On 12-18-2025 at approximately 1808 hours I was dispatched to a non-injury hit and run collision that occurred just south of NE Sunset BLVD on Duvall.AVE NE. Upon arrival, I contacted the driver of Unit#2 (Yulu) and confirmed she was not injured. I collected her driving documents and independent recollection of events leading up to the collision. Yulu said she was driving southbound in lane 2 of 2 on Duvall AVE NE just south of NE Sunset BLVD.As she was about to pass a driveway to a shopping complex to her right, Unit#1 pulled out of the parking lot and turned southbound into lane 2 of 2 onto Duvall AVE NE in front of her. The rear driver side of Unit#1 collided with the front passenger corner of Unit#2.Yulu said Unit #1 pulled out in front of her quickly and she was unable to stop in time to avoid a collision.After the collision occurred,Yulu followed Unit#1 into the parking lot at 4601 NE Sunset BLVD. Yulu said the driver of Unit#1 was blaming her for the collision and then left the scene without exchanging information.Yulu then called 911.Yulu described the female driver as a black female adult, approximately 40 years old, curly black hair, and wearing black clothing. Yulu also said there was a black female passenger who she did not interact with. Yulu said she did not want to press charges for hit and run and only wanted to exchange information. Yulu had taken a picture of Unit#1 which showed Washington license plate BOB5241 affixed to the rear of it. I ran the license plate through WACIC/NCIC and it returned to Tamissa Elaine Smoots DOB: 04-15-1987 at 10918 Portland AVE E, Apt D220,Tacoma WA 98445. 1 ran Tamissa through WACIC/NCIC and she returned with a valid drivers license. I located a phone number for Tamissa in a Police system and called her at approximately 1835 hours and she did not answer. I Left her a voicemail summarizing why I was calling and requested she call me back. At approximately 1836 hours,Tamissa called into 911 on the same phone number I had found for her and the CAD notes read, "SMOOTS,TAMISSA 206-859-9650... OTHER INVOLVED NOW CALLING IN, STATES FEM IN WHI BMW REFUSED TO EXCHANGE INFO W/RP,WALKED AWAY FROM VEHS AND GOT ONTO FONE... RP WAITED FOR 10 MIN, FEM REFUSED ACCEPT RPS INFO, RP HAD TO LEAVE... REQUESTING ***FONE CONTACT." At 1840 hours I sent her a text message that read, "Renton Police here. I see you called 911 at the same time I was calling you. Please call me back."As of 2209 hours, I have not heard back from Tamissa. At approximately 2039 hours,Yulu called back and requested to file charges against the driver of Unit#1 for hit and run.Yulu also said that her car had captured video of the collision. I sent Yulu an Axon link and she uploaded the video. In the video I observe the following: Yulu was traveling southbound on Duvall AVE NE just south of NE Sunset BLVD when Unit#1 pulled out in front of her from a private driveway on the west side of the roadway.The rear driver side corner of Unit#1 collided with the front passenger corner of Yulu's vehicle.The driver of Unit#1 then puts the flashers on and exits the vehicle from the driver door. The female is a black female adult with black hair, wearing a black sweater over a light-colored sweater. She is also wearing what looks to be Seahawks sportswear; blue, green, and gray colored striped pants with a matching hoodie tied around her waist.The female then gets back into Unit#1 and proceeds southbound on Duvall AVE NE with her flashers on. Nothing else is captured in the video. I compared Tamissa's Department of Licensing(DOL) photo to the woman in the video and they Look similar. Tamissa's DOL photo shows a facial piercing under the right side of her bottom lip that I can't see in the video due to clarity and distance. Due to Tamissa calling into 911 and reporting that she was involved in this collision, her calling from the same phone number that the Renton Police Department has associated to her, and the video taken from the Unit#2 that shows the driver of Unit#1, 1 believe that it is more likely than not that Tamissa was the driver of Unit#1. I have probable cause to arrest Tamissa for RCW 46.52.020 hit and run. The RCW states, "(3) Unless otherwise provided in subsection (7) of this section the driver of any vehicle involved in an accident resulting in injury to or death of any person, or involving striking the body of a deceased person, or resulting in damage to any vehicle which is driven or attended by any person or damage to other property shall give his or her name, address, insurance company, insurance policy number, and vehicle license number and shall exhibit his or her vehicle driver's License to any person struck or injured or the driver or any occupant of, or any person attending, any such vehicle collided with and shall render to any person injured in such accident reasonable assistance, including the carrying or the making of arrangements for the carrying of such person to a physician or hospital for medical treatment if it is apparent that such treatment This incident occurred in the sCity of Renton,King County,Washington State. !declare underpenalty of perjury under the laws of the State of Washington that the foregoing is true and correct. Tamissa violated this when she failed to stay on scene the collision and exchange information. I completed SECTOR citation #5A0938865 to be reviewed by Renton Prosecutors.
