EG63053 CASE# 25-80898 DATE OF COLLI r�510NN + 12/20/25 16:25 L1 NARRATIVE CASE NO. 25-80898 Narrative Unless otherwise noted the following events occurred within the City of Renton, County of King, State of Washington while 1 was working uniformed patrol. This report is not an exact sequencing of events and statements have been paraphrased and summarized. On 12/20/2025 at approximately 1630 hours 1 was dispatched to a report of a collision with injury that occurred in the Fred Meyer parking lot, 365 Renton Center Way SW. Dispatch noted that the caller was hit by a vehicle in the parking lot and needed medical aid. Upon my arrival at approximately 1635 hours I contacted the victim, identified via WA Driver's License as Randy A Gelviz-Hernandez (DOB 09/18/2002). Randy was sitting down on the edge of the sidewalk in front of Fred Meyer and was holding his left leg. Randy's left pantleg had been cut open by Officer lurco. 1 did not observe any bruising or disfigurement. The vehicle that struck Randy was parked next to him and the driver was waiting inside. The vehicle involved is a silver 2023 Lexus ES (WALP CFV8251). I spoke with Randy using language line and he relayed the following to both me and the fire department. He was crossing the road in the parking lot in front of Fred Meyer when a silver Lexus struck him. The driver appeared to not have been paying attention. There is pain in his leg and he cannot stand or walk on it at all. There is also some pain in his head. I attempted to speak with Randy further, but he began loudly complaining of pain and speaking to someone else on his cellphone, so the fire department placed him onto a gurney and into the back of the ambulance. 1 spoke with an EMT once a few minutes had passed to ascertain the nature of Randy's injuries. The EMT relayed that Randy had no apparent injuries but was complaining of leg pain and neck pain. Randy was given the case number and was transported to VMC. I contacted the driver of the involved vehicle, verbally identified as Lan T Nguyen (DOB 12/10/1960 verified via WA DOL photo). I informed Lan that she was being recorded, and she relayed the following: She was driving north through the parking lot at approximately 5mph. Just as she passed the main entrance, Randy appeared to "pop out" in front of her vehicle and she came to an immediate stop. At no point did her vehicle make contact with Randy. She noted that her vehicle has a collision detection system that did not activate at any point during the incident. Afterwards, Lan pulled into the nearest parking spot and waited as Randy called 911. There is no visible damage to Lan's vehicle. Officer lurco attempted to review video surveillance footage but there are no cameras that record that section of the parking lot. Any witnesses that may have been present departed before my arrival. Officer lurco relayed to me that Randy had been standing up before police and medics arrived and only sat down when asked to. Please see his supplemental report for further details. Based on the facts and circumstances involved in this case, I determined that the alleged collision was not malicious. I provided Lan with the case number and released her at the scene.
