Brief Description
The applicant is requesting Hearing
Examiner Site Plan Review and a
Reasonable Use Variance to construct a
new 5-story mixed-use building.
A similar project was previously approved
onsite under LUA19-000153.
The project site is zoned Commercial
Arterial (CA).
The project site is within Urban
Design District D.
The project site is approx. 0.53 acres
in area.
A piped stream is mapped onsite.

Brief Description
The proposal would include:
A 5-story, 70’ tall mixed-use building;
Approx. 6,108 SF of ground floor commercial
space;
26 dwelling units on levels 2 through 5;
A second-level roof deck;
All parking located within a structured parking
garage with 49 parking spaces;
Construction of an open channel below the
mixed-use building;
Access off Bremerton Ave NE; and
A 5-foot (5’) setback reduction along
Bremerton Ave NE.
Brief Description
A 14-day public comment period
commenced on August 20, 2025.
The commend period ended
September 3, 2025.
Comments were received from the
Duwamish Tribe and Washington
State Department of Fish and
Wildlife (WDFW).
On September 23, 2025, the
Environmental Review Committee
issued a DNS-M with 5 mitigation
measures.
Site Plan and Variance Analysis
The proposal was reviewed for compliance
with the Site Plan and Reasonable Use
Variance Criteria.
The proposal is consistent/compliant with:
Relevant Comprehensive Plan Land
Use Element policies;
All relevant zoning regulations if all
conditions of approval are complied
with;
The Site Plan Review criteria if all
conditions of approval are complied
with; and
The Reasonable Use Variance
criteria if all conditions of approval
are complied with.
Police and Fire Prevention staff
indicate that sufficient resources
exist to furnish services to the
proposed development.
Water service is provided by the City
of Renton. Water improvements will
be required within and around the
project site.
Sewer service is provided by the City
of Renton. Sewer improvements will
be required within and around the
project site.
Availability of Public Services
Availability of Public Services
The applicant submitted a TIR,
prepared by Harmsen LLC.
The proposed project would provide
underground detention facilities and
a BioPod treatment system to meet
surface water flow control and water
quality requirements.
The project would be required to
comply with the City of Renton
Surface Water Design Manual
(SWDM).
Recommendation
Staff recommends approval of 4th
Dimension Building, File No. LUA25-
000193, SA-H, ECF, RU-V as depicted in
Exhibit 2, subject to 14 conditions of
approval.
