EG62441 CASE# 25-80662 DATE OF COLLI r�510NN + 12/13/25 12:54 L1 NARRATIVE On 12/12/2025 at about 1254 hours a non-injury collision occurred in the area of the 400 block of Union Ave NE. The collision involved two motor vehicles and one pedestrian. Both vehicles were pulled off the main road, and the pedestrian was not on scene. Clarisse K. Lindsey was driving her vehicle (2000 Mazda Pro with Washington state license plate AUK0043) southbound in the 400 block of Union Ave NE when a male pedestrian (later identified from his Washington state photo ID card as Ronald D. Sherrard) stepped into the roadway. Clarisse immediately depressed the brake pedal and stopped her vehicle from striking Ronald. Susanah T. Cetino was driving her vehicle (2010 Ford Focus with Washington state license plate ABR2787) southbound on Union Ave NE just behind Clarisse's vehicle at the time of the collision. Susanah saw Clarisse's vehicle suddenly stop in front of her, but she was unable to brake her car in time and struck the rear end of Clarisse's car. Susanah did not notice if a pedestrian was in the roadway at the time of the collision. After the two vehicles collided, Ronald walked across the street (eastbound) to the nearby parking lot. Clarisse approached Ronald and told him to remain at the scene to speak to the police, but Ronald told her that he did not want to speak to the police. Ronald continued to walk away. Clarisse's vehicle had damage to the rear end of the car, but it appeared drivable. She was not injured. Susanah had damage to the front end of her vehicle, and it did not appear drivable. Susanah called a tow truck to tow her vehicle from the scene. The front driver side airbag deployed, but Susanah said she was not injured and declined aid. I took photographs of the vehicles and uploaded those photographs to Axon. I gave both drivers a Renton PD business card with the case number. Seth A. Jens was driving his vehicle northbound on Union Ave NE from NE 4th St when the collision occurred. Seth pulled over and remained on scene to speak with officers. Seth saw the pedestrian (Ronald) step out from the sidewalk (west side of Union Ave NE) and onto the roadway directly in front of Clarisse's vehicle. Seth saw Clarisse's vehicle come to an abrupt stop with Ronald standing nearest the vehicle's front passenger side headlight. Ronald then walked back onto the sidewalk. Seth had a dash camera inside his car that was recording at the time of the collision. I sent him an Axon link to upload the footage. I later reviewed the dash camera footage, but the quality of the footage was poor. A pedestrian could be seen walking from in front of what appeared to be Clarisse's car and onto the sidewalk located on the west side of Union Ave NE at the time of the collision. This appeared to indicate that Ronald was in the lane of vehicle travel when the collision occurred. The footage did not show the pedestrian walk from the sidewalk onto the street. While I was still on scene, Susanah pointed out the male pedestrian (Ronald) who was now seen walking southbound on Union Ave NE near the scene of the collision. Susanah was certain he was the same pedestrian who was at the collision. I contacted Ronald, and he was compliant. He was identified from his Washington state photo ID card. I recognized Ronald as the elderly male I have seen walking around the Renton Highlands area several times in the recent past. Ronald explained that he stepped onto the shoulder of the roadway, and a vehicle swerved past him before being struck by another vehicle. He claimed he did not cross the roadway, and that he was not standing in the lane of travel. Based on witness statements and the video footage, it appeared that Ronald's actions contributed to the circumstances of the collision when he walked onto the roadway without yielding to oncoming traffic. The roadway where the collision occurred was not an intersection and there were no marked crosswalks or signals.
