Subject: Willowcrest Phase 2 Townhomes Trip Generation Study
The City of Renton Policy Guidelines for Traffic Impact Analysis for New Development (February
24, 2023) requires a Traffic Impact Analysis (TIA) when a proposed project trip generation
exceeds 20 vehicles per hour in either the weekday AM or PM peak periods. The following
memorandum summarizes the project description and estimated weekday trip generation for the
proposed Willowcrest Phase 2 townhome development in Renton, Washington.
Project Description
The proposed Willowcrest Phase 2 development would construct 19 townhomes along Edmonds
Avenue NE to the west of Willowcrest Phase 1 development. Access would be provided via one
driveway along Edmonds Avenue NE. There would also be access between Willowcrest Phase 1
and 2. The preliminary site plan is shown on Figure 1.

Trip Generation
Trip generation for the proposed townhomes was estimated based on the Institute of
Transportation Engineers (ITE) Trip Generation Manual, 11th Edition (version 6.0.2 December
2022). The Single-Family Attached Housing (#215) land use category and average trip rate was
assumed, which is representative of single-family housing units that share a wall with an adjoining
dwelling unit. Weekday daily and AM and PM peak hour trip generation estimates are summarized
in Table 1.

As shown in Table 1, it is estimated that 19 townhome units would generate 137 vehicle trips over
the course of a typical weekday including 9 trips during the weekday AM peak hour and 11 trips
during the weekday PM peak hour. Based on the anticipated weekday AM and PM trip generation,
a TIA would not be required for the proposed project.
