HomeMy WebLinkAboutA_Architectural_Conceptual_Rendering_260107_v4OASIS HOME DAY CARE PROJECT DESCRIPTION This project consists of a tenant improvement to an existing facility to accommodate a licensed home daycare, reviewed under both Building and Planning regulations of the City of Renton. The scope of work includes the construction of a new outdoor playground located on the left side of the existing primary building (as viewed from the main street), at the same elevation as the main floor. All proposed improvements are designed to comply with City of Renton development standards and Washington State DCYF licensing requirements. An existing manufactured home/trailer located at the rear of the property will not be used for habitation, living space, kitchen, or food preparation. The trailer will serve exclusively as storage and will remain inactive for residential use. Domestic water service will be permanently disconnected, and no sanitary sewer or residential utilities will serve this structure. The existing asphalt paving, totaling approximately 5,628 square feet, will remain unchanged. No new asphalt paving or sealed surfaces are proposed. The proposed playground consists of an elevated cedar deck system designed to allow drainage through the surface; the final impervious surface determination will be confirmed at the building permit stage. The playground surface will be constructed with spaced cedar decking boards that allow stormwater to pass freely through the surface. The deck will be supported by structural footings, with open space beneath the deck to allow natural drainage and infiltration into existing, unsealed soils. No concrete slab, asphalt, membrane, or sealed base is proposed beneath the playground surface. As designed, the elevated cedar deck does not function as a continuous impervious surface and is intended to maintain existing drainage patterns without concentrating runoff. Wetland and Buffer Protection (Planning / Environmental Review) The site contains a regulated wetland and associated buffer area. No development activity is proposed within the wetland or buffer. A clearly delineated no-disturbance zone of approximately 9,500 square feet has been established and will be shown on the site plan. •No grading, excavation, construction, or utility work will occur within this zone •Temporary fencing and construction limits will be maintained during all phases of work •The wetland and buffer will remain entirely preserved in their existing natural condition All project improvements are located outside of regulated wetlands, streams, and required buffers. Therefore, no impacts, mitigation measures, buffer averaging, or buffer modifications are proposed or required, as the project fully avoids all critical areas. FRONT IMPROVEMENTS •**“At the front of the property, an ADA-accessible ramp will be added to provide barrier-free access. designation of two (2) parking spaces to be used exclusively for short-term drop-off and pick-up of children attending the daycare facility. The purpose of these designated spaces is to ensure a safe, efficient, and organized vehicle flow during peak arrival and dismissal times, minimizing traffic congestion and enhancing safety for children, parents, and staff. These parking spaces are intended for temporary stopping only, with no long-term parking permitted. •A designated outdoor playground area totaling 384 square feet will be constructed as an area separate from and in addition to the 567 square feet of the main building. The playground will be located on the right side of the building, at the same elevation as the building’s main floor. The playground structure will be constructed with concrete footings, pressure-treated wood framing, and a cedar board deck flooring system. To enhance child safety and user comfort, the entire play surface will be covered with SolidPlay rubber playground flooring tiles, which provide certified fall protection in compliance with ASTM F1292 impact attenuation standards. •The playground will be enclosed with cedar guardrails, consisting of 4x4 posts and 2x2 balusters, •Additional site improvements include the installation of a new 6-foot-high black metal mesh perimeter fence, as well as the rehabilitation and enhancement of the existing front planter and landscaped areas. No new impervious surfaces are proposed as part of this project.”** FLOOR PLAN VIEW •The rear portion of the building provides a total of five (5) additional parking spaces, consisting of one (1) ADA-compliant accessible parking space and four (4) standard parking spaces available for regular use. All designated drop-off and pick-up spaces will be used strictly for temporary stopping only. • An existing manufactured home/trailer located at the rear of the property will not be used for habitation, living space, kitchen, or food preparation. The trailer will serve exclusively as storage and will remain inactive for residential use. Domestic water service will be permanently disconnected, and no sanitary sewer or residential utilities will serve this structure. •The playground and all associated stair elements are designed and will be constructed in full compliance with applicable City of Renton building and safety codes. All materials used are safe, durable, and appropriate for playground use, and are commercial-grade and certified for use in child play areas, including impact-attenuating and fall-protection surfaces where required..”** BULDING PLAYGROUND PERSPECTIVE A •**“Site improvements include: •Request for modification to allow two existing/proposed driveways for improved circulation. •New ADA-accessible ramp at the front entry. •Existing parking stalls to be restriped to current code. •Playground located at the front of the site, built on a raised deck with turf surfacing, placed away from wetland buffer area. •Installation of perimeter fencing for safety and security. •Rehabilitation of the existing front planter/landscaping.”** FRONT VIEW BULDING PERSPECTIVE B •“Existing exterior stairs will be rehabilitated as part of this project. In addition, new stairs are proposed to provide direct access from the playground deck to the rear parking lot, improving circulation and safety.” PERSPECTIVE C •“A designated refuse and recycling enclosure is located on site to comply with city requirements. The entire property will be secured with new perimeter fencing for safety and screening.”
