EG63963 CASE# 25-81051 OATS OF COLLI r�510NN + 12/26/25 22:28 L1 NARRATIVE 25-81051 Collision with possible injury Axon: Axon car and body cam available Narrative: On 12.26.2025 at 2228 Witnesses Jose Gaytan Ramirez called 911 to report a collision. Gaytan Ramirez suspected that one of the drivers (the driver of the white Toyota Rav 4) was impaired because they had "brake" checked other vehicles prior to the collision. The involved vehicles were described as a white Toyota Rav 4 WA/AAM9266 and a black Lexus RX (Suv) WA/CLH6622. Initially the call came out at east of Benson Rd S and S Puget Dr. At 2228 hours, Officer Petty and I were dispatched. We arrived in the area at 2232 hours and didn't locate the collision near Benson RD S so we checked Talbot Rd (which becomes Benson Dr S) and S. Puget Drive. We located the collision in about the 1000 block of S Puget Dr, just east of Talbot RD S. Officer Petty and I spoke to both drivers. Initially Officer Petty spoke with Lorri Kurth the driver of the 2010 Toyota Rav 4 WA/AMM9266, Lorri Kurth. Officer Petty later told me that she was agitated but he didn't find any sign of impairment. I spoke with Quoc N Doan DOB/12.15.1988. the Doan provided me with his photo WADL, proof of insurance, and registration. Doan is the registered and legal owner of the black 2010 Lexus RX SUV WA/CLH6622. Doan has valid DOL status. Doan's first language is Vietnamese. Doan told me that he made the turn from Talbot and was in the curb lane (headed SE) on S Puget DR. Doan didn't know why the other car hit his car. In Doan's car were the following passengers: Dinh, Ngoc T DOB/10.08.1959 in the front passenger seat; Truc T Tran DOB/01.01.1993 in rear right passenger seat; Ansem D Doan DOB/11.11.2024 in the left rear passenger seat in a rear facing child seat. Tran complained about a sore back but declined to have Renton Fire check her for injuries. Damage to Doan's car was at front driver's door forward into the driver's side front quarter panel. While I was speaking with Doan's family, I saw Lorri Kurth come around the back of the Doan's vehicle. I asked her to speak with my partner. Officer Petty directed her to a safer location on the sidewalk. I spoke with witness Luis Alberto Rodriguez DOB/11.22.2001. Alberto Rodriguez didn't see the collision, but told me that he saw the white Toyota "brake check" several vehicles as they exited from southbound 405 onto Talbot RD S. Alberto Rodriguez was in front of the collision when it happened but returned to show video. I sent Alberto Rodriguez an Axon link for video. I spoke to Lorri K Kurth DOB/10.31.1969. 1 identified Kurth by photo WADL. Kurth provided her proof of insurance and registration. Kurth has valid DOL status. By this time, Kurth was calm, and I found no signs of impairment. I asked Kurth what happened. Kurth told me, "I hit them. I did not see them." Kurth was uninjured. Damage to Kurth's car was at the rear passenger side door. This is consistent with her merging into the lane to her right and into the driver's side of Doan's car. Officer Petty sent Gaytan Ramirez an Axon request for video. I facilitated Doan and Kurth taking pictures of the other person's vehicle. I told Kurth that I was concerned about her anger behind the wheel and that two uninvolved witnesses told me that she was "brake checking," others. I told Kurth that I would be sending her an infraction via the mail for Inattention. PAGE 4 OF 6 REPORT NO. This incident occurred in the City of Renton, King County, Washington unless otherwise specifically noted. During this incident I was equipped with body-worn camera which records both audio and video. Portions of the incident were recorded. This report is merely a summary of the incident and is not intended to be an exact transcription of the entire investigation or what may have been captured with the recording system. During this incident I was wearing a department issued uniform jump suit was marked with "Police" both on the back, and department patches on each shoulder of the jumpsuit, as well as a Renton Police Velcro badge on my left chest. It would be immediately obvious to any reasonable person that I was a Police Officer.
