Dear Rick Capka:
On November 19, 2025, the Washington State Department of Ecology reissued the
Construction Stormwater General Permit. The permit becomes effective on January 1, 2026,
and expires five years later on December 31, 2030. This is your permit coverage letter for
permit number WAR314062, effective January 1, 2026. Retain this letter with a copy of the
permit and Stormwater Pollution Prevention Plan (SWPPP). It is the official record of permit
coverage for your site. For easy access from your site, you may keep your records in an
accessible electronic format.
Permit Overview
The new permit has a number of changes. The changes are summarized in the fact sheet and
Appendix D of the Fact Sheet. You can find copies of the new general permit, permit forms,
and other information on the permit webpage

Discharge Monitoring Reports and Site-Specific Monitoring Requirements
The permit requires you to submit monthly discharge monitoring reports (DMRs) electronically
using Ecology's secure online system, WQWebDMR. Find step-by-step instructions on how to
register for WQWebDMR and the WQWebDMR User Guide online

We are currently updating our Permit and Reporting Information System (PARIS,
https://apps.ecology.wa.gov/paris/) database with the site-specific monitoring requirements
of the reissued permit, based on the renewal application you submitted earlier this year. We
will send you an additional site-specific monitoring summary page with more information after
we have finished setting up your monitoring requirements and DMRs in the PARIS database.
We will send you this monitoring summary page as soon as possible to support your collection
of samples and submitting the first DMR of the permit cycle, due on February 15, 2026. We
encourage you to read the revised permit to ensure you understand your monitoring
requirements in the meantime.
Permit Fees
State law (RCW 90.48.465) requires that all permittees pay an annual permit fee based upon
the state fiscal year. The state fiscal year begins each year on July 1 and ends on June 30 the
following year. Ecology sends permit fee invoices to all permittees annually. Permittees who
have permit coverage on or after July 1 will receive a permit fee invoice for coverage during
that state fiscal year. If you would like more information on the permit fee process, visit

Your Right to Appeal
You have a right to appeal the final general permit and general permit coverage for a specific
facility to the Pollution Control Hearings Board (https://eluho.wa.gov/boards/pollution-
control-hearings-board). Appeals of general permit coverage must be filed within 30 days of
the receipt of this coverage letter, where "date of receipt" is defined in RCW 43.21B.001(2).
Any appeal is limited to the general permit's applicability or non-applicability to a specific
discharger.
The appeal process is governed by chapter 43.21B RCW and chapter 371-08 WAC. For more
