Officer Narrative
Narrative
This incident was captured on my body worn video camera and/or in-car dash camera. This report is a
summary of events that occurred and is not an exact sequencing of events.
On 12/10/2025 at approximately 1945 hours I was dispatched to the report of a collision at The Windsor
Apartments, 4115 NE 5TH ST Renton, King, WA. It was reported that a vehicle, identified as a 2011 gray
Hyundai Elantra, WA/CHA2342, drove into the side of the apartment building. No reporting parties witnessed
the driver get out of the vehicle, and it was unoccupied.
At approximately 1951 hours I arrived and contacted a female who identified herself as Isis G. Romero Casana
(DOB: 07/24/2004). Isis told me the following:
She had been driving the Elantra (which is registered to her mother)to drop off her child at unit#G-302 with
the babysitter, before Isis went to work. Isis parked her vehicle in the fire lane and turned on her hazard lights.
She turned the vehicle off, but left the keys inside with the door unlocked, since she was coming right back
after dropping off her child.
Isis was inside for approximately 10 minutes when she heard a loud crash and ran outside to find her vehicle
had crashed into the side of the building. Isis believes it was possibly an attempted auto theft.
I contacted the babysitter who advised that Isis was inside with her when they both heard the crash and that
Isis was not the driver during the collision.
Isis' story was not consistent with an attempted automobile theft, and the way the vehicle crashed was
inconsistent with someone fleeing the parking lot after stealing a car.The car had crashed over a large rock at
a high rate of speed going to opposite direction, coming into the parking lot from the street.The suspect
would have had to make a full U-turn out of the parking lot,then drive back into the parking lot and launch the
car over the boulder into the building.
I did not find Isis' story about leaving the keys in her vehicle or the auto theft plausible, and believe that Isis
was possibly the driver during the collision after she lost control of the vehicle. Isis was not licensed and did
not have insurance. I asked Isis multiple times, but she did not admit to being the driver, and no witnesses
could place her behind the wheel. I did not locate any surveillance cameras to verify Isis' story.
Based on the lack of information and evidence,there was not probable cause for RCW 9A.56.065 Theft of a

Motor Vehicle—Attempt. With the limited information available,the collision is being considered a hit and run
with property damage.The suspect driver is unidentified, and there was damage to the front bumper, as well
as the patio and siding of#G-101.
I provided Isis with the case number and the case number was left at the leasing office.The Elantra was
impounded by Bankers Towing.
This ended my involvement in this case.
