the application and the necessary Public Approvals.

PROJECT DESCRIPTION: The applicant requests Administrative Site Plan Review, a Conditional Use Permit, and a modification in order to construct six (6) attached
townhomes at 3001 NE 16th Street (APN 7227801475). The project site totals approximately 16,517 square feet (0.38 acres) and is zoned Residential-14 (R-14) with a Residential High Density
comprehensive plan designation. The site is located at the southeast corner of NE 16th St and Jefferson Ave NE and is currently developed with a single-family home and detached shed,
both of which are proposed for removal. The proposal consists of six townhouse units to be owned and operated by St. Stephen Housing Association as affordable permanent housing. The
project proposes to increase allowable density from 14 to 18 dwelling units per acre (du/ac) by utilizing the density bonus provisions outlined in RMC 4-9-065, with a proposed density
of approximately 16.7 du/ac. Each unit is proposed with one enclosed garage space and one surface parking space, for a total of two (2) spaces per dwelling. Vehicular access is proposed
via a new public alley along the east edge of the site, which will also serve enclosed garages located behind the units. Common open space is provided along the south property line.
Off-site improvements include a new sidewalk, planting strip, and undergrounded utilities along NE 16th St, as well as construction of the new alley with associated drainage facilities.
The site has nine (9) significant trees on the site, one of which is proposed for removal. No critical areas are mapped on the site. The applicant submitted an arborist report, drainage
report, and geotechnical report that evaluate the application.
