EG61541 CASE# 25-80384 DATE OF COLLI r�510NN + 12/04/25 06:54 L1 NARRATIVE 25-80384 V PED On 12/4/2025 1 was working as a uniformed patrol officer and driving a marked patrol vehicle for the City of Renton. At 0654 hours I was dispatched to a report of a vehicle versus pedestrian in the intersection of SE Carr Rd and 106th PI SE Renton/King/WA. Witnesses were reporting that a 12- year-old child was involved and was conscious with facial injuries. RRFA was also responding to the scene. I arrived on scene and located the pedestrian, later identified as Anson Lautrok DOB: 7/20/2013, conscious and sitting upright in the sidewalk. He was quickly moved to an RRFA Ambulance and transported to VMC for evaluation. The driver of the 2020 Honda Accord WA/CLZ2209 (Unit 1), was identified by his WADL as Larry T Lattig DOB: 1/28/1981. Larry showed clear and valid. Larry said that he was in the left turn lane from south 106th PI SE to turn west onto SE Carr Rd. He said that he had a green light and was waiting to compete his turn. He said that he had headlights from northbound traffic obstructing his vision as he began his turn. He said that once he entered the intersection, he hit Ansen. He said that Ansen fell to his hood and slid off the vehicle. Larry immediately stopped his vehicle. Larry said that he had not had any alcohol or drugs recently other than his prescribed anti-psychotic medication. 1 performed and HGN test on Larry and did not see any sign of impairment. He did not slur his words or have any trouble standing or balancing. The traffic signal that Larry was facing is a solid green circle only, there is no left turn arrow. Officer Leverton accompanied Ansen to VMC and later told me that Ansen advised he was in the crosswalk walking from south to north. He said he entered the crosswalk with a walk signal and was about halfway when he was struck. Ansen advised that he did not remember being struck or moved to the sidewalk. Ansen was wearing a green sweatshirt and gray pants at the time of the collision. Ansen had visible injury to his left jaw/cheek and complaint of pain to his forehead. I cited Larry for RCW 46.61.235.1 Failure to Yield to Pedestrian Crosswalk under Sector citation #5A0946041. This citation should be mailed to Larry's DOL address. RCW 46.61.235.1 states: (1) The operator of an approaching vehicle shall stop and remain stopped to allow a pedestrian, bicycle, or personal delivery device to cross the roadway within an unmarked or marked crosswalk when the pedestrian, bicycle, or personal delivery device is upon or within one lane of the half of the roadway upon which the vehicle is traveling or onto which it is turning. For purposes of this section "half of the roadway" means all traffic lanes carrying traffic in one direction of travel and includes the entire width of a one-way roadway. There are no traffic cameras covering this intersection. Photographs of Larry's vehicle were taken and uploaded to Axon Evidence. Nothing further.
