EG65757 CASE# 25-9973 O OF COLLI 510N TIME 11/17/25 06:49 COLLISION NARRATIVE During this incident, I was equipped with a body-worn camera. It is important to note that the camera may have captured things I did not perceive, and I may have perceived things not captured by the camera. This report is intended as a summary of events to the best of my recollection and perception of what occurred. I have paraphrased conversation(s) and may not include an exact sequencing of events. Any inaccuracies, omissions, or mistakes are inadvertent. 25-9973 On 11-17-2025, at 0649 hours, I was dispatched to a blocking accident located at SW Grady Way and Lind Ave SW, within the City of Renton, King County, State of Washington. The Driver of Unit 2 is Alaniz-Candelas, Rafael (DOB 10-22-1976). Rafael was the driver/registered of a 2006 Honda Odyssey with bearing plate WA/BKU3387. Rafael was the only occupant of the Honda. The Driver of Unit 1 is Khuu, Julie (DOB 12-14-1969). Julie was the driver/registered of a 2011Toyota Camry with bearing plate WA/BAL3811. Julie was the only occupant of the Camry. There was a witness on scene who was identified as Goin, Tracey L (DOB 10-21-1971). All parties were identified by their WA Dol photos. Rafael stated he was in the 2nd lane going southbound on Lind Ave SW, approaching SW Grady Way. He stated Julie was making a left turn onto SW Grady Way, going westbound, and stopped in the middle of the intersection, causing Rafael to collide with Julie's Toyota. Rafael stated that he had a green light. Julie stated she was making a left turn onto SW Grady Way, going westbound. She stated that she had a green light, which I confirmed was not an arrow. She made a left turn and was suddenly struck by Rafael. Julie kept stating that it was his fault because he was speeding. Tracey stated she was on SW Grady Way, making a left turn onto Lind Ave SW. She observed Rafael and Julie's collision. She said all drivers had a green light, but she observed Julie making a left turn and Rafael going straight and colliding with Julie. Tracey said that Julie was at fault. There were no claims of injuries for this incident. Damages: Rafael had minor damage to the front bumper of his Honda. Rafael Honda was still drivable. Julie sustained minor damage to the rear passenger-side tire, rendering the Toyota undrivable. I believe the approximate cause of this collision was Julie. Julie was making a left turn on a green light, which requires her to yield to oncoming traffic. Julie was cited for (RCW 46.61.185) (1) The driver of a vehicle intending to turn to the left within an intersection or into an alley, private road, or driveway shall yield the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard.
