CASE NO. 25-80889
Narrative
Unless otherwise noted the following events occurred within the City of Renton, County of King,
State of Washington while I was working uniformed patrol. This report is not an exact
sequencing of events and statements have been paraphrased and summarized.
On 12/20/2025 at approximately 1043 hours I was dispatched to a report of a hit and run that
occurred at the Liberty Square Apartments, 415 Williams Ave S.
Upon my arrival 1 contacted the registered owner, identified via WA Driver's License as Siarhei
Samal(DOB 05/10/1966).The vehicle involved is a black 2015 Audi Q5 (WALP BCK6011) of
which Siarhei is the registered owner. Siarhei only speaks Russian but declined language line
and requested that his adult son, Sergei,translate instead. I gathered the following:
Some time between 12/19/25 1900 hours and 1 2/20/25 1 045 hours an unknown vehicle
struck Siarhei's vehicle while it was parked in the parking garage. There is damage to the
passenger's side front bumper and possible damage on the undercarriage. Siarhei
suspects another vehicle in the garage but has no proof. No note or contact information
was left.
Siarhei is willing to assist with prosecution for the crime of Hit and Run if a suspect is identified.
There are cameras in the area where Siarhei's vehicle was parked, but the leasing office is
currently closed. Siarhei believes it will reopen after Christmas.
Based on the facts and circumstances of this case, if a suspect is identified, there is probable
cause for the crime of Hit and Run unattended.
I took photos of the damages to Siarhei's vehicle, which he estimates will cost over$6000 to
repair. At Siarhei's insistence, I took photos of the vehicle he believes is responsible. However, I
was unable to determine if the vehicle was actually involved without viewing the security
footage. All photos have been uploaded to the case.
The alleged suspect vehicle is a gold 2005 Chevrolet Tahoe (WALP BXJ0969).There is significant
damage all over the vehicle, and Siarhei stated that he believes the driver is always intoxicated.
This incident occurred in the sCity of Renton,King County,Washington State.
