Unless otherwise noted, the following took place within the city limits of Renton, County of King,
WA.
On 12/21/2025 at approximately 2159 hours, I was dispatched to a hit and run report that
occurred at 526 S 53rd Pl. Dispatch advised `FONE* IN PAST 30 MINS, HIT AND RUN TO RP'S
PARKED VEH / BRO TOYT RAV4 @ALN1353, NI, SUSP VEH /RED TESL 3 @CNL4881".
I contacted the reporting party via phone,who was identified as Manuel A. Xavier(01/11/1970)
and the registered owner of the victim vehicle, a 2012 Toyota Rav4(WA/ALN1353).
Manuel stated the following:
At approximately 1745 hours, he was alerted by a neighbor(Hies Hoang)that Hien's Uber driver
struck Manuel's parked vehicle after he was dropped off. Hien advised he was turned around
and heard the collision, and when he turned to look,the Uber driver was fleeing the scene.The
Uber driver was driving a red 2021 Tesla Model 3 (WA/CNL4881). Manuel explained his vehicle
was parked on the street of their cul-de-sac in front of his residence.
Manuel sent photos of his vehicle, and there is significant damage to the front end and
significant damage to the front passenger side fender.
Manuel also received a screenshot from Hien's Uber app, showing the Uber driver's profile.The
name on the profile matches the name of the registered owner of the suspect vehicle,
Gulbuddin.The picture on the Uber profile also appears to match the DOL photo for the Tesla's
registered owner, Gulbuddin Mulahkhil.
Gulbuddin's DOL address shows a residence in Federal Way. Due to Hien not observing the
collision take place, and only observing the vehicle flee, it is unclear where the Tesla sustained
damage.
I provided a case number to Manuel and advised him to contact the Renton Police Department if
he has any follow up questions.
