I was responding to a report of a collision. While en route, dispatch advised the following: non-injury, non-blocking collision occurred in the Valley Medical parking lot. One of the drivers does not have insurance. In this report, Unit 1 refers to a maroon 2015 Chrysler 200(WA/BLB8279), driven by Jaylon L. Edwards (DOB 07/02/2003, WA ID). Unit 2 refers to a gray 2008 Audi A8 (WA/SJ01289), driven by Robert D. Lewis (DOB 03/13/1958, WA DL). At approximately 1557 hours, I arrived on scene and interviewed the drivers. Edwards reported that he was at a stop sign in the VMC parking lot,waiting to turn left. He was unfamiliar with the area and was slowly moving out into the intersection.The car behind him (Unit 2) started honking at him,then turned right, and passed him through the intersection. Edwards said Unit 2 hit his vehicle on the way past. Edwards then got behind Unit 2 as it reached the stop sign controlling the exit onto Talbot Rd S. Edwards honked his horn at Unit 2, which stopped suddenly, causing Unit 1 to strike the back of Unit 2. Lewis reported that he was behind Unit 1 at the first stop sign waiting for him to move. Unit 1 was proceeding very slowly and then stopped in the intersection. Lewis had enough room, so turned right from behind Unit 1. As Lewis was exiting the parking lot, he heard a honk from behind him and stopped. Unit 1 then hit his vehicle from behind. Lewis denied hitting Unit 1 on the initial right turn pass. I examined both vehicles. Unit 1 had minor dings and scratches in various places and it was difficult to tell what was new. Unit 2 on the other hand had no damage except for fresh scratches on the rear bumper from the collision with Unit 1. 1 specifically examined the driver side and quarterpanel of Unit 2, where there would be damage to corroborate Edwards' story.There was no damage in that area. During my conversation with Edwards, he admitted that his license was suspended. I checked his DOL status on my computer and confirmed it was suspended/revoked 3rd degree with a "financial responsibility" driver restriction. Edwards did not have proof of insurance, but said his grandmother,the owner of the car,would have it. I told him to exchange numbers with Lewis so the insurance could be sent later tonight.
