On 11/25/2025 at about 2050 hours I was dispatched to a collision that occurred in the parking lot of Target, 1215 N Landing Way. A witness called it in saying they had video but were no longer on scene. I contacted the driver of vehicle#2,Adreina Luna-Cruz near the front of the store, standing outside of her vehicle,WA license (BVY8357). Luna-Cruz stated that she was driving east through the main drive, in front of the store when vehicle#2 turned left from a side lane into the driver's side of her vehicle. The driver of vehicle#2 got out and blamed the collision on Luna-Cruz. He then stated there wasn't any damage and he drove off without fulfilling his obligations to identify himself and exchange information with her. Luna-Cruz described the driver as an Hispanic male possibly in his early 40's about 5-05" with a thin build, medium to short black hair with a mustache and beard. He was wearing shorts and open sandals with socks. I took digital photographs of the minor damage done to the driver's side of Luna-Cruz's vehicle and later uploaded them to evidence.com. Officer Kauppila spoke to the witness who provided a video. He also contacted Target security for their video. See Officer Kauppila's supplemental report for further details. The witness provided the suspect vehicle plate of(CLF4911). A record check of the vehicle showed it clear and expired to Yanira Villanueva-Landaverde out of Bellevue. A local records check showed that a male named Oritzon M Mejia Chirinos (01/21/1998) was stopped and cited while driving the vehicle on 10/06/25 under Sector citation 5A0838606. The address provided for Oritzon was 19002 108th Ave SE#2, Renton. I drove to this location and located the suspect vehicle in the parking lot in front of the unit. It had minor damage on the right front matching up to the damage seen on vehicle#1. 1 took digital photographs and later uploaded them to evidence.com. I knocked on the door and eventually Oritzon came to the door. He requested a Spanish interpreter, so I called Language-Line and used it to speak with Oritzon. Oritzon admitted that he was the driver and sole occupant at the time of the collision. He claimed that he and the other driver agreed that the other driver was at fault and there was not damage, so he left. He stated that he was making a left turn and This incident occurred in the sCity of Renton,King County,Washington State. !declare underpenalty of perjury under the laws of the State of Washington that the foregoing is true and correct. Oritzon identified himself with his Honduras Passport. A record check of Oritzon showed him clear, not-licensed-eligible. His photograph in his passport and his WA ID photograph matched him. Oritzon stated that he did not have insurance for the vehicle. He admitted that he has owned the vehicle for a couple of months but was waiting to register it in his name until he had the money to do so. He provided a signed but not dated title for the vehicle. It should be noted that Oritzon was wearing shorts and open toe, slide on sandals when I contacted him. He also matched the description of the driver provided by Luna-Cruz. The stop sign Ortizon stated that Luna-Cruz had,was on the far west side of the entry doors for the store. The side row Ortizon turned out of is on the far east side of the entry doors at least 45 to 50 feet away. She did not have one at the intersection of the two drives. I determined the proximate cause of the collision to be Oritzon failing to yield the right of way to Luna-Cruz. I am citing Ortizon for Hit and Run-Attended and Failure to Transfer Title-Over 45 Days (5A0915464) as well as Operating a Vehicle with No Insurance and NVOL-2 (5A0838626). Oritzon M Mejia Chirinos (01/21/1998) committed Hit and Run-Attended (RCW 46.52.020) by being the driver of any vehicle involved in an accident resulting only in damage to a vehicle which is driven or attended by any person and failing to remain at the suitable location until he or she has fulfilled the requirements of subsection (3) of this section. Oritzon M Mejia Chirinos (01/21/1998) committed Failure to Transfer Title Over-45 Days (RCW 46.12.650.8) by failing or neglecting to apply for a transfer of ownership within 45 days after delivery of the vehicle. This incident was captured on my Axon body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events.
