HomeMy WebLinkAboutEX_21_Staff PowerPoint_20251209West African Community Center (LUA24-000390, CU- H, ECF) PUBLIC HEARING, NOVEMBER 18, 2025 JILL DING, SENIOR PLANNER Brief Description The applicant is requesting a Hearing Examiner Conditional Use Permit to establish a social service organization at 505 S 4th St in downtown Renton. The project site is zoned CD. The project site is approx. 0.39 acres and is comprised of 2 parcels. High Seismic Hazards and a Downtown Wellhead Protection Area, Zones 1 and 2 are mapped onsite. Brief Description The proposal would include: The reuse of an existing 11,465 SF building; Interior tenant improvements for office uses, a retail sundries store, tutoring services, volunteer services, and community board meetings; and Access would remain via existing alley along the west side of the project site. A 14-day public comment period commenced on September 22, 2025; The comment period ended October 6, 2025; Comments were received from the Duwamish Tribe, King County Wastewater Treatment Division, and Jeffrey Dineen; The Environmental Review Committee issued a SEPA Determination of Non- Significance on October 13, 2025. Brief Description Conditional Use Permit (CUP) Analysis The proposal is consistent with relevant Comprehensive Plan Land Use policies; The proposal is compliant with all relevant zoning regulations if all conditions of approval are complied with; and The proposal is compliant with the CUP criteria if all conditions of approval are complied with. Availability of Public Services Police and Fire Prevention staff indicate that sufficient resources exist to furnish services to the proposed development. Water service is provided by the City of Renton. Sewer service is provided by the City of Renton. There are no land disturbing activities proposed, therefore the proposal would not be subject to the adopted surface water regulations. The project site fronts on S 4th St, Smithers Ave S, and an alley. Interior remodels not involving building additions are exempt from street frontage improvements. Recommendation Staff recommends approval of the West African Community Center, File No. LUA24-000390, CU-H, ECF as depicted in Exhibits 2 and 3, subject to 2 conditions of approval.
