EG57363 CASE# 25-80557 OF COLLISION 12/09/25 17:37 OF CbLLI510N NARRATIVE 25-80557 Unless otherwise stated, the following occurred in the City of Renton, County of King, State of Washington. On 12-09-2025 at approximately 1738 hours I was dispatched to a non-injury, non-blocking hit and run collision that occurred at the intersection of SE Carr RD and Talbot RD S. The suspect vehicle was last seen eastbound on SE Carr RD and the reporting party had video surveillance of the collision. Upon arrival, I contacted the reporting party (Nathan) and determined he was not injured. While on scene, I collected Nathan's driving documents and his independent recollection of the events. Nathan said he was traveling eastbound on SE Carr RD at Talbot RD S in lane 2 of 2. He had almost finished crossing the intersection when the passenger side rear of his vehicle was struck by a sedan. After the sedan collided into Nathan's vehicle, it proceeded eastbound on SE Carr RD. Nathan had pulled into a nearby parking lot. The driver of the sedan made no attempt to stop and exchange information with Nathan after the collision. The damage on the sedan would be to the front passenger side of the vehicle near the headlight. Nathan drives a Tesla Model 3 and it recorded the collision. Nathan pulled up the video for me to review and I saw the following: Nathan has almost cleared the intersection traveling eastbound on SE Carr RD at Talbot RD S when a gray or gold colored Toyota Camry rear ends his Tesla on the passenger side rear of the Tesla. The Toyota then drives past his vehicle continuing eastbound on SE Carr RD. Nathan was unable to send me a link to the video because his car is new, and he isn't familiar with that feature yet. I was able to record the two videos showing the collision on my department cell phone. On the Tesla screen, Nathan was able to zoom in and see the Toyota was bearing front Washington license plate BIV4386. Nathan did not have any visual of the driver and it does not show in the video. I took photos of Nathan's vehicle and provided him with the case number. I developed probable cause to arrest the driver of the Toyota for RCW 46.52.020 hit and run. The RCW states, "(3) Unless otherwise provided in subsection (7) of this section the driver of any vehicle involved in an accident resulting in injury to or death of any person, or involving striking the body of a deceased person, or resulting in damage to any vehicle which is driven or attended by any person or damage to other property shall give his or her name, address, insurance company, insurance policy number, and vehicle license number and shall exhibit his or her vehicle driver's license to any person struck or injured or the driver or any occupant of, or any person attending, any such vehicle collided with and shall render to any person injured in such accident reasonable assistance, including the carrying or the making of arrangements for the carrying of such person to a physician or hospital for medical treatment if it is apparent that such treatment is necessary or if such carrying is requested by the injured person or on his or her behalf." The driver of the Toyota violated this when they failed to stay on scene the collision and exchange information. I ran Washington license plate through WACIC/NCIC and it returned to a gold 2003 Toyota Camry registered to Richard Nicholes Luu DOB: 12-14-1993 at 15400 SE 155th PL, Unit 56, Renton. responded to that address and saw the vehicle was parked in the driveway with damage to the front passenger side. The male who answered the front door immediately told me he knew why I was there, and it was for the collision he got into. He identified himself as Phuoc Tan Luu DOB: 10-07- 1965 (verified WADL). Phuoc confirmed he was in a collision at SE Carr RD and Talbot RD S. He said he did not stay on scene because he felt scared. Phuoc said he was going to call tomorrow (12/20/2025) to report the collision. The registered owner of the vehicle (Richard) was also on scene and is Phuoc's son. Richard said that Phuoc has been driving that vehicle, was unaware of the collision, and was able to provide insurance information. I informed Phuoc that I would be sending him a citation in the mail for committing the crime of RCW 46.52.020 hit and run. Phuoc stated he understood. I completed an exchange of information and emailed a copy to both Nathan and Phuoc. I uploaded my photos to Axon. PAGE 3 OF 5 REPORT NO.
