On 12/11/2025 at approximately 1249 hours,while employed as a uniformed Patrol Officer for
the City of Renton, I was flagged down for the report of a Hit and Run that had just occurred at
the intersection of N 3rd ST and Sunset Blvd N, within the City of Renton, County of King, State of
Washington.
The following was recorded on my department issued body camera (BWC). Statements and
events have been summarized for clarity, see my full BWC footage for further details.
I was contacted by the driver of Unit#2, identified by his WADOL as Lucas J. Hussey
(04/21/1979). Hussey stated that he had been heading eastbound on N 3rd ST in his 2006 Dodge
Ram (WA Plate C52673Y), and had come to a stop just before the railroad tracks at the
intersection of Sunset Blvd N.At this location there are four lanes of westbound traffic, with the
far left lane being#1. Hussey was in the#2 lane.
He stated that while he was stopped, the unidentified driver of Unit# 1, a 2022 Chevrolet Malibu
(WA Temp Plate A8841390)was in the#3 lane to his right, and that Unit# 1 turned into him,
colliding with the right side of Unit#2.
According to Hussey, the driver continued forward, and so Hussey pulled up next to him and
told him to pull over. He said he began taking pictures of the vehicle and the driver,who then
became agitated, telling him to stop. Hussey said that he saw my marked patrol vehicle nearby
and told the driver to pull into the parking lot.The driver of Unit#1 then allegedly got back into
the vehicle and fled the scene.
Hussey provided photographs of the Malibu and unidentified driver which have been uploaded
to evidence.com.
The Ram sustained minor damage to the right side. Photographs show the Malibu sustained
minor damage to the front left fender. Hussey reported no injuries.
I asked Hussey what he would like to see done if the driver is identified. He stated that initially he
was only looking to exchange information with the other driver, but if they refused to do so,

Hussey is willing to assist with prosecution for the crime of Hit and Run Attended.
I provided Hussey with this case number and my business card.
Suspect Description:
Adult Black male
20-30 years old
Approximately 6'1"tall
Approximately 230lbs
White sweatsuit
Reported to have an accent
I looked up the registration for the Malibu in WADOL, which shows the vehicle registered to a
Papa Sow,with no DOB or DOL listed. Sow had a listed address of 510 Stevens Ave SW,Apt
Q303 in the City of Renton. I went to the address and attempted contact, no one answered the
door.
I looked up the Malibu in Carfax and saw that the vehicle was sold by Sound Ford in Renton, a
copy of the Carfax report has been uploaded to this case. I contacted the dealership by phone
and asked if they could supply any further information for the subject who purchased the
vehicle. I was told I would need to do this in person. Due to calls for service I am unable to
respond to the dealership to collect this information.
Case Status: Suspect Papa Sow collided with victim Hussey's vehicle on the roadway, causing
minor damage to both vehicles. Sow then fled the scene,failing to exchange any information
with the victim. Good photographs are available of the suspect and his vehicle,with a valid
Renton address, and further information likely available from Renton Ford where the vehicle was
recently purchased. Probable Cause exists for the crime of Hit and Run Attended. Please
