HomeMy WebLinkAboutC_On-Hold Letter_Saleh Foundation Center_251211December 11, 2025 Nadeem Khan 4024 Jones Ave NE Renton, WA 98056 Subject: Notice of Complete Application Saleh Foundation Center, LUA25-000364, SA-H, CU-H, ECF Dear Nadeem: The Planning Division of the City of Renton determined that the subject application was complete according to submittal requirements on October 24th, 2025. Upon further review of the application, staff determined that additional information is needed in order to complete the review. Engineering Corrections: 1.The preliminary technical information report indicates that the project is utilizing full infiltration as outlined under Appendix C of the 2022 RSWDM to qualify for the 0.15 cfs exemption, however, per Table 1.2.9.A (Onsite BMP Sizing Credits) of the RSWDM under full infiltration subnote (3), “For any project subject to Simplified Drainage Review, and for any single family residential project subject to Directed, Full or Large Project Drainage Review, the design requirements and specifications in Appendix C, Section C2.2 may be used for design of full infiltration on individual lots. For all other projects, including any project where full infiltration is proposed to serve more than one lot, full infiltration must be designed in accordance with infiltration facility standards in Section 5.2.” Additionally, per section 1.2.3 subsection B (Core Requirement #3: Flow Control Facilities, Flow Control Duration Standard Areas, Target Surfaces), target surfaces can only be removed via full dispersion from the 5 categories, therefore, the report will need to be updated to clearly demonstrate that the site meets the requirements of Core Requirements #3 via infiltration calculations as modeled in section 5.2 of the RSWDM without utilization of the 0.15 cfs exemptions. Specifically, design infiltration rates as determined via geotechnical analysis and manual requirements shall be modeled which includes all target impervious areas (including the frontage improvements) showing that the flow control duration matching forested conditions is met at the point of compliance. Updates to the report and pertinent sections of the geotechnical report shall be made showing that the standard is met during the land-use application. 2.Provide operations and maintenance information for the infiltration facilities that demonstrates how they can be maintained since the building entirely encompasses the lot from the north to south Nadeem Khan Page 2 of 3 December 11, 2025 property line prohibiting maintenance access. This may be accomplished through building design or offsite easements. 3.Please remove Option #2 (infiltration trench beneath parking garage). The City will not allow infiltration facilities beneath the building’s footprint. Catch basins within the parking garage will need to drain into the sanitary sewer after passing through an oil/water separator. 4.The proposal includes two infiltration trenches outside the building footprint. In sizing infiltration trenches, the required length of a facility cannot be reduced by increasing the facility width. The City may consider a design that includes multiple distribution rows within an infiltration bed with the support of a mounding analysis. 5.More information is needed regarding the feasibility of expanding the Jones Ave NE to the west including, but not limited to, grading, wetland/critical areas and buffer locations and drainage features. The proposal will likely require a shoulder along the west side of the roadway and grading and critical area impacts will need to be understood. 6.5:1 tapers will need to be increased to meet AASHTO or other sound engineering standards based on prevailing speed of the roadway which should be minimum 10 mph above posted speed (35 mph). Technical Services Corrections 1.The preliminary parking agreement shall be amended as follows: a.Revise the agreement so that the parties are correctly identified (the Foundation should be listed as the licensee). b.Include the required exhibit referenced in the document. c.Update ownership information: the property at 4210 Jones Ave NE is owned by Marc and Kaaren Pritchard, and their signatures—with notary acknowledgements—must be included. d.The agreement should be in a recordable format and recorded with King County. e.Ensure all parties’ signatures are notarized. f.Add the Parcel Numbers for both properties to the document. Renton Regional Fire Authority Corrections 1.Approved fire sprinkler, fire standpipe systems and fire alarm systems are required throughout all the buildings. Direct outside access is required to the fire sprinkler riser room. A fire alarm system Nadeem Khan Page 3 of 3 December 11, 2025 is required to be fully addressable and full detection is required. The fire standpipe system is required for all buildings over two stories and required in all stairways. Separate plans and permits required by the fire department. 2.Proposed fire sprinkler control room in the east side of the first floor of the building would not be allowed as the fire sprinkler supply main is not allowed to be installed under the building as shown in the latest plans. 3.Fire department apparatus access roadways are required within 150 feet of all points on all buildings. The building as proposed does not meet this requirement. Fire department access is further restricted by the proposal to construct the building all the way to the very north and very south property lines allowing no access to the north, south and east sides of the building. Fire lane signage required for the on-site roadways. The required turning radius is 25 feet inside and 45 feet outside. Roadways shall be a minimum of 20 feet wide. Roadways shall support a minimum of a 30-ton vehicle and 75-psi point loading. Minimum vertical clearance is 13-feet, 6-inches, proposed fire apparatus access under the second-floor building area shall meet this requirement. Department of Fish and Wildlife Comments 1.Please have the wetlands consultant provide a memo responding to Department of Fish and Wildlife comments, dated November 6, 2025 (Attachment A). At this time, your project has been placed “on hold” pending receipt of the updated project documents identified above and in the attached memo. The maximum time for resubmittal shall be within ninety (90) days of this notice, unless an extension is approved by the Current Planning Project Manager. To ensure no net loss (WAC 220-660-080) of ecological functions and values occurs, WDFW recommends a buffer width of 105 feet for the regulated wetland. We request to see the wetland buffer enhancement plan, and we recommend utilizing removed hazard trees on site, as Large Woody Material (LWM) in the wetland system if possible. Additionally, we request confirmation if an outfall associated with regulated waters (WAC 220-660-260) will be constructed and whether the dissipation will affect the overall function of the nearby watercourses. A WDFW-issued Hydraulic Project Approval (HPA) may be required. Finally, we encourage people planning hydraulic projects to submit a general concept (pre-application) for review through the Aquatic Protection Permitting System (APPS). At any stage of the planning process, you may contact your local habitat biologist, Maria McNaughton (maria.mcnaughton@dfw.wa.gov), to ask questions and get feedback on project design and compliance with the Hydraulic Code.
