On January 5, 2026, at 1529 hours dispatch requested that I respond to a collision that occurred at 300 SE Carr
RD, in the city of Renton, County of King, and State of Washington.A passerby reported that a collision had
occurred at the listed location in the westbound lanes.
Upon my arrival, I spoke with the driver of unit#2, a 2022 Toyota Highland bearing Washington plates
CBV7373.The driver was identified by his WADL as Kin-Cheong so (11/17/1944). Kin was being assisted by a
TriMed EMT who told me that a witness left their information.The witness identified themselves as Estela
Legorreta who also had dash cameras in her vehicle.
The EMT told me he only witnessed the aftermath but alluded that a black Nissan Sentra had exited Valley
Medical Center on the southside of the property in the wrong lane.The Nissan Sentra then failed to yield the
right of way and entered the SE Carr Rd. When doing so,the Nissan struck the Toyota Highlander which was
traveling westbound in the lane 1 of 3.The Nissan Sentra had damage to its front bumper and fled the scene
subsequently after.
I then spoke with Kin, and he stated he was traveling westbound on SE Carr Rd. He intended to drive onto the
onramp for SR167, but as he approached the 300 block of SE Carr Rd, he observed Unit#1 enter the roadway.
Unit#1 hit his passenger front fender and fled the scene. I asked Kin if he wanted to pursue criminal hit and
run charges against the other driver if possible and he said no.
I provided Kin my contact information and case number.
On January 6th, I called the witness, Estela Legorreta, and asked if she could provide me a copy of her dash
camera footage. Later, she submitted the video on Axon,which I reviewed.
The video showed a black Nissan Sentra (no front plate) exiting the parking lot of VMC.The Nissan Sentra did
exit the property in the wrong lane, and you can see the driver, a white male,failing to yield the right of way.
Both vehicles collide in lane 1 of 3.
1 called VMC and spoke with security.
Security Office (Chris)told me he had reviewed the surveillance footage and captured a rear license plate of
(WA/CHW9178).
This incident occurred in the sCity of Renton,King County,Washington State.

I ran the license plate which returned to a 2019 Nissan Sentra.The registered owner was identified as Jacob
Allen-Martin McGinnis (09/14/1994)who lives in Seattle. Based on Jacobs DOL photo, it matched the driver
seen in the dash camera footage.
Using Renton's Law Enforcement data base, I located a phone number for Jacob. I spoke with Jacob and
advised him of my findings. I told him that the other involved driver did not want to pursue criminal charges,
but I needed his insurance information for my report.Jacob was surprised that I was contacting him.Although
he hesitated to give me his side of the story, he eventually told me that while exiting VMC when the other
vehicle ran into him. I told him that the dash footage showed otherwise because he was exiting the parking lot
and entering a roadway in which Unit#2 was already traveling in.
Jacob gave me his insurance and I provided him my contact info and case number.
I tried called Kin several times, but he declined each one of my phone calls. His phone did not allow me to
leave voicemail and would disconnect after telling me the user is unavailable.
I was unable to provide Kin with any new information. Kin did not want to pursue any criminal charges, so this
is an information report only.
