EXISTING CONDITIONS
The soils encountered during field exploration include loose to medium dense silty sand
with trace gravel over medium dense sand with some silt and gravel and gravelly sand with
some silt.
The project site is in the City of Renton, consisting of one parcel totaling 15,740 SF (0.361 Acres)
that is Zoned R-14 (Residential High Density). The site is on the southeast corner of the
intersection of NE 16th Street and Jefferson Avenue NE. The site is bordered to the west and
south by single-family residences, to the east by Jefferson Avenue NE and to the north by NE 16th
Street. Immediately across 16th to the north is the North Highlands Park and Meadow Crest Playground.
The site is currently developed with a single-family residence and a detached shed. The site is currently
accessed from both NE 16th Street and Jefferson Avenue NE. The site is vegetated with mainly grass, a
few shrubs with substantial trees at the corner and along the south property line. The site is gently
sloped to the south at slopes of 1-5%.

PROPOSED PROJECT
The project is a 6 unit townhouse development with parking. These units are to be held by St. Stephen
Housing Association for the duration of the organization’s existence, and offered to families in the
program as affordable permanent housing. St. Stephen Housing Association is a non-profit deeply
committed to community development as well as the principles of Renton’s Housing Action Plan,
specifically promoting diverse neighborhoods and expanding housing opportunities for low-income
families. The project attempts to provide a safe and secure environment for the families in residence,
some of which have fled from situations involving domestic violence, while also satisfying the zoning and
design requirements of the Renton Municipal Code.
Safety concerns require an enclosed garage for each unit so that resident vehicles are not visible from
the street. In order to satisfy this programmatic necessity and meet the zoning requirement for common
open space that is contiguous with the units, the drive aisle providing access to the enclosed garages is
designed as a “woonerf” with decorative paving and landscaping to slow traffic and to encourage use as
outdoor space by the residents. The woonerf is bordered on the south by significant landscape area,
also included as common open space. The location of this landscape area allows the retention of the
stand of evergreen trees along the south property line. The site has easy access to additional outdoor
space due to the location across the street from the Meadow Crest Playground and North Highlands
Park.
The dwelling units all face 16th Ave NE and are accessed through landscaping and private yards along the
street. The main living space is at the 2nd floor and faces the 16th and the park across the street. Each
unit has 2 bedrooms at the top floor and one at the ground floor. Primary bedrooms face 16th while the
kitchen and secondary bedrooms overlook the woonerf which can be accessed directly from each unit.
Off-site improvements will include a new sidewalk, planting strip and underground power along NE 16th
St. and a new public alley along the east end of the site with related drainage facilities. Tree removals for
the project include two 24” Doug Fir trees in the right of way on 16th, a 26” Big Leaf Maple on the NW
corner of the lot, and an 18” Apple tree in the middle of the lot. 6 trees to be retained include Doug Fir,
Poplar and Cedar trees along the south property line, ranging in size from 14” to 56”.
