CALL TO ORDER In Attendance: Members: Marlene Winter,Cynthia Burns,AI Dieckman, Larry Reymann,Tim Searing, Shun Takano, and Troy Wigestrand City Staff: Kelly Beymer, Leslie Betlach,Cailin Hunsaker, and Roberta Graver Chair Marlene Winter called the meeting to order at 4:30pm. Roll call was taken.All board commissioners were present. 2. APPROVAL OF AGENDA Troy Wigestrand made a motion, seconded by AI Dieckman to approve the agenda as presented; all were in favor, motion carried, and the agenda was approved. 3. APPROVAL OF MINUTES Larry Reymann made a motion to approve the October 10, 2017 minutes,AI Dieckman seconded, all were in favor, motion carried, and the minutes were approved. 4. ORAL COMMUNICATIONS/PUBLIC COMMENTS �'^�^^ ��^" ��"^^' Renton High student, Michelle Nguyen introduced herself and expressed interest in learning about the Parks Commission. 5. BOARD COMMUNICATION Other—Larry reported that he's heard positive responses to the Bird Island improvements. 6. DISCUSSION/ACTION ITEMS Neighborhood Program—Kelly Beymer shared highlights of increase number of recognized neighborhoods,the number and dollar value of neighborhood grants that were distributed,summer events,trailer'wrap' sponsorship and the board showed interest in touring the LaCrosse Neighborhood projects (beehives and exercise equipment). Custer Naming Request Decision—Three rooms in the Renton Community Center were identified that could be renamed. Larry Reymann motioned to offer these three room options to the Custer family to select to be renamed;Tim Searing seconded, all were in favor,the motion carried. Coulon Security Camera Update—The fairly extensive plan is complete that will install about 50 security cameras at Gene Coulon Memorial Beach Park. Full installation will happen in 2018. Future potential may include cameras at the boat launch for live web streaming to monitor busy times. Parks Commission Meeting November 14, 2017 Page 2 of 2 � Eastside Rail Corridor—Cailin Hunsaker reported that the "Spike Removal Ceremony" was on October 17, near the Mountain View Rd N construction site.The soft surface trail is Phase 1, and the official trail will be in the works for a few years, eventually connecting to Woodinville. Homeless Camp Update—Cailin reported that with a regular staff person monitoring homeless encampments, the Parks Division is staying on top of finding camps quickly and performing cleanups in a timely manner. Funding for cleanups are currently at the level where it was in December last year, and yet still have one more month in 2017 to fund remaining camp cleanups. Police have been valuable partners in the effort. Most common areas encampments are found are in the Honey Creek, Devil's Elbow, Black River Riparian Forest, Wetlands Mitigation Bank, and Cedar River open space areas. Board asked for total number of encampments for 2017 at January board meeting. 7. ADMINISTRATOR'S REPORT Traditionally the cold weather shelter has been utilized so far, but warmer than expected weather hasn't warranted it.The 300 Rainier Avenue building was used as a shelter in the past, but it's currently being used as the Emergency Feeding Center. If weather is under 32 degrees for 24 hours,this building will be used to house up to 30 people overnight. REACH will run the shelter with contracted staff from Catholic Community Services.This is a temporary location,as the building is Airport property. Leslie reported that the May Creek area Fawcett property will be fully acquired soon.The complex agreement involves various facets of a lot line adjustment.This acquisition supports future planning of creating a trail connector under I-405.This future plan would involve collaboration with Washington State Department of Transportation and King County. Cailin reported that Kira Le,a Girl Scout,earned her Gold Award with a funding and installment project at the Cedar River pog Park (Narco Property).She raised funds and enlisted volunteers to install four agility apparatuses at the park.She installed them per national standards;City Parks staff approved them. Kira will hold an Open House on November 25, 2017 to promote the improvements and gather feedback on the project. Cailin also reported that the in-water work is starting at Bird Island to remove in-water debris and install large woody debris to enhance habitat for migrating salmon.This should wrap up in late December. 8.
