The existing single family home will be retained after the short plat is recorded and it will be located on the 8,375 sf lot. The R-8 zone requires the proposed lots to have a minimum width of 50 feet, except corner lots that must be 60 feet in width and all lots must have a minimum depth of 65 feet. Lot 1 will have a width of 78.7 feet and a depth of 104 feet. Lots 2 and 3 will each.have a width of 57 feet and a depth of 80.5 feet. The proposed lots will be consistent with the development standards of the R- 8 zone. The short plat, as designed, is consistent with the development standards for this zone. c) Compliance with Subdivision Regulations Streets: The applicant will not need to create any new streets for the proposed short plat. The applicant will need to provide street improvements in accordance with the Municipal Code. The applicant will also need to dedicate right-of-way for NE 19th Street. The applicant can request a deferral or a waiver of the street improvements (curbs, gutters, and sidewalks). The necessary street improvements waiver is obtained from the Board of Public Works. Blocks: No new blocks will be created by this short plat. Lots: As noted above the proposed lots are consistent with the development standards for this zone. Reasonableness of Proposed Boundaries Access: Access to Lot 1 will be from Union Ave. NE, which is where the existing house gains its access. Lot 2 and Lot 3 will both gain their access from NE 19th Street. Topography: There is approximately a four foot difference in elevation between the southwest corner of the property and the northeast corner. ,The project site generally slopes downward from the northeast corner to the southwest. Relationship to Existing Uses: There is one single family home on the subject property. The home will be retained after the short plat is recorded. The proposed subdivision provides the future property lines in locations where adequate setbacks are provided for the existing single family home. The shed is considered to be an accessory structure. Accessory structures can not be located on lots in the R-8 zone without a primary structure. At that rate,the owner of this parcel paid for 16,301 square feet of property. The parcel is 18,135 square feet in size. This leaves an unpaid balance.on 1,834 square feet of the parcel. 3. The applicant is cautioned that information contained in this summary may be subject to modification and/or concurrence by official decision makers (e.g., Hearing Examiner, Board of Adjustment, Board of Public Works and City Council). Review comments may also need to be revised based on, programmatic, site planning and other design changes made by the applicant. SANITARY SEWER: * Existing sanitary sewer mains are located in (Union Ave. N.E. - 8" and N.E. 19th Street - 8"). The site is located in Zone 2 of the Aquifer Protection Zone. Lot B of the proposed short plat would require a side sewer permit at the time of building permit issuance. Cost of side sewer permit will be $60. Sewer (SDC) of $585 per single family lot will be required. WATER: * There are existing water mains located in Union Ave N.E.. - 12" and N.E. 19th Street - 8". There are two existing fire hydrants to serve the site. The proposed building on Lot B must be within 300 feet of one of the two existing hydrants. The site is in the Highlands 565 Pressure Zone and has a static pressure in the main of 58.91 P.S.I. (565-428 elev. = 137; 137 x .43 = 58.91). • Water (SDC) fee of $850 per single family lot will be required. 4/30/96 Page 2 DRAINAGE: * There are existing storm drainage systems in (N.E. 19th Street - 12" and Union Ave N.E. - 18"). Surface water (SDC) fee of $385 per single family lot will be required. STREET IMPROVEMENTS: * Union Avenue N.E. has existing curb, gutter, sidewalk, paving and street lights. N.E. 19th Street will require curb, gutter, sidewalk and street paving. Additional right-of-way (Z5') will be needed for the street improvements (curbs, gutter, and street paving). Sidewalk installed on a new 5' easement (south side of short plat). Also, easement required for water meters 2'x2' each meter and,... a 5'x5' easement for relocated fire hydrant (southeast corner of plat). GENERAL: All required utility, drainage, and street improvements-will require separate plan submittals prepared by a registered civil engineer in accordance to City of Renton drafting standards. Permit application must include an itemized cost estimate for the required improvements. The fee for review and inspection of these improvement is 5% of the first $100,000 or the estimated construction costs; 4% of anything over $100,000 but less than $200,000; and 3% of anything over $200,000. The property is presently developed with one single-family residence which will remain on proposed Lot#1. The proposed lots will range in size between 8,320 sq.ft.to 4,588 sq.ft. The property is located at 1901 Union Ave.N. The proposed subdivision will result in two lots,Lots#2 and 3,fronting on NE 19th St. Lots#2 and 3 will both have a lot width of 57 feet and a lot depth of 80 feet. Both lots will have an approximate square footage of 4,588 square feet. Lot#1,which fronts on Union Ave.NE,will have a lot size of 8,320 square feet.
