SECTION 1 - OVERVIEW
This Construction Stormwater Pollution Prevention (CSWPP) Plan describes the measures
and BMPs to prevent the discharge of sediment-laden water and other pollutants associated
with construction of the proposed Soos Creek Trail segment that extends from the current
trail end at SE 192nd Street to SE 186th Street.
This proposed shared-use trail segment is on King County Parks properties located within
the City of Renton (COR) jurisdiction. See Figure 1 for the project vicinity map. This
CSWPP Plan is prepared in conformance with requirement 2.1.2 of the City of Renton
2022 Surface Water Design Manual (City Drainage Manual).

The CSWPP Plan for the project is comprised of two separate plans:
• Erosion and Sediment Control (ESC) Plan
• Stormwater Pollution Prevention and Spill (SWPPS) Plan
The ESC Plan consists of the TESC plan sheets containing City of Renton Erosion and
Sediment Control Standard Notes included in the Permit Plan Set submitted under separate
cover. The extracted TESC plan sheets are included in Appendix A.
The SWPPS Plan includes the following three elements as required in the City Drainage
Manual:
• SWPPS site plan, including supporting documentation;
• A pollution prevention report, and;
• A spill prevention and cleanup report.
These required elements are addressed in Sections 2, 3 and 4 below, respectively.
Note that this SWPPS Plan is preliminary and is intended to identify potential requirements
and measures. The contractor selected for this project will need to elaborate and/or propose
alternative measures. Some details related to construction operations and methods are
deferred to the contractor. For example, it is unknown at this time whether fueling or fluid
storage will be conducted on-site. The contractor will be responsible for updating the
SWPPS Plan as necessary, and for documenting these updates, to reflect the site conditions
and construction operations. If a Washington State Department of Ecology Construction
Stormwater General Permit (CSWGP) is required for the project, the contractor will be
responsible for obtaining and implementing the permit (including monitoring and
reporting). King County Parks may initially obtain the CSWGP, then transfer the permit to
the Contractor for implementation.
SECTION 2 – SWPPS SITE PLAN
The site discharges through native vegetation to a wetland in the east along Big Soos
Creek. The wetland runoff eventually discharges to Big Soos Creek, less than ¼ mile away
(see Figure 2). There are no surface water quality impairments in the vicinity of the site,
based on review of the current Washinton State DOE Clean Water Act Section 303d listing
of impaired surface water bodies.
There are two potential sources of stormwater pollution from the site: disturbed soil during
grading, and fluids associated with construction equipment. The SWPPS Plan contains
perimeter control measures (silt fence) and final site stabilization measures (seed and
mulch) to address disturbed soils, temporary cover measures including temporary plastic
cover over material stock piles, and additional BMPs as described below.
Construction equipment pollutants, such as fuel, hydraulic fluids, and coolants must be
controlled through appropriate storage, inspection, maintenance and spill control BMPs
identified in the CSWPP Plan that will be prepared, implemented and managed by the
prime contractor. The CSWPP Plan will also be implemented by any subcontractor(s),
under supervision by the prime contractor.

Proposed erosion and sediment control measures and specifications are shown on the
TESC plans (Appendix A) and described in this section. The following BMPs to prevent
erosion and sedimentation at the site will be used. Note that BMP measures prefixes are
associated with the Drainage Manual references.
D.2.1.1 Clearing Limits: prior to clearing and grubbing, maintained for entire project

If construction dewatering is required, a sedimentation bag will be used to filter the
water prior to discharge at a stabilized outlet. Baker tanks may be used to
temporarily store water.
D.2.1.8 Dust Control (water), throughout the project; emphasized during dry season
D.2.1.9 Flow Control, not needed unless as directed by COR.
If construction occurs in the wet season (October 1 to April 30), the following
requirements apply:
1. Cover measures to be installed if an area is to remain unworked for more than two
days.
2. Stockpiles and steep (steeper than 3H:1V) cut and fill slopes to be covered if
unworked for more than 12 hours.
3. Exposed soils shall be stabilized at the end of the workday prior to a weekend,
holiday or predicted rain event
4. Cover material sufficient to cover all exposed areas must be stockpiled on-site

5. Prior to wet season, review all disturbed areas to identify which ones can be seeded
in preparation for winter rains; seed such areas within one week of start of wet
season
6. 50 linear feet of silt fence per acre (175 feet minimum) must be stockpiled on-site
7. Construction road and parking lot stabilization
8. Sediment retention is required unless no offsite discharge is anticipated for the
design flow. It is not anticipated that offsite discharge will occur. Construction
runoff will not be concentrated and will disperse toward downstream vegetated
flow path.
9. Surface water control is required unless no offsite discharge is anticipated for the
design flow. It is not anticipated that concentrated offsite discharge will occur.
Construction runoff will disperse toward downstream vegetated flow path.
10. Phasing must be evaluated for construction activity near surface waters. Trail
construction phase was evaluated and determined to be unnecessary.
11. Dewatering water may be required to discharge to an approved sanitary sewer
system, portable sand filter, or holding tanks.
12. ESC facilities to be inspected a minimum of twice per month and within 24 hours
of a storm event.
13. Sediment removal from construction stormwater filtration or chemical treatment
facilities: twice per wet season and at decommissioning
SECTION 3 – STORMWATER POLLUTION PREVENTION REPORT
The following describes construction activities with potential pollutants and applicable
BMPs.
Storage and Handling of Liquids
Liquids that will potentially be stored on-site include petroleum products, fuels, solvents,
and concrete admixtures. Storage locations, types and sizes of containers and secondary
containment will be identified by the contractor.
Storage and Stockpiling of Construction Materials and Wastes
The following construction materials and waste may be generated and/or stored on-site:
• Construction Materials: Framing lumber; fill soil; trench backfill
• Wastes: Trees, woody vegetation; excavation spoils; demolished asphalt
Staging and storage locations for these materials and any others required for the project
will be identified by the contractor.
Fueling
The contractor will determine if and how equipment fueling is to be done on-site, the
designated fueling area, and the location of any fuel storage.

On-site storage types and size will be determined by the contractor, as will the lighting and
signage plan, if required.
Containment methods, if needed, will conform to COR BMP D.2.2.4
Maintenance, Repairs, and Storage of Vehicles and Equipment
Maintenance and repair areas, if any, will be identified by the contractor. Drip pans or
plastic beneath vehicles are required in the maintenance area.
Methods for collection, storage and disposal of vehicle/equipment fluids will be identified
by the contractor, consistent with COR requirements. Designated vehicle maintenance
areas will be posted with signage prohibiting vehicle washing.
Concrete Saw Cutting, Slurry and Washwater Disposal
Unless updated by the contractor, concrete slurry and truck washout water will not be
generated on-site. No slurry or washout sumps are necessary. The site is identified to be in
a wellhead protection area according to COR GIS maps. Slurry from saw cutting shall be
vacuumed immediately. Contractor’s concrete washout off-site location shall also take into
consideration of the wellhead protection area.
Rinsing areas for concrete handling hand tools will be designated by the contractor on the
SWPPS site plan.
The contractor will identify methods of collecting, treating and disposing of wastewater
from concrete grinding, and new concrete washing and curing, per the requirements of the
project specifications.
Handling of pH Elevated Water
pH elevated water is not anticipated. The contractor will develop a contingency plan for
treatment and disposal of high pH water, if encountered.
Application of Chemicals including Pesticides and Fertilizers
The contractor will provide a list of chemicals that may be used/applied at the site and will
describe application methods and storage locations and methods. Any such locations will
be shown on an updated SWPPS plan.
APPLICABLE BMPs
The following BMPs, at a minimum, from Appendix D of the City Drainage Manual will
be applied to control pollutants at the site. Refer to Appendix D of the City Drainage
Manual for details related to these BMPs.
D.2.2.1 Concrete Handling
Used during cast-in-place wall and sidewalk construction.
D.2.2.2 Concrete Washout Area – offsite

D.2.2.4 Material Delivery, Storage and Containment
Hazardous chemicals and liquids will be stored in a lockable structure(s) (e.g. shed).
Liquid storage in quantities greater than 30 gallons will be provided with secondary
containment capable of containing 110% of the volume of the largest container and 10% of
the volume of all containers. Incompatible materials will be stored in separate structures.
D.2.2.5 Construction Stormwater Chemical Treatment
If selected, approval of the treatment system must be obtained from the Washington
Department of Ecology and use approved chemicals and processes, such as chitosan-
enhanced sand filtration.
D.2.2.6 Construction Stormwater Filtration
Construction stormwater filtration will likely not be feasible for the site sub-surface
conditions.
D.2.2.8 pH Control for High pH Water
High pH water is not anticipated. If high pH water is produced, a permit to discharge to the
Soos Creek Water and Sewer District sewer system will be sought. Segregation of high-pH
runoff from other stormwater runoff will be implemented.
D.2.2.10 Maintain Protective BMPs
See maintenance standards.
D.2.2.11 Manage the Project
Inspections, monitoring and reporting will be as required by the Construction Stormwater
General Permit (CSWGP) issued by the State Department of Ecology, and as requested by
COR.
The Contractor will be responsible for maintain, implementing and updating the SWPPS
Plan in accordance with the CSWGP and COR.
SECTION 4 – SPILL PREVENTION AND CLEANUP REPORT
Potential sources of liquid spills at the site will likely be limited to small quantities of
petroleum products, if fueling is performed on-site and fuel is stored on-site.
Personnel responsible for spill prevention and cleanup have not been identified, and will be
provided by the Contractor.
Spill prevention BMPs (storage and secondary containment) will be monitored by regular
(weekly) inspection.

Spill response procedures will be developed by the Contractor for the liquids planned to be
used at the site. Spill response materials in quantities appropriate to the size of a potential
spill will be stored on-site at a location to be determined by the Contractor and noted on
the site plan.
Records of inspections and spill response will be kept at the site, using the sample CSWPP
Worksheet form (Reference Section 8-E of the City Drainage Manual) provided in
Appendix B as a minimum.
Contaminated water or soil will be stored on-site in drums until appropriate, lawful,
disposal can be arranged

4.THE BOUNDARIES OF THE CLEARING LIMITS, SENSITIVE AREAS AND THEIR BUFFERS, AND AREAS OF VEGETATION PRESERVATION AND TREE
RETENTION AS PRESCRIBED ON THE PLAN(S) SHALL BE CLEARLY DELINEATED BY FENCING AND PROTECTED IN THE FIELD IN ACCORDANCE WITH
APPENDIX D OF THE CITY OF RENTON SURFACE WATER DESIGN MANUAL (RENTON SWDM) PRIOR TO THE START OF CONSTRUCTION. DURING THE
CONSTRUCTION PERIOD, NO DISTURBANCE BEYOND THE CLEARING LIMITS SHALL BE PERMITTED. THE CLEARING LIMITS SHALL BE MAINTAINED
BY THE APPLICANT/ESC SUPERVISOR FOR THE DURATION OF CONSTRUCTION.
5.STABILIZED CONSTRUCTION ENTRANCES SHALL BE INSTALLED AT THE BEGINNING OF CONSTRUCTION AND MAINTAINED FOR THE DURATION OF
THE PROJECT. ADDITIONAL MEASURES, SUCH AS CONSTRUCTED WHEEL WASH SYSTEMS OR WASH PADS, MAY BE REQUIRED TO ENSURE THAT
ALL PAVED AREAS ARE KEPT CLEAN AND TRACK-OUT TO ROAD RIGHT OF WAY DOES NOT OCCUR FOR THE DURATION OF THE PROJECT. IF
SEDIMENT IS TRACKED OFFSITE, PUBLIC ROADS SHALL BE CLEANED THOROUGHLY AT THE END OF EACH DAY, OR MORE FREQUENTLY DURING
WET WEATHER, AS NECESSARY TO PREVENT SEDIMENT FROM ENTERING WATERS OF THE STATE.
6.WASHOUT FROM CONCRETE TRUCKS SHALL BE PERFORMED OFF-SITE OR IN DESIGNATED CONCRETE WASHOUT AREAS ONLY. DO NOT WASH
OUT CONCRETE TRUCKS ONTO THE GROUND, OR TO STORM DRAINS OR OPEN DITCHES. ON-SITE DUMPING OF EXCESS CONCRETE SHALL ONLY
OCCUR IN DESIGNATED CONCRETE WASHOUT AREAS.
7.ALL REQUIRED ESC BMPS SHALL BE CONSTRUCTED AND IN OPERATION PRIOR TO LAND CLEARING AND/OR CONSTRUCTION TO PREVENT
TRANSPORTATION OF SEDIMENT TO SURFACE WATER, DRAINAGE SYSTEMS AND ADJACENT PROPERTIES. ALL ESC BMPS SHALL BE MAINTAINED
IN A SATISFACTORY CONDITION UNTIL SUCH TIME THAT CLEARING AND/OR CONSTRUCTION IS COMPLETE AND POTENTIAL FOR ON-SITE EROSION
HAS PASSED. ALL ESC BMPS SHALL BE REMOVED AFTER CONSTRUCTION IS COMPLETED AND THE SITE HAS BEEN STABILIZED TO ENSURE
POTENTIAL FOR ON-SITE EROSION DOES NOT EXIST. THE IMPLEMENTATION, MAINTENANCE, REPLACEMENT, ENHANCEMENT, AND REMOVAL OF
ESC BMPS SHALL BE THE RESPONSIBILITY OF THE APPLICANT.
8.ANY HAZARDOUS MATERIALS OR LIQUID PRODUCTS THAT HAVE THE POTENTIAL TO POLLUTE RUNOFF SHALL BE DISPOSED OF PROPERLY.
9.THE ESC BMPS DEPICTED ON THIS DRAWING ARE INTENDED TO BE MINIMUM REQUIREMENTS TO MEET ANTICIPATED SITE CONDITIONS. AS
CONSTRUCTION PROGRESSES AND UNEXPECTED OR SEASONAL CONDITIONS DICTATE, THE APPLICANT SHALL ANTICIPATE THAT MORE ESC
BMPS WILL BE NECESSARY TO ENSURE COMPLETE SILTATION CONTROL ON THE PROPOSED SITE. DURING THE COURSE OF CONSTRUCTION, IT
SHALL BE THE OBLIGATION AND RESPONSIBILITY OF THE APPLICANT TO ADDRESS ANY NEW CONDITIONS THAT MAY BE CREATED BY THE
ACTIVITIES AND TO PROVIDE ADDITIONAL ESC BMPS, OVER AND ABOVE MINIMUM REQUIREMENTS, AS MAY BE NEEDED, TO PROTECT ADJACENT
PROPERTIES AND WATER QUALITY OF THE RECEIVING DRAINAGE SYSTEM.
10.APPROVAL OF THIS PLAN IS FOR ESC ONLY. IT DOES NOT CONSTITUTE AN APPROVAL OF STORM DRAINAGE DESIGN, SIZE NOR LOCATION OF
PIPES, RESTRICTORS, CHANNELS, OR STORMWATER FACILITIES.
11.ANY DEWATERING SYSTEM NECESSARY FOR THE CONSTRUCTION OF STORMWATER FACILITIES SHALL BE SUBMITTED TO THE CITY FOR REVIEW
AND APPROVAL.
12.ANY AREAS OF EXPOSED SOILS, INCLUDING ROADWAY EMBANKMENTS, THAT WILL NOT BE DISTURBED FOR TWO DAYS DURING THE WET SEASON
(OCTOBER 1ST THROUGH APRIL 30TH) OR SEVEN DAYS DURING THE DRY SEASON (MAY 1ST THROUGH SEPTEMBER 30TH) SHALL BE IMMEDIATELY
STABILIZED WITH THE APPROVED ESC COVER METHODS (E.G., SEEDING, MULCHING, PLASTIC COVERING, ETC.) IN CONFORMANCE WITH
APPENDIX D OF THE RENTON SWDM.
13.WET SEASON ESC REQUIREMENTS APPLY TO ALL CONSTRUCTION SITES BETWEEN OCTOBER 1ST AND APRIL 30TH, UNLESS OTHERWISE
APPROVED BY THE CITY.
14.ANY AREA NEEDING ADDITIONAL ESC MEASURES, NOT REQUIRING IMMEDIATE ATTENTION, SHALL BE ADDRESSED WITHIN SEVEN (7) DAYS.
15.THE ESC BMPS ON INACTIVE SITES SHALL BE INSPECTED AND MAINTAINED AT A MINIMUM OF ONCE A MONTH OR WITHIN 24 HOURS FOLLOWING A
STORM EVENT. INSPECTION AND MAINTENANCE SHALL OCCUR MORE FREQUENTLY AS REQUIRED BY THE CITY.
16.BEFORE COMMENCEMENT OF ANY CONSTRUCTION ACTIVITY, CATCH BASIN INSERTS PER THE CITY STANDARD PLAN 216.30 SHALL BE PROVIDED
FOR ALL STORM DRAIN INLETS DOWNSLOPE AND WITHIN 500 FEET OF A DISTURBED OR CONSTRUCTION AREA, UNLESS THE RUNOFF THAT
ENTERS THE INLET WILL BE CONVEYED TO A SEDIMENT POND OR TRAP. ALL CATCH BASIN INSERTS SHALL BE PERIODICALLY INSPECTED AND
REPLACED AS NECESSARY TO ENSURE FULLY FUNCTIONING CONDITION.
17.AT NO TIME SHALL SEDIMENT ACCUMULATION EXCEED 2/3 OF THE CAPACITY OF THE CATCH BASIN SUMP. ALL CATCH BASINS AND CONVEYANCE
LINES SHALL BE CLEANED PRIOR TO PAVING. THE CLEANING OPERATION SHALL NOT FLUSH SEDIMENT-LADEN WATER INTO THE DOWNSTREAM
SYSTEM.
18.ANY PERMANENT STORMWATER FACILITY LOCATION USED AS A TEMPORARY SETTLING BASIN SHALL BE MODIFIED WITH THE NECESSARY ESC
BMPS AND SHALL PROVIDE ADEQUATE STORAGE CAPACITY. IF THE TEMPORARY FACILITY IS TO ULTIMATELY FUNCTION AS AN INFILTRATION
SYSTEM IN ITS PERMANENT STATE, THE TEMPORARY FACILITY SHALL BE ROUGH GRADED SO THAT THE BOTTOM AND SIDES ARE AT LEAST
THREE FEET ABOVE THE FINAL GRADE OF THE PERMANENT FACILITY.
19.AREAS DESIGNATED ON THE PLAN(S) CONTAINING EXISTING STORMWATER FACILITIES OR ON-SITE BMPS (AMENDED SOILS, BIORETENT ION,
PERMEABLE PAVEMENT, ETC.) SHALL BE CLEARLY FENCED AND PROTECTED USING ESC BMPS TO AVOID SEDIMENTATION AND COMPACTION
DURING CONSTRUCTION.
20.PRIOR TO THE BEGINNING OF THE WET SEASON (OCTOBER 1ST), ALL DISTURBED AREAS SHALL BE INSPECTED TO IDENTIFY WHICH ONES SHALL
BE SODDED OR SEEDED IN PREPARATION FOR THE WINTER RAINS. DISTURBED AREAS SHALL BE SODDED OR SEEDED WITHIN ONE WEEK OF THE
BEGINNING OF THE WET SEASON. AN EXHIBIT OF THOSE AREAS TO BE SODDED OR SEEDED AND THOSE AREAS TO REMAIN UNCOVERED SHALL
BE SUBMITTED TO THE CITY FOR REVIEW.
21.PRIOR TO FINAL CONSTRUCTION ACCEPTANCE, THE PROJECT SITE SHALL BE STABILIZED TO PREVENT SEDIMENT-LADEN WATER FROM LEAVING
THE PROJECT SITE, ALL ESC BMPS SHALL BE REMOVED, AND STORMWATER CONVEYANCE SYSTEMS, FACILITIES , AND ON-SITE BMPS SHALL BE
RESTORED TO THEIR FULLY FUNCTION ING CONDITION. ALL DISTURBED AREAS OF THE PROJECT SITE SHALL BE VEGETATED OR OTHERWISE
PERMANENTLY STABILIZED. AT A MINIMUM, DISTURBED AREAS SHALL BE SODDED OR SEEDED AND MULCHED TO ENSURE THAT SUFFICIENT
COVER WILL DEVELOP SHORTLY AFTER FINAL APPROVAL. MULCH WITHOUT SEEDING IS ADEQUATE FOR AREAS TO BE LANDSCAPED BEFORE
OCTOBER 1ST.
22.ROCKERIES ARE CONSIDERED TO BE A METHOD OF BANK STABILIZATION AND EROSION CONTROL. ROCKERIES SHALL NOT BE CONSTRUCTED TO
SERVE AS RETAINING WALLS. ALL ROCKERIES IN CITY ROAD RIGHTS-OF-WAY SHALL BE CONSTRUCTED IN ACCORDANCE WITH CITY STANDARDS.
ROCKERIES OUTSIDE OF ROAD RIGHTS-OF-WAY SHALL BE CONSTRUCTED IN ACCORDANCE WITH THE INTERNATIONAL BUILDING CODE.

TOE OF THE SLOPE IN ORDER TO REDUCE THE VELOCITY OF RUNOFF.
2.3.TIRES, SAND BAGS, OR EQUIVALENT MAY BE USED TO WEIGHT PLASTIC.
2.4.SEAMS BETWEEN SHEETS MUST OVERLAP A MINIMUM OF 12 INCHES AND BE WEIGHTED OR TAPED.
3.MAINTENANCE STANDARDS
3.1.TORN SHEETS MUST BE REPLACED AND OPEN SEAMS REPAIRED.
3.2.IF THE PLASTIC BEGINS TO DETERIORATE DUE TO ULTRAVIOLET RADIATION, IT MUST BE COMPLETELY REMOVED AND REPLACED.

1.CONDITION OF USE
1.1.CONSTRUCTION ENTRANCE SHALL BE STABILIZED WHEREVER TRAFFIC WILL BE LEAVING A CONSTRUCTION SITE AND TRAVELING ON

SUBDIVISION ENTRANCE. STABILIZED SURFACES SHALL BE OF SUFFICIENT LENGTH/WIDTH TO PROVIDE VEHICLE ACCESS/PARKING,
BASED ON LOT SIZE/CONFIGURATION.
2.DESIGN AND INSTALLATION SPECIFICATIONS
2.1.A SEPARATION GEOTEXTILE SHALL BE PLACED UNDER THE SPALLS TO PREVENT FINE SEDIMENT FROM PUMPING UP INTO THE ROCK
PAD. THE GEOTEXTILE SHALL MEET THE FOLLOWING STANDARDS:
2.2.DO NOT USE CRUSHED CONCRETE, CEMENT, OR CALCIUM CHLORIDE FOR CONSTRUCTION ENTRANCE STABILIZATION BECAUSE THESE
PRODUCTS RAISE pH LEVELS IN STORMWATER AND CONCRETE DISCHARGE TO SURFACE WATERS OF THE STATE IS PROHIBITED.
2.3.HOG FUEL (WOOD BASED MULCH) MAY BE SUBSTITUTED FOR OR COMBINED WITH QUARRY SPALLS IN AREAS THAT WILL NOT BE USED
FOR PERMANENT ROADS. HOG FUEL IS NOT RECOMMENDED FOR ENTRANCE STABILIZATION IN URBAN AREAS. THE INSPECTOR MAY AT
ANY TIME REQUIRE THE USE OF QUARRY SPALLS IF THE HOG FUEL IS NOT PREVENTING SEDIMENT FROM BEING TRACKED ONTO
PAVEMENT OR IF THE HOG FUEL IS BEING CARRIED ONTO PAVEMENT.
2.4.FENCING SHALL BE INSTALLED AS NECESSARY TO RESTRICT TRAFFIC TO THE CONSTRUCTION ENTRANCE.
2.5.WHENEVER POSSIBLE, THE ENTRANCE SHALL BE CONSTRUCTED ON A FIRM, COMPACTED SUBGRADE. THIS CAN SUBSTANTIALLY
INCREASE THE EFFECTIVENESS OF THE PAD AND REDUCE THE NEED FOR MAINTENANCE.
3.MAINTENANCE STANDARDS
3.1.QUARRY SPALLS SHALL BE ADDED IF THE PAD IS NO LONGER IN ACCORDANCE WITH THE SPECIFICATIONS.
3.2.IF THE ENTRANCE IS NOT PREVENTING SEDIMENT FROM BEING TRACKED ONTO PAVEMENT, THEN ALTERNATIVE MEASURES TO KEEP
THE STREETS FREE OF SEDIMENT SHALL BE USED. THIS MAY INCLUDE STREET SWEEPING, AN INCREASE IN THE DIMENSIONS OF THE
ENTRANCE, OR THE INSTALLATION OF A WHEEL WASH. IF WASHING IS USED, IT SHALL BE DONE ON AN AREA COVERED WITH CRUSHED
ROCK, AND WASH WATER SHALL DRAIN TO A SEDIMENT TRAP OR POND.
3.3.ANY SEDIMENT THAT IS TRACKED ONTO PAVEMENT SHALL BE REMOVED IMMEDIATELY BY SWEEPING. THE SEDIMENT COLLECTED BY
SWEEPING SHALL BE REMOVED OR STABILIZED ON SITE. THE PAVEMENT SHALL NOT BE CLEANED BY WASHING DOWN THE STREET,
EXCEPT WHEN SWEEPING IS INEFFECTIVE AND THERE IS A THREAT TO PUBLIC SAFETY. IF IT IS NECESSARY TO WASH THE STREETS, A
SMALL SUMP MUST BE CONSTRUCTED. THE SEDIMENT WOULD THEN BE WASHED INTO THE SUMP WHERE IT CAN BE CONTROLLED AND
DISCHARGED APPROPRIATELY. WASH WATER MUST BE PUMPED BACK ONTO THE SITE AND CANNOT DISCHARGE TO SYSTEMS
TRIBUTARY TO SURFACE WATERS.
3.4.ANY QUARRY SPALLS THAT ARE LOOSENED FROM THE PAD AND END UP ON THE ROADWAY SHALL BE REMOVED IMMEDIATELY.
3.5.IF VEHICLES ARE ENTERING OR EXITING THE SITES AT POINTS OTHER THAN THE CONSTRUCTION ENTRANCE(S), FENCING SHALL BE
INSTALLED TO CONTROL TRAFFIC.
NOTES:
1.CONDITIONS OF USE
1.1.SILT FENCE MAY BE USED DOWNSLOPE OF ALL DISTURBED AREAS.
1.2.SILT FENCE IS NOT INTENDED TO TREAT CONCENTRATED FLOWS, NOR IS IT INTENDED TO
TREAT SUBSTANTIAL AMOUNTS OF OVERLAND FLOW. ANY CONCENTRATED FLOW MUST BE
CONVEYED THROUGH THE DRAINAGE SYSTEM TO A SEDIMENT TRAP OR POND.
2.DESIGN AND INSTALLATION SPECIFICATIONS
2.1.THE GEOTEXTILE USED MUST MEET THE STANDARD LISTED BELLOW. A COPY OF THE
MANUFACTURER'S FABRIC SPECIFICATIONS MUST BE AVAILABLE ON SITE.
2.2.STANDARD STRENGTH FABRIC REQUIRES WIRE BACKING TO INCREASE THE STRENGTH OF
THE FENCE. WIRE BACKING OR CLOSER POST SPACING MAY BE REQUIRED FOR EXTRA
STRENGTH FABRIC IF FIELD PERFORMANCE WARRANTS A STRONGER FENCE.
2.3.WHERE THE FENCE IS INSTALLED, THE SLOPE SHALL NOT BE STEEPER THAN 2H:1V
2.4.IF A TYPICAL SILT FENCE IS USED, THE STANDARD 4"X4" TRENCH MAY BE REDUCED AS LONG
AS THE BOTTOM 8 INCHES OF THE SILT FENCE FABRIC IS WELL BURIED AND SECURE IN A
TRENCH THAT STABILIZES THE FENCE AND DOES NOT ALLOW WATER TO BYPASS OR
UNDERMINE THE SILT FENCE.
2.5.FILTER FABRIC FENCES SHALL BE INSTALLED ALONG CONTOURS WHENEVER POSSIBLE.
3.MAINTENANCE STANDARDS
3.1.ANY DAMAGE SHALL BE REPAIRED IMMEDIATELY.
3.2.IF CONCENTRATED FLOWS ARE EVIDENT UPHILL OF THE FENCE, THEY MUST BE INTERCEPTED
AND CONVEYED TO A SEDIMENT TRAP OR POND.
3.3.IT IS IMPORTANT TO CHECK THE UPHILL SIDE OF THE FENCE FOR SIGNS OF THE FENCE
CLOGGING AND ACTING AS A BARRIER TO FLOW AND THEN CAUSING CHANNELIZATION OF
FLOWS PARALLEL TO THE FENCE. IF THIS OCCURS, REPLACE THE FENCE OR REMOVE THE
TRAPPED SEDIMENT.
3.4.SEDIMENT MUST BE REMOVED WHEN SEDIMENT IS 6 INCHES HIGH.
3.5.IF THE FILTER FABRIC (GEOTEXTILE) HAS DETERIORATED DUE TO ULTRAVIOLET BREAKDOWN,
IT SHALL BE REPLACED.
CONSTRUCTION ENTRANCE NOTES:
1.DRIVEWAYS SHALL BE PAVED TO THE
EDGE OF THE RIGHT-OF WAY PRIOR TO
INSTALLATION OF THE CONSTRUCTION
ENTRANCE TO AVOID DAMAGING OF
THE ROADWAY.
2.IT IS RECOMMENDED THAT THE
ENTRANCE BE CROWNED SO THAT
RUNOFF DRAINS OFF THE PAD.
