On 01/02/2026 at approximately 1416 hours, I was dispatched to a non-injury and non-blocking vehicle
collision at the intersection of South 43rd Street and Talbot Road South,within the City Limits of Renton,
County of King,State of Washington.
Upon my arrival, I contacted the involved parties and confirmed no injuries had occurred requiring immediate
medical response at the time of report.There, I collected the involved parties driving documents and their
independent recollection of events leading up to the collision.
The driver of Unit#1 stated that she and her passenger were traveling northbound on Talbot Road South
approaching the controlled intersection of South 43rd Street. Based on vehicle damage and statements made,
this put Unit#1 in lane 2 of 2.The driver of Unit#1 stated that upon entering the intersection to continue
straight, Unit#2,which was traveling in the adjacent lane, made contact with Unit#1 striking the front
passenger side bumper of Unit#1, causing minor damage.
The driver of Unit#2 said he and his adult passenger were also traveling northbound on Talbot Road S
approaching the intersection of South 43rd Street, but in lane 1 of 2.The driver of Unit#2 stated he was
intending to proceed westbound onto S 43rd ST after having turned from Talbot Road S.The driver of Unit#2
stated that as he proceeded into the intersection to make the turn, Unit#1 came into his lane of travel,
subsequently striking the drivers doors and rear fender of Unit#2 causing minor damage.
I reviewed the traffic design for the intersection. By reviewing the traffic control design, I determined that lane
2 of 2 is required to make a left turn only at the intersection from Talbot Road S whereas lane 1 of 2 can make
a left-turn or proceed straight through the intersection at the driver's discretion. Unit#1 was occupying lane 2
of 2 and should have made a left-turn only.
The driver of Unit#1 did not have a Valid Driver's License nor proof of liability insurance. Per a DOL Records
Check,the driver of Unit#1 (Vicent Santay) was listed as 'Not Licensed—Eligible'.
I determined that the Driver of Unit#1 (Vicent Santay) was the proximate cause for the collision as Vicent
Santay was not paying attention to several posted traffic control signs and improperly used her lane of travel
to proceed straight in a left-turn only lane causing a collision.The driver of Unit#1 failed to obey these traffic
control signs causing a collision in Unit#2's lane of travel.The driver of Unit#1 could have prevented this

I cited the Driver of Unit#1 (Vicent Santay)for NVOL with Identification and for Operating a Motor Vehicle
without Insurance.
Unit#1 and Unit#2 were able to be driven away without further incident. An exchange of information was
provided to all involved parties.
