Name of Proposal: Soos Creek Trail Phase 5A Extension
Location of Proposal: City of Renton and Unincorporated King County, near SE 192nd
Street and 124th Avenue SE. Section 33, Township 23 North,
Range 5 East, Willamette Meridian. See attached map.
Description of Proposal:
The Soos Creek Trail Phase 5A Extension Project (Project) proposes to construct a recreational
shared-use trail to extend the existing Soos Creek Trail system, as well as a new sidewalk. The
proposed trail length and sidewalk length are approximately 2,400 feet and 250 feet,
respectively. Construction activities will include land clearing, tree removal, earthwork
excavation and imported fill, asphalt concrete paving, concrete boardwalk, structural retaining
wall installation, stormwater and drainage improvements, and construction of other trail
amenities including critical areas mitigation planting. The project will implement the mitigation
sequencing outlined in RMC 4-3-050L(b) and KCC 21A.24.125(A). Construction will result in
minor unavoidable temporary and permanent impacts to wetlands and wetland/stream buffer
which will be offset through purchase of appropriate credits from the King County Mitigation
Reserves Program.

adverse impact on the environment, and an Environmental Impact Statement (EIS) is not
required. This determination was made after review of a completed environmental checklist and
other information on file with the lead agency as set forth in Washington Administrative Code
(WAC) 197-11-330 and Revised Code of Washington (RCW) 43.21C.030. This information is
available to the public on request (for a nominal photocopying fee). It is also available on the
