On March 12, 2025, Confluence conducted a site investigation to determine the presence and extent of streams on and adjacent to the site. The study area includes the site as well as the area 115 feet (ft) beyond the parcel boundaries since 115 ft is the largest stream buffer identified in Renton Municipal Code (RMC) (Figure 1). Confluence also evaluated the study area for the presence of wetlands. Critical areas such as erosion hazard areas, steep slopes, and landslide hazard areas were not evaluated in this study but were evaluated by Geosyntec Consulting (2025). The study area is mostly forested to the south and west and overlaps the Vantage Glen neighborhood to the north and east. Panther Creek flows through the southern portion of the study area. The parcels are zoned residential multifamily (RMF), residential mobile home (RMH), and residential 8 dwellings/acre (R-8) (Renton 2025). According to the WETS table analysis, precipitation levels in the 3 months prior to the site investigation were lower compared to historical averages (NRCS 2025a). Vantage Glen has approximately 13 acres of forest land divided into six management areas ranging in size from 0.96 acre to 3.45 acres. Most stands are forested and have a good diversity of conifer and hardwood species appropriate to the area. Two stands are largely unforested and have extensive invasive species coverage. Ultimately, King Conservation District’s Forest Stewardship Program will lead the Vantage Glen Project to restore approximately 13 acres of upland and riparian forest. The forest restoration project involves the removal of invasive species using manual methods and installation of assorted native trees to promote the establishment of healthy forested habitat and create more contiguous habitat around Panther Creek. This report has been prepared as a supplemental document for a critical areas exemption request to the City of Renton. Vantage Glen Stream Study July 2025 Page 3 Figure 1. Study area Vantage Glen Stream Study July 2025 Page 4 2.0 METHODS This section describes the methods used to delineate the ordinary high water mark (OHWM) of Panther Creek and determine the presence or absence of wetlands. 2.1 Desktop Analysis To develop a strategy for the site investigation, Confluence reviewed relevant regulations and GIS databases. Confluence reviewed RMC to determine the standard buffer requirements for streams and wetlands in the project vicinity. Confluence reviewed the GIS databases listed below for the documented presence of streams, lakes, wetlands, or species listed under the Endangered Species Act (ESA) as threatened or endangered in the study area. Photographs taken during the site investigation are provided in Appendix B. 2.2.1 Stream The Revised Code of Washington (RCW) defines the OHWM as follows: “On all lakes, streams, and tidal water [the OHWM] is that mark that will be found by examining the bed and banks and ascertaining where the presence and action of waters are so common and usual, and so long continued in all ordinary years, as to mark upon the soil a character distinct from that of the abutting upland, in respect to vegetation as that condition exists on June 1, 1971, as it may Vantage Glen Stream Study July 2025 Page 5 naturally change thereafter, or as it may change thereafter in accordance with permits issued by a local government or the department” (RCW 90.58.030). Washington State Department of Ecology has published a guide (Anderson et al. 2016) to interpret the code and provide guidance for field OHWM determinations. Confluence used this guidance to determine the OHWM of Panther Creek within the site. Confluence identified discrete locations on the right and left banks of the stream to delineate the OHWM. Locations were chosen based on presence of field indicators of OHWM identified in Anderson et al. (2016) and shape of the channel. The location of the OHWMs on the right bank were marked with either pin or ribbon flags within the site, and all OHWM locations within the site were recorded using a Trimble mapping grade GPS receiver capable of sub-meter accuracy after post-processing. GPS points of the OHWM were collected on the left bank, but no flags were placed because reforestation is not proposed on the west side of Panther Creek. Due to dense tree canopy, the GPS did not record the flag positions to sub-meter accuracy. 2.2.2 Wetlands Confluence identifies wetlands using the methods described by the U.S. Army Corps of Engineers (Corps) in the Corps of Engineers Wetlands Delineation Manual (Corps 1987) and the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys, and Coast Region (Corps 2010). The Corps typically requires that the following 3 characteristics be present for an area to be identified as a wetland: (1) hydrophytic vegetation, (2) hydric soil, and (3) wetland hydrology. For each criterion, there are several possible indicators that can be used to determine whether the criterion has been met. To confirm the presence or absence of a wetland, data are collected from representative test plots. The locations of the test plots are based on the presence of visual wetland indicators (e.g., wetland vegetation, evidence of standing water) or are chosen to represent vegetative, topographic, or hydrologic features in the vicinity. Within these test plots, vegetation, soils, and hydrology are examined to determine whether wetland characteristics are present. Wetland delineation data forms completed during the site investigation are provided in Appendix C. Confluence also uses soil probes to determine the presence or absence of hydric soil and wetland hydrology indicators to determine whether the area represented by the soil probe is wetland or upland. Soil probe locations and presence or absence of hydric soil and wetland hydrology indicators are recorded using GPS. Confluence uses the PLANTS Database (NRCS 2025c) to provide consistency in scientific naming and the 2020 National Wetland Plant List (Corps 2020) to determine the wetland indicator status of plants. Vantage Glen Stream Study July 2025 Page 6 3.0 RESULTS 3.1 Panther Creek Panther Creek flows through a steep ravine within the study area, flowing south to northwest. Outside of the study area, the stream continues to the northwest and eventually discharges into Springbrook Creek approximately 2.3 miles northwest of the study area. Springbrook Creek discharges into the Black River, which flows into the Green River. Springbrook Creek, the Black River, and the Green River are all Type S (shoreline of the state) watercourses (WDNR 2025a). The headwaters of Panther Creek begin at Panther Lake, approximately 1 mile south of the study area. City of Renton and WDNR map Panther Creek as a Type F (fish-bearing) stream, and WDFW’s SalmonScape shows the documented presence of coho salmon (Oncorhynchus kisutch) and the presumed presence of cutthroat trout (Oncorhynchus clarkii) in the reach of Panther Creek within the study area (Renton 2025, WDNR 2025a, WDFW 2025b). Neither of these species is ESA-listed. WDFW’s PHS system does not identify any other priority habitats or species in the study area. WDFW’s SWIFD does not show any documented fish use in Panther Creek (WDFW 2025a). The reach of the stream within the study area is not mapped in a floodplain or a special flood hazard area (Renton 2025). Within the study area, the banks of Panther Creek are mostly vegetated, and large woody debris both parallels the banks and crosses the stream in many areas. Some bank incision was observed. The OHWM of Panther Creek was delineated by Confluence and is shown on Figure 2. The primary indicators used to delineate the OHWM included top of bank, sediment deposits, bank scour, and the presence of woody vegetation (e.g., salmonberry [Rubus spectabilis] and Devil’s club [Oplopanax horridus]). Riparian vegetation was dominated by big-leaf maple (Acer macrophyllum), western red-cedar (Thuja plicata), salmonberry, sword fern (Polystichum munitum), Devil’s club, yellow archangel (Lamiastrum galeobdolon), and Pacific waterleaf (Hydrophyllum tenuipes). The reach of Panther Creek in the study area is characterized by an OHWM width of greater than 24 inches, with a pool/riffle morphology and extensive large woody material along the banks and in-channel. Boulders are also present throughout the reach. The substrate is dominated by embedded cobbles and gravels. Vantage Glen Stream Study July 2025 Page 7 3.2 Wetlands Reviewed GIS databases do not map any wetlands in the study area (USFWS 2025, Renton 2025, WDFW 2025c, WDNR 2024b), and no wetlands were observed during the site investigation. Confluence collected 1 test plot (Test Plot 1) in a low spot along the right bank of Panther Creek, which reflected upland conditions (Figure 2; see Appendix C for wetland determination form). Two soil probes were collected and also indicated upland conditions (Figure 2). Soils in the study area are mapped as Alderwood gravelly sandy loam (15-30% and 8-15% slopes), a non-hydric soil (NRCS 2025b). 4.0 REGULATORY IMPLICATIONS Per RMC 4-3-050G, Panther Creek, a Type F stream, is subject to a 115-ft buffer and a 15-ft structure setback beyond the buffer. Per RMC 4-3-050C(3), enhancement activities—which include removal of noxious or intrusive species, plantings of appropriate native species and/or removal of diseased or decaying trees which pose a clear and imminent threat to life or property—are an exempt activity in streams and their buffers. Figure 2 shows Panther Creek, its standard buffer, and areas within the stream buffer where restoration may occur as needed (invasive removal, native planting, etc.).
