The subject property is located at 1132 Edmonds Ave NE (APN 9432800130). The property is located within the Sunset Terrace Redevelopment Master Site Plan (LUA14-001475) and consists of a portion of a site identified as the Edmonds Site (referred to as Site C). The site was allocated 25 multifamily units as part of a modification to the approved master plan in 2019. The project site is 40,097 sq. ft. (0.92 acres) and is located within the Center Village (CV) zoning classification. The applicant proposes to construct nineteen (19) townhome units in five (5) buildings as part of Phase II of the Willowcrest project. Phase I was approved as a combined preliminary and final Planned Unit Development and Binding Site Plan under LUA19-000061. Access to the site is proposed via a new 20-foot (20’) wide access drive that would connect Edmonds Ave NE with the existing access drive on the Phase 1 portion of the Edmonds site. The site would include nineteen (19) individual townhome lots, an access/parking tract (Tract D), and a common use area/utility tract (Tract D). The City’s COR mapping system indicates the presence of moderate and high landslide hazard areas and regulated slopes on the subject site. The proposal includes a mix of three (3) unit and four (4) unit buildings. Site development includes an access drive, surface parking, pedestrian walkways, outdoor common areas, and associated storm drainage, utility, and landscape improvements. The applicant has proposed the removal of all 38 trees on the site. The applicant submitted a geotechnical report, drainage report, arborist report, and traffic impact analysis to evaluate the application. LOCATION OF PROPOSAL: 1132 Edmonds Ave NE, Renton, WA 98056 (APN 9432800130) LEAD AGENCY/RESPONSIBLE ENTITY: City of Renton, Environmental Review Committee The Environmental Review Committee (ERC) convened on Monday, December 8, 2025, to consider the Planned Action designation request for the above project. The Planning Division of the City of Renton issued the Environmental Review concurrence memo on Tuesday, December 9, 2025. Upon determination by the City’s Environmental Review Committee that the proposal meets the criteria outlined in the Planned Action Ordinance (Ordinance #5813) and qualifies as a planned action, the proposal shall not require a State Environmental Policy Act (SEPA) threshold determination, preparation of an EIS, or be subject to further environmental review pursuant to SEPA. Docusign Envelope ID: B212A64C-AA47-4E1A-AB07-280A39FD0A75 Environmental Review Committee Memo December 9, 2025 SR_ERC_Concurrence_Memo_Willowcrest_251208_FINAL The City’s Environmental Review Committee designates the proposal as a “planned action,” pursuant to RCW 43.21C.030, as it meets all of the following conditions: ✓ The proposal is located within the Sunset Planned Action Area. ✓ The proposed uses and activities are consistent with those described in the Planned Action EIS and Planned Action Qualifications. ✓ The proposal is within the Planned Action thresholds and other criteria of the Planned Action Qualifications. ✓ The proposal is consistent with the City of Renton Comprehensive Plan and applicable zoning regulations. ✓ The proposal’s significant adverse environmental impacts have been identified in the Planned Action EIS. ✓ The proposal’s impacts would be mitigated by measures identified in Attachment B of Ordinance #5813 to be applied as conditions of permit approval, and other applicable City regulations, together with any modifications or variances or special permits that may be required. ✓ The proposal complies with all applicable local, state and/or federal laws and regulations, and the Environmental Review Committee determines that these constitute adequate mitigation. ✓ The proposal is not an essential public facility as defined by RCW.36.70A.200(1).
