NARRATIVE
25-80474
On 12/07/2025 at approximately 1715 hours, I was dispatched to a blocking vehicle collision with
reports of injury at the intersection of SW 7th Street and Powell Avenue SW, within the City Limits of
Renton, County of King, State of Washington.
While en route, the Renton Regional Fire Authority (RRFA) was simultaneously dispatched due to
one of the involved parties complaining of injury.
Upon my arrival, 1 confirmed that the driver of Unit#2 was complaining of right knee pain. There were
additional complaints of pain made by the passengers of Unit#2 who have been listed, along with
their injuries, in this report, RRFA responded and evaluated all involved parties. All were treated at
the scene and released by RRFA. While on scene, I was able to collect each involved party's
information and independent summary of the events leading up to the collision.
The driver of Unit#1 said he was the sole occupant of his vehicle and that prior to the collision, he
was traveling northbound in about the 700 block of Powell Ave SW and had approached the stop-sign
controlled intersection of SW 7th ST. The driver of Unit#1 stated that he believed he had plenty of
time and distance to complete his turn with the intent to continue westbound SW 7th Street. While
turning, both Unit#1 and Unit#2 collided in the intersection causing moderate damage to the
passenger side of Unit#1.
The driver of Unit#2 said she and her three passengers (1 adult and 2 juveniles) were traveling
westbound on SW 7th ST approaching the intersection of Powell Ave SW. The driver of Unit#2
stated she was intending to continue straight through the uncontrolled intersection for her direction of
travel. The driver of Unit#2 stated that upon reaching the intersecting roadway of Powell Ave SW,
Unit#1 failed to yield to her vehicle at the intersection. The driver of Unit#1 was unable to avoid the
collision and subsequently collided into Unit#1 causing moderate damage to the driver's side of Unit
#2. Due to the initial impact between both vehicles, the energy displaced from the collision caused
Unit#2 to redirect into a tree at the northwest corner of the intersection causing significant damage to
the front of Unit#2.
A witness identified as Banks, Javaughn A (DOB 10/27/2000) confirmed that Unit#1 entered the
intersection without stopping and collided into Unit#2. Banks believed Unit#2 had the right of way.
The driver of Unit#1 made the claim that Unit#2 had been traveling too fast on that particular stretch
of roadway. I asked Banks how fast he believed Unit#2 was traveling which he responded that Unit
#2 was traveling the speed limit and that he was the vehicle directly behind Unit#2 prior to the
collision.
Based on the above statements, 1 determined that the Driver of Unit#1 (Serrano) is the proximate
cause for the cause of collision as Serrano did not grant the right of way to traffic already in the
roadway and underway. Serrano violated RCW 46.61.190(2) as every driver of a vehicle approaching
an intersecting roadway shall stop where the driver has a view of approaching traffic on the
intersecting roadway before entering the roadway, and after having stopped shall yield the right-of-
way to any vehicle in the intersection or approaching on another roadway so closely as to constitute
an immediate hazard during the time when such driver is moving across or within the intersection or
junction of roadways.
I cited Serrano via mail for Failing to Stop/Yield at an intersection causing a collision.
Unit#2 had to be towed due to extensive damage. Unit#1 was able to be driven away without further
