NARRATIVE
25-80407
Unless otherwise stated, this incident occurred in the city of Renton, King County, state of
Washington. During this incident, I was on-duty as a Police Officer for the city of Renton. I was
wearing a fully marked uniform and driving a fully marked vehicle. This incident was recorded with
video and audio. It is important to note that the camera may have captured things that I did not
perceive, and I may have perceived things not captured by the camera. The following is a summary of
the events:
On 12/04/2025 at approximately 1814 hours, I was dispatched to an injury collision at the intersection
of Duvall Ave NE and NE 8th St.
Upon arrival, I observed Vehicle 1 facing east in a ditch on the east side of the intersection. Vehicle 2
was also facing east and directly behind Vehicle 1. 1 observed heavy damage to Vehicle 1's front-end
and driver's side. Vehicle 1 did not have its airbags deployed. I observed moderate damage to
Vehicle 2's front-end. Vehicle 2's airbags were deployed. Both vehicles were deemed undriveable.
Driver 1 and Passenger 1 of Vehicle 1 both complained of chest and neck pain. Renton Fire Authority
(RFA) was requested to evaluate them.
While waiting for RFA, I interviewed Driver 1. In summary, Driver 1 was on NE 8th St on the west side
of the intersection. Driver 1 began turning left (northbound) onto Duvall Ave NE. Vehicle 2 then
collided with the left side of Vehicle 1 and pushed it into the ditch. Driver 1 claimed that Vehicle 2 was
at fault because they were speeding and didn't yield. Passenger 1 of Vehicle 2 was in too much pain
to speak.
Driver 1 was unable to provide proof of insurance.
While I was interviewing Driver 1, Officer J. Kauppila interviewed Driver 2. In summary, Driver 2 was
driving southbound on Duvall Ave NE in lane two. Driver 2 was approaching the intersection of Duvall
Ave NE and NE 8th St when Vehicle 1 suddenly turned left (northbound) through the intersection.
Driver 2 attempted to swerve but ultimately collided with Vehicle 1's left side.
Driver 2 provided all required documents.
Officer Kauppila also interviewed Witness 1 who provided a similar narrative to Driver 2.
RFA later responded and evaluated Driver 1 and Passenger 1 of Vehicle 2. RFA had to extricate
Driver 1 due to his door being stuck. RFA did not observe any obvious injuries-they only noted that
both subjects complained of chest and neck pain. Both subjects were later transported to Valley
Medical Center, 400 S 43rd St for a full evaluation.
Banker's Tow responded and towed both vehicles. The involved parties signed for their respective
vehicles. I later exchanged information for the involved parties.
I noted that there was a stop sign for vehicles leaving NE 8th St and entering Duvall Ave NE.
Based upon the totality of the circumstances, Driver 1 failed to yield while entering an intersection
and failed to provide proof of insurance. I am issuing Driver 1: Infraction #5A0937901 for RCW
46.61.185.1 - FAIL TO YIELD LEFT TURN and RCW 46.30.020 - OPERATING MOTOR VEHICLE
WITHOUT INSURANCE.
