Narrative
ASSIGNMENT/ARRIVAL
On 11/24/2025 at approximately 0708 hours, I was dispatched to a two-vehicle, non-injury
collision in the 500 block of Sunset Boulevard NE in the city of Renton, King County,
Washington.
I arrived at approximately 0716 hours.
UNIT 1: CHEVROLET EQUINOX
Upon arrival I observed a silver Chevrolet Equinox(WA/C1B9516, Unit 1) stopped along the
shoulder of the on-ramp to northbound 1-405 from Sunset Boulevard NE. Unit 1 had minor,
non-disabling damage to the front-driver bumper.
UNIT 2:TOYOTA AVALON
I observed a white Toyota Avalon (WA/CPB0968, Unit 2) stopped facing south in the gore point
of southbound Sunset Boulevard NE and the southbound 1-405 off-ramp to Sunset Boulevard
NE. Unit 2 had moderate, disablingfront-end damage.
DRIVER 1:YASEEN, ERTIKAA A.
I contacted Ertikaa A. Yaseen (DOB: 02/04/1985) in the driver seat of Unit 1. 1 positively identified
Yaseen by her valid Washington Driver License and established her as the driver of Unit 1 by her
admission.Yaseen was not injured.
DRIVER 2: HOYT CELESTE M.
This incident occurred in the sCity of Renton,King County,Washington State.

I contacted Celeste M. Hoyt(DOB: 09/25/1959) in the front passenger seat of Unit 1,where she
was sitting to keep warm. I positively identified Hoyt by her valid Washinton Driver License and
established her as the driver of Unit 2 by her admission. Hoyt was seen by the Renton Regional
Fire Authority as a precaution. Hoyt was not injured.
STATEMENT:YASEEN, ERTIKAA A.
I spoke with Yaseen about the collision.The following is a summary of our conversation:
Yaseen drove Unit 1 north on Sunset Boulevard NE toward the 1-405 on-ramp, intending to turn
Left from the dedicated left-turn-only lane across southbound Sunset Boulevard NE traffic and
onto northbound 1-405.
Yaseen was unfamiliar with the area and following directions on her GPS.
Yaseen turned left as Unit 2 approached from the north, driving southbound on Sunset
Boulevard NE toward 1-405.
Unit 2's front end collided with Unit 1's front end.
This concluded my conversation with Yaseen.
PROXIMATE CAUSE
The proximate cause of the collision was determined by Yaseen's statement and damage
observed to both vehicles.
Yaseen's action was the proximate cause of the collision, namely her violation of RCW
46.61.185(1), which states:

The driver of a vehicle intending to turn to the left within an intersection or into an alley,
private road, or driveway shall yield the right-of-way to any vehicle approaching from the
opposite direction which is within the intersection or so close thereto as to constitute an
immediate hazard.
CITATION
I authored Yaseen a citation (#5A0873038)for her violation of RCW 46.61.185(1) and filed it with
the Renton Prosecutor's Office.
DISPOSITION
Both parties exchanged information.
This concluded my involvement in this case.
