PROJECT DESCRIPTION:The City of Renton is requesting approval of a Shoreline Exemption for proposed repair
and maintenance activities on approximately 910 linear feet of Springbrook Trail . The trail
varies in widths but the total area of the repair sections is 10,357 square feet. The
properties included in the Shoreline Exemption request include a total of three (3)
parcels (2423049126, 2423049125, and 2423049053). The request also includes areas
with no associated parcel numbers in public right of ways (See Exhibit 1). Work will be
located within BRSC-A, B, and C: Black River/Springbrook Creek Regulated Shoreline
Jurisdictions (Shoreline High Intensity, Black River/Springbrook Creek Reaches) and
adjacent to critical wetland areas. It is also located in an area designated by FEMA as
an AE flood zone. Short sections of asphalt have heaved due to tree root growth beneath
the asphalt causing a public safety concern for trail users. These sections will be
demolished, removed, and new asphalt laid. Minor root cutting will occur to remove roots
beneath the asphalt, but tree removal is not proposed as part of the project. The
proposed repair work may result in disturbance to existing understory, including shrubs
and ground cover, therefore staff recommends as a condition of approval that any
disturbed vegetation be re-vegetated following the repair activity. Provided all vegetation is
replaced the project would result in no net loss of ecological function or value.

EXEMPTION JUSTIFICATION: An exemption from a Shoreline Management Substantial Development Permit is hereby
Approved with Conditions* on the proposed project in accordance with RMC 4.9.190C 'Exemption from Permit System'
and for the following reasons:
Maintenance and Repair: Normal maintenance or repair of existing structures or developments, including damage by
accident, fire or elements.
The proposed development is:
Consistent with the policies of the Shoreline Management Act .
Consistent with the guidelines of the Department of Ecology where no Master Program has been finally approved or
adopted by the Department.
Consistent with the City of Renton Shoreline Master Program.
CONDITIONS:PLN - Administrative Decision Condition
1. The applicant shall re-vegetate any disturbed understory following the completion
of the maintenance work.

RECONSIDERATION: Within 14 days of the decision date, any party of record may request that the decision be reopened
by the approval body. The approval body may modify his decision if material evidence not readily discoverable prior to the
original decision is found or if he finds there was misrepresentation of fact. After review of the reconsideration request, if
the approval body finds sufficient evidence to amend the original decision , there will be no further extension of the appeal
period. Any person wishing to take further action must file a formal appeal within the 14 day appeal time frame.
APPEALS: The administrative land use decision will become final if not appealed in writing together with the required fee
to: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057 on or before 5:00 pm, on July 03, 2018
(RCW 43.21.C075(3); WAC 197-11-680). RMC 4-8-110 governs appeals to the Hearing Examiner and additional
information regarding the appeal process may be obtained from the Renton City Clerk's office, Renton City Hall, 7th Floor,
