ISSUANCE OF A DETERMINATION OF NON-
SIGNIFICANCE - MITIGATED (DNS-M)
POSTED TO NOTIFY INTERESTED PERSONS OF AN ENVIRONMENTAL ACTION
DNS-M: After review of the completed environmental checklist and other information on file, the City of Renton
Environmental Review Committee (ERC) has determined that the proposed action has probable significant
impacts that can be mitigated through mitigation measures. This DNS-M is issued after using the optional DNS
process in WAC 197-11-355. An environmental impact statement (EIS) is not required under RCW
43.21C.030(2)(c). Please note that the issuance of this determination DOES NOT constitute approval of the
proposal.

PROJECT DESCRIPTION: The applicant is requesting Preliminary Plat approval, Environmental (SEPA)
Review, and Site Plan Review for the subdivision of an existing 111,381 square foot (2.56 acre) site into 20 lots for
the future construction of single family residences and two tr act (Tracts A and B). The project site is comprised of
two (2) parcels located within the Residential-14 zone. The project site is currently developed with two single family
residences and associated detached accessory structures, proposed for removal. Access to the site is proposed
via a new 53-foot wide public right-of-way off 108th Ave S. In addition, a 20-foot wide secondary emergency access
tract (Tract B) is proposed along the northern portion of the prop erty to provide emergency access. According to
COR Maps, a Wellhead Protection Area, Zone 1 Modified and slopes with a grade of between 15 percent and 25
percent are mapped on site. A Type F stream is mapped offsite to the east.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on December 23,
2025. Appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City
Hall 1st floor Lobby Hub Monday through Friday. The appeal fee, normally due at the time an appeal is submitted,
will be collected at a future date if your appeal is submitted electronically. The appeal submitted in person may be
paid on the first floor in our Finance Department. Appeals to the Hearing Examiner are governed by RMC 4 -8-110
and additional information regarding the appeal process may be obtained from the City Clerk’s Office,
cityclerk@rentonwa.gov.
PUBLIC HEARING: If the Environmental Determination is appealed, an appeal public hearing will be set and all
parties of record will be duly notified in accordance with RCW 43.21C.110 and WAC 197-11-535.

The Environmental Review Committee (ERC) convened on Monday, December 8, 2025, to consider the SEPA
determination for the above project. The Planning Division of the City of Renton issued the environmental
determination on Tuesday, December 9, 2025
Mitigation Measures:
1. Construction on the project site shall comply with the recommendations of the submitted Geotechnical
Report, prepared by Terra Associates, Inc., dated July 23, 2024, revised December 30, 2024, and any
future addenda.
2. The applicant’s geotechnical engineer shall submit a sealed letter stating that he/she has reviewed the
construction permit plans and in their opinion the plans and specifications meet the intent of the
report(s).
3. The applicant’s geotechnical engineer shall provide notes on the construction plans identifying when
on-site geotechnical engineer supervision of construction events is recommended.
4. The applicant shall submit an Inadvertent Discovery Plan prepared by a qualified professional with the
Civil Construction Permit for review and approval by the Current Planning Project Manager prior to permit
issuance. The applicant shall provide notification to Tribes’ cultural committee prior to the start of
construction.
The City of Renton Environmental Review Committee has determined that probable significant environmental
impacts from the proposed project can be mitigated. An Environmental Impact Statement (EIS) is not required
under RCW 43.21C.030(2)(c). Conditions were imposed as mitigation measures by the Environmental Review
Committee under their authority of Section 4-9-070D Renton Municipal Code. These conditions are necessary to
mitigate environmental impacts identified during the environmental review process. Because other agencies of
jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days.
