VICTIM INTERVIEW: PARAGAS JOSHUAV I spoke with the victim and registered owner, Joshua V. Paragas (DOB: 07/08/1996, identity verified by Washington Driver License), by phone.The following is a summary of our conversation: Paragas'vehicle, a 2021 Hyundai Sonata (WA/ BZZ1940),was parked in the parking lot of Fred Meyer while he was at work.Around 1300 hours his store manager, Joshuah M. Dunn (DOB: 06/24/1977), told him another vehicle collided with his vehicle then fled. Paragas said his vehicle had scratches and minor dents to the front-driver side. Paragas'vehicle was unattended at the time of the collision. This concluded my conversation with Paragas. WITNESS INTERVIEW: DUNN,JOSHUAH M. I spoke with Dunn about the incident.The following is a summary of our conversation: Dunn was standing in the parking lot near his own vehicle. Dunn saw a gray Honda Pilot(WA/ ACS3367)trying to back into a vacant parking stall next to Paragas'vehicle. Dunn didn't know the Hyundai was Paragas'vehicle at the time. The driver of the Honda tried to back into the stall but abandoned his efforts, pulling forward and striking Paragas' Hyundai in the process. Dunn left a note on the Hyundai asking the owner to contact him as a witness to the collision. Dunn made a PA announcement in store for the owner of the Hyundai to meet him. Paragas eventually found Dunn and asked about the collision, learning it was his vehicle. Dunn described the driver of the Honda as a white male in his 20's, around 6-feet tall, about 200 pounds, with long hair in a ponytail and a beard. Dunn said he would be able to identify the driver if seen again. This concluded my conversation with Dunn. PHOTOGRAPHS Dunn said he photographed the Honda as it drove away. Dunn uploaded this photograph via Axon Community Request link. I viewed the photograph and saw the license plate matched what Paragas gave me. I sent Paragas an Axon Community Request link for photographs of the damage to his vehicle. Paragas has yet to upload any photographs. I went to Fred Meyer, located Paragas'vehicle, and photographed the damage with my department issued cell phone. SUSPECT The registered owner of the Honda Pilot was Samuel D. Nelson (DOB: 02/13/1996). Per Nelson's Washington Driver License information, he was in his late 20's, 5-feet-1 0-inches tall, and weighed about 210 pounds. I viewed his license photograph and saw he had a slight beard and what appeared to be long hair. PROBABLE CAUSE If Nelson is positively identified as the driver of the Honda,there is probable cause to arrest him for hit and run to an unattended vehicle, RCW 46.52.010(1). DISPOSITION I will follow up on this case. This concluded my involvement in this case.
