NOTICE OF NEIGHBORHOOD MEETING
CITY OF RENTON
There will be a neighborhood meeting regarding Windsor Court, a proposed 20 lot
subdivision project at 19411 & 19505 108th Ave SE, Renton, WA
Preliminary Site Plan is enclosed.
Permit Consultant Tom DeDonato and Consulting Planner David Aldridge will
present the plans and answer questions.

The intent of this meeting is to facilitate an informal discussion between the project
developer and the neighbors regarding the project. While required by the City of Renton,
this meeting is not conducted by the City of Renton and is in addition to any future public
hearing or public comment opportunities available under City of Renton development
review processes.

Meeting Comments/Notes
Seven neighbors showed up for this meeting, along with Jill Ding from the City. See
Photo of Sign Posting below and attached Sign-In Sheet.
David Aldridge and Tom DeDonato arrived at 5:00 to set up the aerial photo and site
plan in the meeting room and the required sign at the library entrance. 7 neighbors
attended the meeting, together with City Planner Jill Ding and her assistant.
Much of the conversation was about the current condition of the property , which was
considered an eyesore by these neighbors based on outside storage of excessive
amount of restaurant equipment and other items.
Other topics:
Hours of construction for project. Neighbors don’t want them too early or too late,
but that will be up to the contractor and limited by City regulations.
Prohibit travel, big trucks or parking along 107th. There were several references
to many young kids in the neighborhood whose safety would be at risk.
They all want fences to be installed around the project, which we assume the
ultimate builder will provide but can’t guarantee.
The neighbors brought up the question of the process for dedicating the private
road (107th) and how private CCR’s for Windsor Court might affect the
neighbors.
It seemed as if the majority were generally supportive of the project

been communicating with subsequent to the meeting.

1. Windsor Condos was presented to City of Renton in 2023 for planned 35 Condos,
but City required subdivision to Plat 20 single -family homes instead. Homes with
yards. (most likely the City stated that the existing lots were too small to install 35
Condos and gave a maximum of the 20 single family homes -this information is not
confirmed but indication that this was what happened)
2. Stated that there will be “NO” access from 107 th Ave SE due to 107th being a private
road and that they can not access because of such (owned by Mike & Laurie
Eixenberger)
3. Major concerns of over 10 small children that live along 107 th and that heavy
equipment does not listen and would enter the existing lots via 107 th. Stated that
complaints could be filed with Jill Ding.
4. Property lines-new development will have a 15-foot setback from 107th street, and
4ft on each side property to the (2) existing lots
5. Fences are not required as per City of Renton and at this time nothing is planned at
this time, but developers usually like to install a privacy fence and if not then
homeowners likely would build a fence that butts up to 107th
6. Since high removal of trees are required on the (2) existing lots, City of Renton is
requiring replanting of many trees on site plan. Planned location for most trees to
be installed along 107th (most likely in owner’s backyards)
7. The current owner is not building the plan, he will sell to a developer who will the n
build the community and the developer will sell off the lots to homeowners
8. Most likely this planned community will be a HOA (Homeowners Association) an will
have certain Covenants, Conditions and Restrictions (CC&R’s) that they must follow
individually to live in the community. No one on 107 th will have to adhere to any of
these.
9. Homeowner concerns with the “water springs” on the lot. Consistent water run off
from the current land onto 107th.
Plans MUST include to the City of Renton:
a. Geo Tech Report must be completed
b. Drainage Report must be completed and include “NO” water run -off from
existing property. All water will need to go to contained Storm Drain for new
development
c. Grading Plan which will include removal and grading of a lot of dirt
10. Development will be working with both City of Kent (due to 108 th access) and 107th
and the (2) current existing lots are City of Renton. City of Renton will oversee the
development and permitting, while City of Kent will be for access to existing lots of
the heavy equipment, the entrance to development and installation of the sewer
lines
11. Sewer lines are believed to be on the opposite side of 108 th (east side of the road)
from the planned development
12. Construction Hours: 7am – 8pm Mon-Fri / 9am – 8pm Sat / No work on Sunday
Haul Hours of heavy equipment: 8:30am – 3:30pm Mon-Fri
13. Everyone who wants to be notified of anything that is going on with development,
needs to notify Jill Ding that they want to be a Notice of Record.
PROCESS:
** At this time there is no formal application submitted to the City of Renton
• Application to be submitted to the City of Renton
o City will review, ask any questions, owner may need to resubmit as per City’s
requests, City will re -review and accept
• Once application has been approved by City, there is a 14 -day comment period of
any comments on the application
• Once comment period is over, City of Renton will send out a notice to all
homeowners with 300 ft of proposed development as well as post a sign for Public
Hearing will be installed on the property. Notified no less than 10 days prior for the
Public Hearing date
• At the Public Hearing with the Hearing Examiner, any/all homeowners with concerns
and comments will be heard. This meeting is held virtually.
• Then Hearing Examiner can make adjustments as per concerns of neighbors or add
additional requirements to the project. Hearing Examiner will notify all parties of
record within 14 days of their determination
** Since 300 ft is not very far, suggest we reach out to other neighbors around the area and
share what is happening, maybe with a letter and details of the proposed site plan as well
as notifying them of the hearing.
