COLLECTION CONTRACT PROCUREMENT SUPPORT
THIS AMENDMENT, dated for reference purposes only as December5, 2025, is by and
between the City of Renton (the “City”), a Washington municipal corporation, and Hans
Van Dusen(“Consultant”), an individual/sole proprietor. The City and the Consultant are
referred to collectively in this Amendment as the “Parties.” Once fully executed by the
Parties, this Amendmentis effective as of the last date signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-25-001,
dated November 26, 2024, to provide necessary services for procuring the City’s next solid
waste collection contract(referred to herein as the “Agreement”);
Whereas, the Parties wish to amend the Agreement to change the time for performance.
NOW THEREFORE, it is mutually agreed upon that CAG-25-001is amended as follows:
1.Time of Performance:Section 3, Time of Performance, is amended pursuant to the
schedule(s) set forth in Exhibit 1-A. All Work shall be performed by no later thanMay
31, 2026.
2.All terms of the Agreement not explicitly modified herein shall remain in full force
and effect and such terms shall apply to Work performed according to this
Amendment as if fully set forth herein.
IN WITNESS WHEREOF, the Parties have voluntarily entered into this Amendmentas of
the date last signed by the Parties below.

Exhibit 1-A: Scope and Budget
SCOPE
Task 1: Prepare Request for Proposals (RFP)
The Consultant will help the City prepare for the competitive process for the City’s new
solid waste collection contract. Consultant assistance will include, but is not limited to,
1. Working with City staff to establish a framework and schedule for a fair and
transparent competitive process,
2. Reviewing data from the City’s existing hauler, such as customer counts and
tonnages,
3. Reviewing community survey design and results,
4. Providing feedback on a draft collection contract,
5. Preparing a draft request for proposals (RFP) for industry review, and
6. Producing the final RFP and contract.
Task 2: Procure Contract
After the City issues the RFP for a new solid waste collection contract, the Consultant will
help the City manage the contract procurement process. Consultant assistance will
include, but is not limited to,
1. Preparing responses to proponent questions,
2. Preparing RFP addenda as needed,
3. Confirming pass/fail status of submittals,
4. Evaluating rate proposals,
5. Preparing a scoring framework for the City’s evaluation committee,
6. Supporting the evaluation committee through attending in-person interviews and
providing feedback, and
7. Leading different areas of the contract procurement work, as needed.
Task 3: Finalize and Award Contract
Once City staff have identified the preferred applicant, the Consultant will help the City
finalize the collection contract. Consultant assistance will include, but is not limited to,
1. Supporting contract finalization meetings with the City and selected applicant,
2. Analyzing any proposed changes to the collection contract,
3. Supporting rate model work by the City and rate model consultant, and
4. Helping City staff develop materials for council, such as a staff report and/or
PowerPoint presentation.
