Grady Way Renton, WA 98057 Re: Vision House Renton Expansion – Children’s Village Phase 4 Rental Housing Incentive Fee Waiver Intent Dear Ms. Ding: Vision House respectfully requests the waiver of development and mitigation fees associated with the Vision House Renton Expansion in accordance with the Section 4-1-210 of the Renton Municipal Code, which permits waiver of a percentage of fees associated with certain affordable rental housing projects. Vision House requests the waiver of fees with the understanding that Children’s Village Phase 4 is a new construction affordable housing rental project that will serve entirely low-income households as defined in Section 2 of the Code. Children’s Village Phase 4 will consist of a single building set on the current Vision House headquarters site. The mixed-use property will 28 two-bedroom and three-bedroom residential units for families experiencing homelessness, with wraparound services and childcare for children in our program and the surrounding neighborhood. This new facility will include program space for family counseling, job readiness, life skills, and housing support. Children’s Village Phase 4 is designed to blend with existing Vision House facilities and the surrounding neighborhood. Thoughtful architecture, landscaping, and underground parking ensure a minimal visual and traffic footprint while reinforcing our long-standing presence in the community. At Vision House, we believe every person deserves a safe, welcoming, and accessible home. The Children’s Village Phase 4 project will meet all Section 504 requirements ensuring the building is inclusive and functional for everyone. Residential units, ranging from 880 to 1,050 square feet, will be fully ADA-compliant, providing accessible, community-oriented living for families with disabilities. In accordance with the Code, we are seeking an 80 percent waiver of the fees as outlined below and as defined in Section 4 of the Code (4.a Fees which may be waived): i. Building permit fees, ii. Building permit plan review fees, iii. Water, surface water, and wastewater system development charges, iv. Public Works plan review and inspection fees, v. Transportation and parks impact mitigation fees, vi. Fire impact mitigation fees, to the extent such waiver is authorized by interlocal agreement with the Renton Regional Fire Authority, vii. Civil plan review and inspection fees, viii. Technology surcharge fees; and ix. Administrative fees for collecting, processing, and handling school impact fees. Funding assistance from these fees to the extent permitted under the Code will enable Vision House to utilize its resources in the best possible position to meet both our own and the City’s mutual affordable housing objectives.
