NARRATIVE
CASE 25-80871
SECTOR INFRACTION: 5AO948576
This incident was captured on my body worn video camera and/or in-car dash camera. This report is
a summary of events that occurred and is not an exact sequencing of events.
On Friday December 19th, 2025, at approximately 17:03, 1 responded to a 911 call regarding a two-
vehicle collision at 4710 Ne 4th St within the City of Renton, King County, Washington.
***CALL REMARKS: ON 4TH , LAT 47.488477 LONG -122.155225, ADDR FROM RAPIDOS UNC 4,
LANG BARR RP, 2 MVA, NI/BLKING.
I arrived on scene and noticed the involved vehicles stopped blocking the entrance to the parking lot.
The involved drivers were out of their vehicles conversating.
I contacted the driver of unit one identified as Juan Hernandez Llanes (DOB:8.03.1968). Juan
indicated he was waiting to turn left into the parking lot from Ne 4th St. Vehicle traffic was stopped so
he proceeded to make the left turn from center turn lane and was hit by unit two who was traveling in
the furthest right lane. Juan was operating a silver 2017 Nissan Sentra with Washington license
CUT3559 which sustained damage to the front right wheel and was not drivable. Juan's vehicle
needed to be towed from the scene. Juan had a valid driver's license but indicated he did not have
vehicle insurance since he recently purchased the vehicle and had not insured it yet. Juan was the
sole occupant in the vehicle and did not complain of injuries.
After speaking to Juan, I contacted the driver of unit two, identified as Viktor L. Cherenkov (DOB:
03.01.1984 who reported similar circumstances. Viktor indicated he was traveling west on Ne 4th St
in the right lane. Traffic was stopped in the lanes to his left, and did not see unit one turning in front of
him causing the crash. Viktor was operating a white 2025 Honda Odyssey with Washington license
CPA6156 which sustained damage to the front end but was drivable. Viktor was the only occupant in
the vehicle. Viktor had a valid driver's license and valid vehicle insurance.
I issued Juan a traffic infraction for the following traffic violations:
RCW 46.61.185 Vehicle turning left: Juan failed to yield right of way to unit two who was approaching
from the opposite direction while he was attempting to turn left.
RCW 46.30.020 operating vehicle without valid insurance: Juan did not have valid vehicle insurance.
I provided both drivers a copy of the SECTOR exchange of information from and I gave Juan a copy
of the traffic infractions on scene.
This concludes my involvement in this case.
