On 12/16/2025 1 was working uniformed patrol in marked Renton Police vehicle#B379 and wearing a jumpsuit
with Renton Police patches on each shoulder as well as the words "Police" written on the front and back of my
external vest.The below described incident is intended to be a summarized version of what was captured on
Axon Body Camera.
At approximately 1522 hours, I was dispatched to a hit-and-run vehicle collision which occurred in the 10900
block of SE 168th Street, within the city limits of Renton, County of King, State of Washington.
While en route, Dispatch advised the victim was waiting in a nearby parking lot, specifically the 7-11
convenience store at SE 168th ST/116th Ave SE,for police contact. Dispatch updated responding Officers that
the suspect vehicle, described as a gray Kia Niro SUV(WA Plate#CHP0036),was last seen fleeing the area
eastbound on SE 168th Street.The driver was described as a white female, in her 50's, medium to heavy build,
light-colored hair, and wearing a white t-shirt. I requested other responding Officers check the Registered
Owner's (RO) address to see if the vehicle was there.
Upon arrival at the 7-11 parking lot, I contacted the victim and driver of Unit#2.The driver of Unit#2,
identified by pictured WADL as Nurik, confirmed no injuries had occurred requiring immediate medical
response at the time of report.There, I collected Nurik's driving documents and his independent recollection
of events leading up to the collision.
The driver of Unit#2 (Nurik) said he was the sole occupant of his vehicle and was traveling eastbound in about
the 10900 block of SE 168th Street—just east of the intersection of 108th Ave SE. While Unit#2 was traveling
east, Unit#1 (Kia Niro) emerged from a private parking lot located at the northeast corner of 108th Ave SE and
SE 168th Street.The driver of Unit#2 said that Unit#1 turned into the oncoming lane of travel and began
traveling eastbound in the westbound lane of travel on SE 168th Street.The driver of Unit#2 stated that Unit
#1 then collided with the driver's side of Unit#2 causing minor damage to the driver's side door and front
fender of Unit#2.
The driver of Unit#2 stated that Unit#1 then continued driving eastbound in a reckless manner, moving from
the oncoming lane to the far-right shoulder and unable to maintain lane position.The driver of Unit#2 was
able to record cell phone video of Unit#1's evasive driving and captured the license plate of the vehicle.The
driver of Unit#2 stated that there were multiple opportunities for Unit#1 to pull over and exchange

information, however, Unit#1 continued eastbound at a high rate of speed.The driver of Unit#2 stated that
he contacted 911 but did not continue following after Unit#1 reached the intersection of SE 168th Street and
116th Ave SE.
I contacted a witness by phone,verbally identified as Chin,Jeff(DOB 05/18/1972). Chin stated that he was
driving his vehicle which happened to be equipped with multiple onboard cameras,facing out from the front
and rear of his vehicle. Prior to the collision occurring, Chin noticed Unit#1 traveling southbound at a high rate
of speed and in the oncoming lane of travel, specifically southbound in the northbound lane of travel, on 108
th Ave SE and approaching the intersection of SE 168th Street. Chin said that Unit#1 made a reckless turn to
"cut through"the car mechanic shop located at the northeast corner of the intersection. Chin said that Unit#1
drove through the parking lot at a high rate of speed before emerging out onto SE 168th Street from the south
side of the car mechanic shop parking lot (north side of SE 168th Street). Chin said he was traveling directly
behind Unit#2 as they both made an eastbound turn onto SE 168th Street. Chin said that Unit#1 turned
eastbound and began traveling in the oncoming lane of travel, specifically eastbound in the westbound lane of
travel, before continuing to merge into the correct lane of travel, subsequently colliding with the driver's side
of Unit#2.The witness has since uploaded the onboard vehicle camera footage that captured this incident to
this report.
The driver of Unit#2 stated he would be willing to pursue criminal charges of hit-and-run and said he could
identify the driver, if seen again. 1 photographed the damage to Unit#2's vehicle and have uploaded said
photos to this report. While conversing with the driver of Unit#2, 1 was updated by Officer A. lurco that he
had located Unit#1 parked in the driveway at the RO's address, specifically at 16841 125TH Ave SE, also within
the city limits of Renton. Officer lurco radioed that he was speaking through the window with a resident and
that the female resident would come outside shortly. With that information, I read the driver of Unit#2 the
pre-one-on-on admonitions from my department issued code book which he stated he understood.The driver
of Unit#2 opted to follow my patrol vehicle to Unit#1's address.
At 1601 hours, 1 arrived at the RO address (16841 125TH AVE SE) with Nurik. I contacted Officers lurco and J.
Elfering who had already arrived on scene and began communicating with a female resident through the
window. Officer Elfering said that the female resident appeared to have slurred speech. While standing at the
front of the residence, a female resident opened the front door. I asked the female, later identified by DOL
photo as PAROUTAUD, KARA EILEEN (DOB 08/19/1977),to step outside of the residence and speak to me.
PAROUTAUD stepped outside of the threshold of the front door and onto the front porch. I informed
PAROUTAUD that she was being detained for investigation of hit-and-run and placed her into handcuffs.

While conversing with PAROUTAUD, I smelled a strong odor of intoxicants.As I got closer,the smell became
stronger. PAROUTAUD had watery eyes and her speech was slurred. Based on my training and experience, 1
suspected PAROUTAUD may have been under the influence of alcohol. Due to the 40-minute time delay
between the time of incident and the time of contact at PAROUTAUD's place of residence, I did not further
investigate the Driving Under the Influence (DUI) suspicion. I simply notate it in this report as reference to a
possible motivating factor for why PAROUTAUD, a licensed and allegedly insured driver,would not stop at the
scene of a collision.
I walked over to Nurik who stated he had a good view of PAROUTAUD from his vehicle. Nurik identified
PAROUTAUD, with 95%certainty, as the same person who was driving the involved vehicle (Unit#1) at the
time of collision prior to fleeing the scene.
I informed Officers lurco and Elfering that the witness had identified PAROUTAUD with enough certainty to
place her under arrest. I was informed that PAROUTAUD had been read her Miranda Rights by one of the
Officers on scene and that she was willing to speak to Officers. Post Miranda, PAROUTAUD mentioned that she
was driving her vehicle earlier today, and "down the street", and was involved in a collision. PAROUTAUD
claimed to be driving home from work and that "the other vehicle" hit her vehicle but that they did not stop.
PAROUTAUD said that "1 was going to call 911" when she got home.According to Dispatch, PAROUTAUD never
placed a call to 911 or non-emergency ValleyComm. It should be noted that PAROUTAUD is the single
registered owner of Unit#1.
I developed probable cause for the arrest of KARA E. PAROUTAUD (DOB 08/19/1977)for violating the crime of
Hit-and-Run-Attended by being involved in a collision with a vehicle that was attended by another driver, and
failing to stop and remain at the scene until fulfilling all statutory duties (provide name, address, insurance
company, policy,vehicle license, exhibit driver's license and render reasonable assistance to any person
injured). Reference RCW 46.52.020.
1 also developed probable cause for the arrest of KARA E. PAROUTAUD (DOB 08/19/1977)for violating the
crime of Reckless Driving by by operating a motor vehicle with willful and wanton disregard for the safety of
persons or property by recklessly entering into the oncoming lane of travel against a double yellow line on two
different occasions (16700 block of 108th Ave SE and 10900 of SE 168th Street), putting the other involved
party, other commuting traffic, pedestrians, and property at extreme risk resulting in a collision. Prior to

collision, PAROUTAUD also entered a private property parking lot at a high rate of speed to cut through the
lot, putting pedestrians, employees, and patrons of the business at additional risk. Reference RCW 46.61.500.
1 cited the driver of Unit#1 (PAROUTAUD)for violating RCW 46.30.020—Liability Insurance as no person may
operate a motor vehicle subject to registration under chapter 46.16A RCW in this state unless the person is
insured under a motor vehicle liability policy with liability limits of at least the amounts provided in RCW
46.29.090, is self-insured as provided in RCW 46.29.630, is covered by a certificate of deposit in conformance
with RCW 46.29.550, or is covered by a liability bond of at least the amounts provided in RCW 46.29.090.
Proof of financial responsibility for motor vehicle operation must be provided on the request of a law
enforcement officer in the format specified under RCW 46.30.030.
A DOL records check revealed the registration of Unit#1 had expired back on 06/30/2025 therefore I cited
PAROUTAUD via mail for expired registration greater than two months. Reference RCW 46.16A.030(5).
Officer lurco booked PAROUTAUD into SCORE Jail on the new charge of Hit-and-Run Attended. See his citation
(Cite#5A0906894)for further details. I cited PAROUTAUD via complaint under citation #5A0510422 for
Reckless Driving and #5A0510423 for No Proof of Insurance and Expired Registration. See all aforementioned
citations for further details.
