-lulc.

On behalf of the Environmei,.ai 'review Committee (ERC), I would like to inform you that they have
completed their review of your project. The Committee, on June 03. 1997.decided that the project will -
be issued a Determination of Non-Significance(DNS).
The City of Renton ERC has determinetl that it does not have a probable significant adverse impact on
the environment. An Environmental Impact Statement (EIS) is not required under RCW
43.21 C.030(2)(c). This decision was made by the ERC under the authority of Section 4-6-6, Renton
Municipal Code,after review of a completed envirr nmental checklist and other information, on file with
the lead agency. This information is available to the public on request.
Comment Procees. Comments regarding the environmental determination must be filed in
writing on or before 5:00 PM June 23, 1997. Any aggrieved person feeling that the environmental
determination of the Environmental Review Committee is based on erroneous procedure,emors of law or
fact,error in judgment,or the discovery of new evidence which cVd not be reasonably available at the
^me of the determination may submit written comments.After review of the comments,if Environmental
:vlaw Committee finds there is not sufficient evidence to smend its original determination, then there -
will no further extension of the appeal period. Any person wish!ng to take further action would need to
file a formal appeal within the original 15day timeframe. Written comments must be filed with: Jana
Huener, Land Use Review Supervisor, City of Renton Development Services nivision, 200 Mill Avenue
South,Renton,WA 98055.
If an appeal of the+nvironmental determination is also filed with the Hearing Examiner during the same
15day comment period,then the Environmental Review Committee will fast take action on the request
for reconsideration and the appellant will be notified that the appeal is on hold pending the Committee's
decision on the reconsideration request. The City will notify the appellant/person requesting
reconsideration and parties of record and the Hearing Examiner of the Environmental Review
Committee's final determination. The appeal process will then be continued unless the appellant notifies
the Hearing Examiner in writing that he wishes to withdrew the appeal.
Apoeel Pr4cass. Appeals of the environmental determination must be (led in writing on or
before 5:00 PM June 23, 1997. Appeals must be filed in writing Sogether with the required $75.00
application fee with: Heanng Examiner, City of Renton, 200 Mill Avenue South, Renton, WA 98055,
Appeals to the Examiner am governed by CRY of Renton Municipal Code Section 4-8-11 B. Additional
