EG54938 CASE# 25-9610 OF COLL1510No TIME 11/05/25 15:16 COLL NARRATIVE CC 25-9610 On 11/5/2025 at 1517 hours I was dispatched to a motor vehicle collision at to intersection of SW 27th St and Oakesdale Ave SW in the City of Renton, King County, Washington. Pre-Collision Driver 2 stated that she was traveling South on Oakesdale Ave SW approaching SW 27th St in the #2 lane. Driver 1 fled from the scene prior to Police arriving and was not questioned regarding the collision. Collision Driver 2 stated that Unit 1 was in the #1 lane ahead of her proceeding South on Oakesdale Ave SW approaching SW 27th St. Driver 2 stated that Unit 1 suddenly turned left from the #1 lane. Driver 2 stated that she did not have time to stop and the front passenger side bumper of Unit 2 collided with the rear drivers side wheel of Unit 1. Driver 2 stated that following the collision, Driver 1 fled the scene on foot East on SW 27th St. Driver 1 was located a short distance away by another Officer who saw her and asked if she had been in a crash. Driver 1 answered in the affirmative and was then detained. Driver 1 informed me that she had no insurance and no valid drivers license. Injuries Driver 2 complained of chest pain. Vehicle Disposition Unit 1 was rendered inoperable and was towed from the scene. Proximate Cause I determined that Driver 1 is the proximate cause of this collision because the driver of a vehicle intending to turn left shall approach the turn in the extreme left-hand lane lawfully available to traffic moving in the direction of travel of the vehicle. Whenever practicable the left turn shall be made to the left of the center of the intersection and so as to leave the intersection or other location in the extreme left-hand lane lawfully available to traffic moving in the same direction as the vehicle on the roadway being entered. Driver 1 failed to do this and was cited per RCW 46.61.290 and RCW 46.30.020. 1 also determined there to be probable cause to arrest Driver 1 for the crimes of Hit and Run Attended because a driver of any vehicle involved in an accident resulting in the injury to or death of any person or involving striking the body of a deceased person shall immediately stop such vehicle at the scene of such accident or as close thereto as possible but shall then forthwith return to, and in every event remain at, the scene of such accident until he or she has fulfilled the requirements of subsection (3) of this section; every such stop shall be made without obstructing traffic more than is necessary. Where subsection 3 states: Unless otherwise provided in subsection (7) of this section the driver of any vehicle involved in an accident resulting in injury to or death of any person, or involving striking the body of a deceased person, or resulting in damage to any vehicle which is driven or attended by any person or damage to other property shall give his or her name, address, insurance company, insurance policy number, and vehicle license number and shall exhibit his or her vehicle driver's license to any person struck or injured or the driver or any occupant of, or any person attending, any such vehicle collided with and shall render to any person injured in such accident reasonable assistance, including the carrying or the making of arrangements for the carrying of such person to a physician or hospital for medical treatment if it is apparent that such treatment is necessary or if such carrying is requested by the injured person or on his or her behalf. It was determined that Driver 1 was the driver of Unit 1 because she had self admitted that she had been involved in the collision, she closely matched the description that Driver 2 provided to me, was found within 1 block of the collision mere minutes after the collision occurred, was the only person out in an active rainstorm on her phone and crying, also Driver 2 identified Driver 1 when she moved over to her location while I was waiting for a tow truck for Unit 1 and was with another Officer who had Driver 1 detained. EG54938 CASE# 25-9610 O OF COLLI 510N TIME 11/05/25 15:16 COLLISION NARRATIVE I also determined there to be probable cause to arrest Driver 1 for RCW 46.20.005 because except as expressly exempted by this chapter, it is a misdemeanor for a person to drive any motor vehicle upon a highway in this state without a valid driver's license issued to Washington residents under this chapter. Driver 1 had no photo ID on her at the time of the collision and only provided verbal accounts of her name, address, and phone number.
