On 12-01-2025 at approximately 1806 hours I was dispatched to a non-injury hit and run collision that occurred in the parking lot of Enterprise Rent A Car located at 1110 SW Grady Way. Upon arrival, I contacted the reporting party who identified himself as Carlos Arthur Rasmussen DOB: 08-26-1963 (verified WADL). Carlos said that he was parked in the West parking lot sitting in the driver seat of his green 2024 Kia EV9 bearing Washington license plate CNR6616. At approximately 1755 hours he observed a dark colored sedan drive into the parking lot and park in an open parking stall just to the south of the front doors of Enterprise. This parking stall was Located directly in front of where Carlos was parked.A black female, approximately 50 years old, 5'07"tall, with curly hair exited the driver seat and walk into Enterprise.Approximately 5-10 minutes later, this same female walks out of Enterprise, gets back into the driver seat, and proceeds to back up her vehicle into the front of Carlo's parked vehicle. She then starts to drive forward towards the parking lot exit. Carlos honks multiple times, but the female doesn't stop her vehicle. Carlos exits his vehicle and attempts to flag her down, but she continues to exit onto S Grady Way. Carlos goes into Enterprise and relays what happened. He is told by staff that he will need to follow up with management,who is not on scene and could contact him tomorrow (12-02-2025). Carlos then called 911. Carlos pointed out where the damage on his vehicle was. I observed light scratching on the front of his vehicle just below the hood between the center line of his vehicle and the passenger side front headlight. I took photographs of the damage. Carlos stayed outside while I contacted the front desk of Enterprise.The employees on site tell me they know who the female was driving the vehicle and that per their policy they cannot release any information. The employees on site said that management will be calling Carlos tomorrow(12-02-2025). Carlos said he was going to wait for management to contact him the next day with the female's information. I advised Carlos if they did not contact him, to call 911 again and have Police respond. On 12-02-2025 at approximately 1834 hours I was dispatched to a follow-up at Enterprise Rent A Car located at 1110 SW Grady Way. Carlo was calling back in and requesting contact. I responded to the location and contacted Carlos in the parking lot. Carlos said management did not call him. He said he tried calling Enterprise and was unable to get in touch with anyone. Carlos stressed that although the damage is minor to his vehicle, it is a lease, and he will have to pay for the damages when he eventually returns the vehicle to KIA. Carlos stayed outside while I went inside and contact the Branch Manager, Katia Nelson. Katia said that she could still not release any contact information regarding the female who was driving. Katia told me she was able to review the video footage and she said that the vehicle got close to Carlos's vehicle, but she doesn't believe a collision occurred because she did not see Carlos's car jerk back or move. She also told me she spoke to the female driver and the female confirmed a collision did not happen. I told Katia that 1 would like to speak with the female myself because since the damage is minor on Carlos's car, maybe she didn't know she struck his vehicle. I also told Katia at this point if I can't hear the female's side of the story then I am now investigating the crime of hit and run.Another employee on site who was not identified asked me if that was still the case even though it was on private property, and I told her yes. Katia provided me with a phone number I would have to contact to get access to the security footage. I provided Carlos with my business card and the case number. I told him I would follow-up if I am able to identify who the female driver was. I called the Enterprise Law Enforcement number provided by Katia (844-307-8660) at approximately 2144 hours on 12-02-2025. 1 spoke with a male who verbally identified himself as David Mendez, operator#e77dpp. I advised David I was requesting vehicle and driver This incident occurred in the sCity of Renton,King County,Washington State. !declare underpenalty of perjury under the laws of the State of Washington that the foregoing is true and correct. Officer: Smith, Robin #R12986 Reviewed By: Latronico, Glenn John Date/Time: 12/10/2025 03:55 Collision 2025-00080334 Paqe 4 OF 5 Case Number 2025-00080334 Officer Narrative-Continued information to the unknown suspect vehicle, as well as video surveillance that looks over the west parking lot of Enterprise. 1 requested the surveillance be from 12-01-2025 between 1730- 1820 hours. David requested I sent him an email. I sent David an email at approximately 2200 hours on 12-02-2025 outlining my request. David said he would need the suspect vehicle, and I told him that the Branch Manager(Katia), had that information and was refusing to release it. When I asked David when I could expect a reply, he said he would forward the request tonight when he received the email, and he is unsure how long it takes from there. I informed David that if he needed a warrant to release the video, I'd complete one. He said he wouldn't need that at that time. On 12-08-2025 at approximately 1654 hours I forwarded my original email to David requesting an update. As of 12-10-2025 at 0124 hours, I have not received a reply. If the driver of the dark colored sedan can be identified, I have probable cause to arrest for RCW 46.52.020 hit and run. The female committed this when she failed to stay on scene and exchange information with Carlos after colliding with his vehicle. I uploaded my photos to Axon.
