Unless otherwise noted, the following took place within the city limits of Renton, County of King,
WA.
On 01/11/2026 at approximately 1317 hours, I was dispatched to a hit and run report that
occurred at Forest View Apartments, located at 650 Duvall Ave NE. Dispatch advised
"**PHONE** **VOIANCE - MANDERIN - 22295** LAST NIGHT, ACCHR, POSS SUSP INFO ON
CAMERA".
I contacted the reporting party via language line,who was owner of the victim vehicle, identified
as Zhiyuan Yuan (04/01/1995).
It was difficult to communicate with Zhiyuan despite the language line assistance, but Zhiyuan
relayed the following:
He was provided information by an unknown neighbor who advised Zhiyuan's parked vehicle, a
2017 Ford Fusion WA/CNG4542, was just struck by another vehicle.
The unknown neighbor was unable to provide a description of the suspect vehicle but provided
the license plate WA/DTR2251. Unfortunately,that license plate does not return to any vehicle.
Zhiyuan told me the collision occurred at approximately 2130 hours on 01/10/2026 in parking
space#5, where is normally parks. Zhiyuan responded to the parking lot and observed
significant damage to the rear of his vehicle.
Zhiyuan sent me photos of his vehicle which have been uploaded to the case file.
There is no suspect information, however if a suspect can be identified there is probable cause
to arrest for Hit and Run Unattended (RCW 46.52.010)for striking Zhiyuan's vehicle and fleeing
the scene without providing information.
