Iden's Dealer Services Tenant Improvement, LUA25-000312, ECF, CU-A
Dear Ms. Sackman:
The Planning Division received your timely request for reconsideration with regard to the land use approval
for the Iden’s Dealer Services Tenant Improvement Conditional Use Permit to operate an automotive
detailing business at 102 Lake Ave S (APN 3806000045). The request for reconsideration (Attachment A)
notes comments previously made by the Duwamish Tribe with regard to the potential for groundbreaking
activities to disturb native soils and potentially uncover cultural artifacts. The initial recommendation
required the project to submit an Inadvertent Discovery Plan to govern groundbreaking activities during
construction work and to coordinate archaeological monitoring during groundbreaking activities. This
recommendation was also provided by the Washington State Department of Archaeological and Historic
Preservation (DAHP) on September 18, 2025 (Attachment C), and was concurred with by the Snoqualmie
Tribe on October 10, 2025.
Staff has reviewed the reconsideration request and, in response, has requested that the applicant provide
more information on the cut-and-fill activities proposed as part of the project. The applicant provided a
response letter (Attachment B) in which they elaborate on what groundbreaking activities are to take place
as part of the proposed project. In Iden’s reconsideration response letter, the applicant notes that the
project is a tenant improvement of an existing developed site with minimal grading activity. Groundbreaking
activities would include surface improvements (planters and paving), replacement of existing fence and gate
posts at the property perimeter and dumpster enclosure, and installation of an oil/water separator beneath
a wash bay at the northeast corner of the existing building (a 16’ x 23’ slab area). While the applicant did not
provide an estimate of the depth of the proposed groundbreaking activities, the SEPA Environmental
Checklist indicated that approximately 1,255 square feet of paving and landscape area would be disturbed,
with an estimated 10 cubic yards of cut and 20 cubic yards of clean fill as part of the proposed project.
Furthermore, the applicant’s response letter to the reconsideration request states that they would use the
consultant currently working on the adjacent Renton High School project, if required, and requests that a
new condition be added to the Iden’s CUP decision requiring an Inadvertent Discovery Plan to ensure work
is halted in the event a cultural resource is discovered.

While staff recognizes that the project site has already been disturbed as part of previous development, and
that most of the applicant’s proposed scope of work involves reuse of the existing site, there is no certainty
that the project would not uncover, disturb, or damage cultural artifacts. The request for reconsideration
letter submitted by the Duwamish Tribe notes that the area encompassing the project site is considered to
be culturally significant and has a high probability to have unknown archaeological deposits. The site is also
identified on the State’s Department of Historic Preservation’s WISAARD1 mapping database as “Very High
Risk” for finding archaeological resources. Additionally, the previously submitted DAHP letter notes that the
project area is located in close proximity to confirmed archaeological sites (45KI1009 and 45KI1010), giving
reason that the Duwamish Tribe and the Snoqualmie Tribe of Indians, at their request, should be invited by
the applicant to observe and monitor all ground disturbances. Therefore, staff concurs with the Duwamish
Tribe’s reconsideration request that a condition be added to the project’s decision to require that an
Archaeological Monitoring and Inadvertent Discovery Plan (MIDP) be submitted to the Department of
Archaeology and Historic Preservation (DAHP) and any interested tribes for review prior to the start of any
ground disturbing activities. Documentation of the submittal shall be provided to the City of Renton prior to
the issuance of a building permit.
Decision: Therefore, the following condition shall be added to the Conditions of Approval of the Iden’s
Dealer Services Tenant Improvement CUP Decision:
The applicant shall submit an Archaeological Monitoring and Inadvertent Discovery Plan (MIDP), prepared
by a qualified professional, to the Department of Archaeology and Historic Preservation (DAHP), the
Duwamish Tribe, the Snoqualmie Tribe, other affected tribes, and the Current Planning Project Manager. The
monitoring plan shall include an opportunity for affected tribes to be present when an archaeologist is on the
project site. Documentation of the submittal and any correspondence to DAHP and affected tribes shall be
provided to the City of Renton prior to the issuance of civil construction and building permits.
This decision to amend the original Iden’s Dealer Services Tenant Improvement Conditional Use Permit is
subject to a 14-day appeal period. The above decision will become final if not appealed in writing together
with the required fee to: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057 by
5:00 pm on Tuesday, January 6, 2026. Appeals must be submitted electronically to the City Clerk at
cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee,
normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted
electronically. The appeal submitted in person may be paid on the first floor in our Finance Department.
Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the
appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
